Please suggest me one best plan for health insurance. Changed my employer and new employer does not have good insurance so want to buy my own. Anyone doing same?

You have two options here. You can get the insurance from your new employer or wait for open enrollment period which starts from November - January 31 2016. When open enrollment begins you can directly purchase from Marketplace (Healthcare.gov) or purchase the same plan from the healthcare insurance company. The reason behind purchasing from Marketplace is you may get Advance Premium Tax Credit (APTC) if you are eligible for it which may reduce your monthly premium.

You may enroll now in Marketplace too if you have certain life changes event — like getting married, having a baby, losing other coverage, or moving — or if you qualify for Medicaid or CHIP. I hope I answer your question.

I am not US citizen neither have GC. H1 starts from October. Still I am eligible for Marketplace? One guy told me that I am not eligible for Market place.
Also, I am single and I have HI till this month, what will happen if I wont buy HI till November?

Whether you are eligible or not, that will be determined once you fill the forms in Marketplace. If you don't even have insurance till November, that should be fine in my opinion. I didn't have it for last one year. When you file a tax return, depending upon the gap you have to pay some penalty fee. Wait till November and then buy it from Marketplace.
