१३ जेठ, काठमाडौँ । भूकम्पका कारण झण्डै डेढ महिनादेखि विद्यालय बन्द भए पनि निजी विद्यालयहरुले बन्द समयको समेत विद्यार्थीसँग शुल्क असुल्ने भएका छन् ।

भूकम्पका कारण विद्यार्थी तथा अभिभावकहरु पीडित भएकाले केही समय नै विद्यार्थीको शुल्क मिनाहा गरिनुपर्ने बहस चलिरहेका बेला निजी विद्यालयहरुले भने बन्द अवधिको पनि विद्यार्थीबाट शुल्क असुल्ने बताएका हुन् ।

निजी तथा आवासीय विद्यालय अर्गनाइजेसन नेपाल (प्याब्सन) ले बुधबार राजधानीमा पत्रकार सम्मेलन गरी बिदाको अवधिकोसमेत शुल्क मिनाहा गर्न नसकिने प्रष्ट पारेको हो । निजी विद्यालयहरुको संगठन प्याब्सनको यस्तो निर्णयका विद्यार्थी संगठनहरुले भने कडा आपत्ति जनाएका छन् ।

अभिभावकहरुले पनि भूकम्पका कारण करिब एक महिनाभन्दा बढी विद्यालय सञ्चालन नभएकाले सो अवधिको शुल्क मिनाहा गर्नुपर्ने बताउँदै आएका थिए ।

विद्यार्थी संगठनहरुले भने विपतका बेलामा विभिन्न खालका सहयोगको घोषणा गर्नुपर्नेबेला बन्द रहेको समयको समेत शुल्क असुल्ने कुरा स्वीकार्य हुनै नसक्ने बताएका छन् ।

सत्तारुढ दलसम्बद्ध विद्यार्थी संगठनहरुसहितका संयुक्त विद्यार्थी संगठनले शुल्क मिनाहा सम्बन्धी यसअघि नै सरकारको ध्यानाकर्षण गराइसकेका छन् ।

भूकम्पका कारण बाबुआमा तथा संरक्षक गुमाएका विद्यार्थीलाई आवासीय सुविधासहित पूर्ण रुपमा निःशुल्क गरी राज्यले नै जिम्मा लिनुपर्ने, घरबार गुमाएका विद्यार्थीको हकमा शुल्कमा पूर्ण मिनाहा तथा बन्द रहेका समयमा देशभरीकै विद्यालयले कुनै पनि शुल्क लिन नपाउने गरी संयुक्त विद्यार्थी संगठनहरुको तर्फबाट सरकारलाई ज्ञापनपत्र बुझाइसकिएको अखिल क्रान्तिकारीका अध्यक्ष रमेश मल्लले बताए ।

बन्द रहेको समयमा पनि शिक्षकको तलव र घरभाडा तिर्नुपर्ने भएकाले कुनै पनि शुल्क मिनाहा गर्न नसकिने प्याब्सनका अध्यक्ष लक्ष्यबहादुर केसीले बताए ।

५ सय भन्दा बढी निजी विद्यालय भूकम्पले क्षति पुर्याएको भए पनि सरकारको निर्णयअनुसार जेठ १७ गतेबाटै विद्यालय सञ्चालनका लागि आफूहरु तयार रहेको केसीले बताए ।

भूकम्पका कारण बालबालिकामा मनोवैज्ञानिक असर परेकाले विद्यालय सञ्चालन भएको केही दिन मनोपरामर्श सम्बन्धी कक्षाहरु सञ्चालन गरिने पनि प्याब्सनले जनाएको छ ।

Education institutions in Kathmandu, seems like there's nothing noble about it after all. Very callous. This only shows the government's disability.

In other words,
Will the teachers take their salary for that closed period?
If so, where is the source to pay them?

This is a deep rooted issue because everything is tied together. Businesses renting space don't want to pay the landlords because their businesses were closed. People want to be paid the salary of the time they could not work. The government should publish some guides because there is no right thing.

All privet school are for money making business.
If parents look at the itemized fees: that should not be taken.
Computer lab fee ( no lab is used)
Bus fee ( bus did not run)
so and so fees which bring down the fee and woulb be able to pay the teacher's fee but not able to make PROFIT.

If the schools are going to pay teachers and staffs for the closed period then it is understandable that they can charge parents BUT charge only the fixed overhead items like rent. Other variable costs like bus fee, lab fee, tuition fee should not be charged.
