Hi.
I am the first in my family to want to go to college in Pune.
But, I need my Nagarikta to join and be eligible for scholarship based on marks. I have very good marks in CBSE but I couldn't join this year becuase I have no Nagarikta. It is very frustrating.
My parents have lived in India for more than 15 years and don't have their Nagarikta. I don't know why they don't and it is not important to me anymore. I have discussed this with so many people that I am tired of discussing this. I don't think they understand how important it is to go to college and get good employment. I am ready to do what it takes to go to college.
If I go to Kathmandu, my parents say that I will need to pay bribe at the Nagarpalika to get my Nagarikta. If worst comes to worst, I am ready to do that. But I am hoping I don't have to.
Does anyonw know 
1. What documents I require in Kathmandu to get Nagarikta?
2. If the Nagarpalika asks me for bribe, is there a 'going rate'? I have some savings but I don't want to be cheated. My parents are ready to help me with 20,000 indian rupee.
3. Are there agencies in Maharashtra, like for driver license, that can help me obtain Nagarikta? If so, how much do these cost? 
As you can see, I am very tired of running pillar-to-post. I only know India since I was very young when I came here. It is very discouraging to do so much study and get into good college but not be able to join because I don't have nagarikta. And now I have told the college that I am Nepalese and I can't tell them I am Indian.
Please give practical suggestions. I am sure there are otehr people in my situation but we don't know where to look for help.

You need at least two documents to get nagarikta,

Nagarikta of your father and  your birth certificate. You should apply for nagarikta in the district office of the place you were born. for example if you were born in kaski you have to appl;y in kaski district office not in Kathmandu.

If you parrents dont have Nagarikta 
They should get nagarikta from the place they were born. They have to go to the district office of the place they were born and apply for it. It is not unusal for older people to apply for nagarikta in Nepal. Many people do it. You parents may have some relatives, or the people who know your parrents. So, "Ga. bi. Sa" secretary or in case of "Nagarpalika" "woda" secretary may have to certify for it.According to law it is not necessary for your mother to have nagarikta for you to apply for it. But Your father must have nagarikta. If both of them dont have it, and dont want to apply for it ( very strange). Why your parrent dont want to get nagarikta? they dont want their kid to have nagarikta of nepal? what is the reason? Parrents help kids a lot. You parrents should help you to get nagarikta.

If your parrents are from kathmandu valley it may not be that difficult for your parrents to get citizenship. but out side kathmandu valley they may ask for bribe.

After your parrents get "nagarikta" then you can apply for it, It may take up to one months ( depending upon the situation) for your pparrents to get "nagarikta" but once they get their Nagarkta , for you it may take only a day or two to get Nagarikta.It is not necessary for both parents have nagarikta.  But it is very important for your father to have "Nagarikta".

Bau aama madhye eutako nagarikta ra timro janmadarta bhaye kyai jhamela hunna. Jilla wa manyata prapta ilaka prasashan karyalaya ma Jane ra line. Tara nagarikta wala parent ni khojchhan kyare. Tara kehi docs chhaina ani timro bolichali ni dhoti dhoti pareko xa bhane chai garai parchha. 20/50 hajar pakka janchha. Time ma kaam sakne ho bhane paisa bokerai aako ramro.

Do you really require citizenship to study further in India? I never knew that.

Yo chai bombaynepali le atti guff layo.

If u stayed in India over 15 yrs with your family, your family must have got a 'thing' called ration card. If you have that card you will be treated as Indian citizen (India doesnt have any citizenship card yet) unless you claim that you are Nepali.

I did my college in India as Nepali citizen and I never had to show any of those documents. Instead I used to show them my academic docs. Later from shortcuts (bribery and known link), I was able to get Indian driving license. I was about to get Ration card and voter Id as well but in the mean I left India. (I mean to say if you want, you can get it).

If you want to get scholarship based on nepali ethnic minority (SC/ST), Nepali nagrikta will not help you. But some universities have scholarship for SAARC students. If you are applying for that, follow the suggestion provided above.
