 F-1 Student and Permission to Work.

I had an interesting discussion with my friend.

Our topic of discussion was Student on F-1 visa and work.

Somebody applies for F-1 students visa saying that they will private pay their tuition and living expenses and comes over to United States. Once they get here the USCIS allows them to work 20 hrs a week under certain conditions.

My friends argument was that F-1 student are allowed to work 20 hrs a week not because of consideration by US government but because they are paying their tuition.

My argument was, “they are allowed to work 20 hrs a week not because as a foreign student since they pay the tuition it’s their right to work but because of consideration by US Government.”

My argument was based on someone who is still in F1-Student and has not graduated from a US institution yet.

I would like to know what others here in Sajha think.

There is a law for immigration in USA called Immigration and Naturalization Act (INA).
For every visa type, the laws are defined stating what they are allowed to do and what they are not allowed to do.
If your question is "Why did the law makers make the law to allow students to work 20 hours?", then I do not think anybody will be able to answer the question correctly, we all can guess what they were thinking.
