Tens of years or wasted resources and "do nothing" mentality is the result of this unorganized disaster relief. They were safe until the disaster hit but not safe anymore. People who have lost everything including their kin will and should throw rocks at them wherever they are seen.

All you need is to shove up few bills in the mouth of so called "journalists" and the hooligan leaders and the leaders will be safe.
