I joined the IT project this week. Its been one week, there is no sign of work. Manager is somewhere, not interested to contact me. No desk, no computer setup, no email, nothing..just going to office..stay there for 8 hours like a dumb. I know its free money but things are killing me. Has this happened to you?

Only one week and you are getting bored ??? I am here for almost 3 months and had not been assigned anything in particular . My time goes easy lot of time though, have 2 or 3 weekly meetings, don't have to talk much though. Got 3-4 white cool guys , much much older than me , chat with them in everything , sometimes simple work , if got nothing then click mouse occasionally and type nonsense and delete it ;-) since you have not got computer setup , find some one to do so, don't bother frequently but be friendly to everyone . Smile and say hello and people will like you , ask abt you . I am enjoying here although not so much work

it's normal. But you should also step up and try to schedule meeting. Most of the times they are busy and don't have to time to teach you.
I have involved in multiple projects in different companies. They expect you to initiate. You just can't wait for them to teach you.
Setup meetings with different members of the team. Try to understand the project. Have a lunch with team members.

And being overfriendly is also not good. Almost said " when I used to work in gas station ...." And "hello chevron , may I help you " while picking up company's phone lol

that's weird . How come ur manager doesnt have time for you. When i switched the office there was a laptop already configured and workstation ready for me to get started with. Although i agree that first day i was pretty busy with hr paperwork but there was team introduction and tons of materials regarding the project architecture and i started writing codes after couple of days. Within a week i was almost busy in meetings and project work.

Schedule a meeting with your boss and with heading "90 days goal". You can bring along and as well ask your boss to come up with at least list of 5 things that he wants you to get completed within that timeframe. You can even talk to your boss in regard to what are different projects he is involved in and how you can help him. And go on working accomplishing that if you need any help during that time ask colleagues/boss. At the end of 90 days talk about what need to be completed within 1 year time frame.
Take your initiative don't wait work to come to you. Be proactive not reactive.
If I were you I would do this.
