 What are the procedures of getting married to a US Citizen Girl(White) while on F1 visa?

I came to US on student visa and have been here for almost 2 years now. I have a girlfriend here in United States who is of caucasian descent(white). I was wondering what process do I need to follow to get married to her(court marriage) and get the US citizenship or at least a legal work permit. How much will it cost altogether and how long will it take?
Personal: I have yet to ask her to get married but I'm kinda sure if I ask her she will say yes. Also, if it is important, she is a high school graduate and she currently works in a restaurant as a waitress and attends a community college.
About me: I will be 20 years old in 4 months and she is like 3 months older than me.

ASK HER TO MARRY YOU. If she says yes, go to the district court. make an appointment with judge.... you will need 3 witnesses.... a little procedure.. and you are married. Getting married is easy and simple, with few states having holding period if either of you are recently divorced.

Applying for Permanent Residence (PR) thenafter is also as straight forward as filling in some forms. You may get an attorney, but it can be done without one. 

The only issue can come who will sponsor you for PR if your GF doesn't make enough at this time. Your wife (after marriage) MUST sponsor you and she can have 'contracts' with others if she doesn't have enough income. Income level required varies by State you live in. Being a student you CANNOT self sponsor as there would not be a legal way for you to make money (for a undergrad at least).

If all documents are in order and you have a sponsor (either your spouse or someone else willing to), then the whole process should take 5-7 months; work permit being issued even earlier. You will receive 2 year conditional Green Card, which will be renewed if you are still married to her at the end of second year.

Thanks to guchachor and NewTrader. And NewTrader, no none of us are recently divorced so I guess we don't have holding period?
Can her father who makes $50000+(I think, I don't know the exact amount) per year from his auto parts business sponsor me?
Also her mother's income per year is more than $30000.

 one question:
you have mentioned that she is white, is that necessary? do you think that there are separate laws and processes for hispanics, blacks and asians???

I mentioned she is white because I wanted to clarify that she is not nepali and she is not a naturalized citizen rather she is a citizen by birth. If I had not mentioned that she is white, the readers might think she is nepali or a naturalized citizen and I don't know about this but maybe getting a citizenship by marrying a person who is a US Citizen by birth would be an easier process(?).

 Anyone willing and with sufficient income can sponsor. As I wrote earlier, you need to figure out your state's income requirement as set by USCIS by size of household.

Marrying a US citizen in US court has the same procedure; does not depend  upon the color, race or anything including whether naturalized or born outside.

 Dude i reckon u r moving fast. You ve been here just for 2 yrs n u r dating a white gal. Good for you. You said when u propose her to marry you r confidently saying she will marry you. Marriage is a very big decision for Americans. They don't take it lightly. It costs money n time. Usually they like to date for at least 2 yrs n then get married. How long you ve been dating? She might be sleeping with u doesn't mean she really wants to marry you. Been there done that. Don't rush take your time. You know slow n steady wins the race. Never talk abt GC before marriage n even after marriage for sometimes. Play it cool, gud luck boy.

Yeah, I kinda feel like I'm moving fast too but just look at my situation. I am not really the hot type of guy any girl would like to date. Even when I was in Nepal, I didn't have a girlfriend. This girl I'm dating right now is my first girlfriend. She is really beautiful or at least for me. Next thing is about my American dream. I've met people who have stayed in US for 12-14 years and still can't get a green card. I think I have this opportunity that will never come to me again to settle in US. I like your idea of waiting. But, what if she meets another guy by then and gets the feeling that she can get a more hot or rich guy than me?

Its been 8 months. I am not taking her advantage or using her to get my dreams come true. As of now, she likes me. I don't know what will happen tomorrow. I haven't talked to her about Green Card but she kinda knows that I can get a green card and settle in US if she gets married to me.
I want to plan it in a way that when I graduate school, I want to have a legal work permit in my hand.

basically it boils down to, you are taking the approach "mauka ma chhauka hanney". you just want to take the advantage of the situation, get married, get your gc and then dont give a shit what happens to the marital relation or the girl.

you been dating for 8 months and are scared that she might get a hotter or richer guy in future and leave you so that implies you are not confident about her and th whole relationship. this will cause problems and probably thats what you want anyway to get rid of her after you get gc.

what if she is a good girl with good intentions and believes in you and the relationship? if you are so desperate join the military under MAVNI instead of creating this big mess and lying!

 They get citizenship next day after graduating from training so ya dude rather than getting involved in woman just go n join the army. It's simple n easy, no paperworks, no procedures, no interview, no sponsorships etc

Thank you very much for your reply. Yes, I am not the confident guy and no I won't be just marrying her just to get the green card. I told you I love her and can't afford to lose her and can't afford to lose the chance of getting a green card. And, taking your guys' suggestions, I won't be proposing her until I graduate. She is the kind of a perfect girl just like me. Not a party freak, very little drinker, and cigarette smoker like me. lol
About the MAVNI thing, I won't lie, I am too much of a pussy to join the army. lol Also, why join army and die early when you have mind. No offence just kiddin'

i would join the Mavni, make her proud and her parents too server the great country i live in and help my parents and siblings back home too bringing them here with expedited immigration process for Army. and in few years i would go to some real good school with gi grant and make a future for my family and myself. if i die in the battle field it's much worth it than to a burden to others. give her a break too she's a waitress and barely going to community college. be a man, support her don't look how she can support you. if papers is what you want then join mavni. if you cant join it then look for other honest options.

Thank you for your suggestion but I don't think I should take this bollywood movies step. Like, making her proud, saving her from gundas or impressing her father, confessing love after getting shot by a bullet. I don't think that happens in real life. If I join the army, she might go with someone else. But, anyways thanks. I am not proposing her until we are dating for 2 years as someone suggested me here.
