 Can someone apply Economic hardship under new relief

Hey Guys,

My brother has been in US for some time. He graduated, applied for H1b for couple of times..didn't get select and now works in CPT which is about to be a year..Can he apply for the EAD under the relief program USCIS published couple(economic hardship as F1 student) of days back before his CPT expires?I heard that they provide EAD for 1 yr in this case....Not sure what document we need for this..since there is no way we can get document to prove economic hardship at this moment from Nepal.
If so what is the Process ?

Any suggestion will be highly appreciated.
