Hi everyone,
I really need some suggestions, mostly about TPS. I have been reading threads about TPS but some of them have left me confused. Please let me know if you have any information regarding these matters because I need to take decisions ASAP. And these are critical:

My condition: I am on OPT and my OPT will expire in Jan, 2016. I am planning to apply for TPS and a graduate program. When I asked my adviser about my responsibilities in order to maintain my F1 status during TPS period, I was just told that I need to maintain the way I am doing right now and meet a lawyer if I have further questions BUT:

1) If I apply for TPS with EAD, will I have to inform my university cause I will be no longer under OPT though I am planning to join university in Jan?
2) I also want to talk to USCIS officer, how do I do that (I live in the Bay are, CA) ?
3) To come back to my F1 status, do I have to reapply or it happens automatically after TPS?
4) I have heard that some states are providing in-state tuition fee for TPS approved students. Since I didn't get more information from my adviser and I am suggested to go meet a lawyer, I have to ask there, is there any other way I can find out about in-state tuition fees?
5) Here is another tricky situation: let's say I will get my degree in 2 years after joining in 2016 but if TPS gets extended then I have to apply for the TPS extension rather than applying for OPT, so in that case, how can I maintain my status? Do I have to join school again?

Documents:
1) In terms of gathering documents for TPS, should I ask my university a letter but I am on OPT and I will be sending a copy of my EAD. What other things do you suggest?

MRP documents:
#original passport, citizenship
#3 photos
#$150
# 2 copies of application
I see other documents like birth certificate and some other which I don't have.

Please suggest me and please don't suggest if you are too confused cause I already am. I will really appreciate all of your time and help.

Are you trying TPS or MRP ? Where did you get your info regarding original passport, citizenship, 3 photos, $150 .....

TPS and MRP both. The list of questions are about TPS as mentioned and I also wanted to make sure about MRP documents. So, I categorized them..... except MRP documents, everything else is about TPS...

- Once you have TPS EAD , your OPT EAD gets cancelled automatically. You can't have two EAD at same time .And I think you have to start going to school immediately from the day your EAD gets cancelled. Why ? because OPT means optional practical training and if it gets cancelled and you are not going to school either then how you gone maintain your status.

As long you as keep going to school you will have your f1 status. As far as I know, f1 and TPS goes parallel and TPS doesn't cancel your status but you have to go to school. if you stop going to school your f1 status will be terminated.

Meeting a lawyer will not help to get answers for your questions, trust me on this. Lawyer will be interested in filling your TPS application only.

You are thinking too far away. Lets not go that far.

The following documents is required only when you need to renew your passport. 
MRP documents: 
#original passport, citizenship
#3 photos
#$150
# 2 copies of application

once you send passport, you don't need to send birth certificate.

2) Your paystub
3) letter from school if you can get one.
4) letter from your employer.
5) bank statements, utility bills
6) Medical records
7) Health insurance, car insurance.

Regarding to In state tuition, this is what I found on residency policy (University of California)
e. Temporary Protected Status (TPS)
A foreign country may be designated by the Department of Homeland Security
(DHS) for TPS for a specific period of time, which may be extended. During the
designated period, individuals who are TPS beneficiaries, or preliminarily eligible
for TPS, are not removable from the U.S., can obtain an employment
authorization document (EAD) category (a)(12) or (c)(19) (for those eligible for
TPS even before final approval), and may be granted travel authorization.
A TPS grantee may be able to begin counting 366 days to establish residence for
tuition purposes if s/he can verify legal presence by providing an approved Form
I-821 (initial registration only) and a valid EAD category (a)(12) or (c)(19). If the
EAD has expired, the Residence Deputy will verify whether it has been
automatically extended by the DHS and whether the student has re-registered to
TPS. Additional information on designated countries, eligibility, registration and
expiration dates may be found at www.uscis.gov/tps.
TPS is a temporary benefit that does not lead to lawful permanent resident status
or give any other immigration status, although the individual can also apply for
nonimmigrant status, permanent residence, or any other immigration benefit or
protection for which s/he may be eligible.

Esemen i really appreciate the information you have provided.

My OPT will expire early next year. Therefore, I have to figure out how long USCIS usually or might take or taking to get applications approved (application processing) because I have to plan when to apply for TPS based on that information. Moreover, I have only applied for a graduate program for next year. That's why I can't apply TPS now and get it approved in few weeks or a month. Otherwise I will have to join a universality immediately. Please do let me know your feedback or suggestion, so that I can make the right decisions at the right time.

I don't understand why you said you have to join University immediately. Processing of TPS usually takes 3 months, at least that's what i heard, which will be almost october/November.
Since your OPT will expire early next year, that sounds like the perfect time, you can continue working your current job (if not grad school). Or there is also an option, you don't have to apply for EAD if you don't need one.
Your TPS application will benefit you more, the day you are granted, that's when the clock starts 366 days for instate tuition, travel document ( in case of visa expired), work outside of college while attending Grad school.

I said so because if my TPS is approved in October/November then OPT will automatically gets cancelled and I will be on TPS EAD. So, based the university rules (as far as I have understood) I have to transfer my sevis within 60 days of grace period in order to maintain my status. But I am planning to join in April which will be more than 60 days.
The point is I want to apply for TPS with EAD and also want to maintain my status. Students on OPT can't take more than 60 days to transfer their sevis after their OPT expires.

Please correct me if I have misunderstood any thing but that's what I have been told. Thus, I am trying to figure out an appropriate time to apply.
