 Why is Indian government not taking any proactive steps to stop the selling of Nepali women in Indian brothels?

If they can rape innocent, unwilling, underage women in brothels what is stopping them from raping other women outside the brothels?
How many people are not troubled when they hear about rape of a minor? How about a 6 year old girl snached away from her family and forced into prostitution?
In today's day and age when children's and women's rights are in the forefronts of media scrutiny and politics, many democratic countries put children's right in front of other needs. A child has a right to be taken care of and protected. Democratic countries even shun foreign products and companies that are known to have used child labor since abuse of children is a very disturbing matter and we should never encourage it in any way, shape or form. Any crime on children is met with the worst possible punishment for the perpetrators.
Living in the US, we take this for granted that the law protects our children. The US has been known to liberate oppressed citizens of many countries, and to set trade embargoes on other countries who do not follow the democratic norm or practice human rights.
Currently, the US has a very favorable trade treaty with India, as India is one of the fastest growing economy in the world. Even India prides itself as being one of the modern, democratic and influential countries in the world.
One very disturbing open practice of forced prostitution of minors is being overlooked by the whole world and it is difficult for a common layman to even begin to justify how such an inhumane conditions worse than slavery can still exists in a democratic country like India, in the 21st century, and no other defender of democracy and children's right have made it a public issue to end such gruesome conditions that exists in the Red Light districts of India?
What happens in the Red Light district every day is that girls as young as 5-6 are lured/stolen from thier families trafficked to the Red Light District and sold in brothels where they are harassed, beaten and forced into prostitution with as many as 20-30 men a day. Obviously everyone knows it's wrong and there are some organizations like Maiti Nepal, which tries to intercept such traffickers at the Nepal-India border, whose founder received the CNN Hero Award last year.
Why is the Indian government not proactively trying to stop this practice? When the Indian Government does not do anything about this, it is responsible for proliferation of rapists who rape these unfortunate minors and women day in and day out. When the Government allows such things to go about without any strict measures to stop it, it spills out into mainstream life where men think it's okay to rape women anywhere. If they can rape innocent, unwilling, underage women in brothels what is stopping them from raping other women outside the brothels?
Anyone with any respect for humanity has to denounce this practice and the stark inability and negligence by the Indian Government; and demand the indian govt to act upon it.
Rape is becoming very common in India and the most recent rape and mutilation in the bus has clearly shown that rape is becoming rampant and that it is clearly a result of a long term mass negligence of daily rape that is allowed to take place in the red light districts, without any government intervention.
The current rage in India regarding the rape and mutilation has to reach the highest government priorities in order to curb this raping of humanity due to government inaction.
Indian Government, it's time to show allegiance to human rights by taking action against flesh trade.

Nepal government itself not doing anything about it. In conviction , should get capital punishment, then you will see who will dare ?
It is a billion dollar business, demand and supply. Inidan gvt itself disfunctional like our's and lacking on this issues specailly protection on child and women.

1. Indian government and media are busy portraying India as would be super power.

2. Data shows very disappointing social situation in India but looks like it is very difficult to accept such situation for Indians.

3. Whenever there is a opportunity they always boast about their country as if they don't have any problem.

4. So, if you failed to understand your weakness how will you improve yourself?

5. Indian bureaucratic machinery is almost defunct, almost like in Nepal. It seems they don't have will/desire

6. As Megorkhe pointed out women trafficking is a lucrative business and happens everywhere in the world, even in US although not as rampant as in India.

7.  It requires very determined government and effective bureaucracy to reduce the woman trafficking which India lacks.

8. Emphasis of Indian government lies somewhere else 

9. World need to put very strong pressure on India saying that the extent of women trafficking going in India is not acceptable. Like the world did to Qatar , as a result Qatari government is coming up with some good measures  the effect of which is yet to be seen

10. So wherever we have time/opportunity we should continue writing about such things.

11. I hope this will not be labelled as anti India as Indian and pro Indians don't want to hear any such things. They might even deny the fact that there is rampant women trafficking in India.

Lol Nas Bro,

I am not blaming India for Nepalese problem. Actually problem of human trafficking in India is worse in India than in Nepal. Lots of Indian women are trafficked within India.

India has signed international law against human trafficking and has established many institution to deal with it but the net result is zero.
Because of this ineffectiveness of Indian bureaucracy Nepal is suffering. As I mentioned earlier it is not possible to completely stop the trafficking but it is possible to reduce to the extent that it is no longer a threat.

India has  Border security force at every 5 Kilometer of Indo Nepal border. India claims it has far better security apparatus than Nepal. Main cities where Nepalis women are trafficked are Bombay, Calcutta and Delhi . Obviously these cities are ruled by the law and do not allow red light but still everything is happening. I as a Nepali just asking India to play its role as it agreed by signing the international law. 

It is the responsibility of India to stop illegal activities within its territory. India must reduce its  illegal demand for Gals. 

Its like this if there is no demand for Drugas of abuse in US where the Mexican drug lords will supply the drug?
It is the job of US government to reduce the demand of Drugs within its territory. legalizing pot was one of the steps taken lately. otherwise if there is Demand there will be supply too.

So It is the Indian government job to 1. To Reduce the demand  and 2. stop the illegal trafficking within its border. 

As far as I understand OP's intention is also the same, they can do better.Otherwise who will believe presence of a civil society in India ?

Education is great tool to aware people in planet whats wrong and whats right. An educated parent grow their kids in very safe environment and teach them to protect themselves from evil society. Strongly grown kids are advocates for their neighbors and for themselves to fight against rape, abuse, work discrimination and other associated human rights. Trafficking is promoted by kids parents and local society (for example: girls are sold by parents and pimps from Nuwakot district to different brothels). If that society is educated enough than no one would able to do that. Prostitution is not about legal or illegal. One tends to do who has no class in society. I want to ask sajha readers, do you go to brothel if its legal ? Obviously not because you are the person to decide whats wrong or right. If its legal still you don't tell your parent that you going to brothel to duck a girl. Government itself cannot do anything, good nurture starts from a house and expand to make great society.
