India’s Attack on Free Speech




London — IN today’s India, secular liberals face a challenge: how to stay alive.

In August, 77-year-old scholar M. M. Kalburgi, an outspoken critic of Hindu idol worship, was gunned down on his own doorstep. In February, the communist leader Govind Pansare was killed near Mumbai. And in 2013, the activist Narendra Dabholkar was murdered for campaigning against religious superstitions.

These killings should be seen as the canary in the coal mine: Secular voices are being censored and others will follow.

While there have always been episodic attacks on free speech in India, this time feels different. The harassment is front-page news, but the government refuses to acknowledge it. Indeed, Prime Minister Narendra Modi’s silence is being interpreted by many people as tacit approval, given that the attacks have gained momentum since he took office in 2014 and are linked to Hindutva groups whose far-right ideology he shares.

Earlier this month, a leader of the Sri Ram Sene, a Hindu extremist group with a history of violence including raiding pubs and beating women they find inside, ratcheted up the tensions. He warned that writers who insulted Hindu gods were in danger of having their tongues sliced off. For those who don’t support the ultimate goal of these extremists — a Hindu nation — Mr. Modi’s silence is ominous.

This is a turning point for India, a country that has taken pride in being a liberal democracy and that often adopts a high-minded tone when neighbors fall short of the same standards.

When the liberal Pakistani politician Salman Taseer was assassinated in 2011, the Indian journalist M. J. Akbar, now the national spokesman for the Bharatiya Janata Party, or B.J.P., chided, “If Salman Taseer had been an Indian Muslim, he would still have been alive.” In the run-up to the 2014 general elections in Bangladesh, India expressed concern over the future of the country’s democratic institutions.

We should be worrying instead about what’s happening in India, and recognize that it could go the way of the very neighbors it criticizes. As Nikhil Wagle, a prominent liberal journalist based in Mumbai, told me, “Without secularism, India is a Hindu Pakistan.”

The murders in India share striking similarities with the killings of four Bangladeshi bloggers this year. But while there was a global outcry over what happened in Bangladesh, India is hiding behind its patina of legitimacy granted by being the world’s largest democracy.

Like the murdered bloggers, the Indian victims held liberal views but were not famous or powerful. Mr. Kalburgi had publicly expressed skepticism toward idol worship in Hinduism, but he didn’t pose a threat to anyone.

While the authorities are pursuing the culprits on a case-by-case basis, the overarching attack on free speech has not been addressed. The threats and killings have created an atmosphere of self-censorship and fear.

Some of the killers are still on the loose, and while in one hand they wield a gun, in the other they wave a list. On Sept. 20, Mr. Wagle, the journalist, learned from a source that intercepted phone calls had revealed that members of yet another right-wing Hindu group, Sanatan Sanstha, had marked him as their next victim. The extremists who celebrated the August murder of Mr. Kalburgi were more direct: They used Twitter to warn K. S. Bhagwan, a retired university professor who is critical of the Hindu caste system, that he would be next.

The goal of transforming India from a secular state to a Hindu nation, which seems to be behind the murders, is abetted not just by the silence of politicians, but also by the Hindu nationalist policies of the ruling B.J.P.

Over the past few months, the government has purged secular voices from high-profile institutions including the National Book Trust and the independent board of Nalanda University. The government is not replacing mediocre individuals: The chancellor of Nalanda was the Nobel laureate Amartya Sen. It is replacing luminaries with people whose greatest qualification is faith in Hindutva ideology. The new appointees are rejecting scientific thought in favor of religious ideas that have no place in secular institutions.

One of the government’s chief targets is the legacy of India’s first prime minister, Jawaharlal Nehru, who laid the foundation for a secular nation. Last month, having nudged out the director of the Nehru Museum and Library in New Delhi, the government announced plans to rename the museum and change its focus to highlight the achievements of Mr. Modi. This is akin to repurposing the Washington Monument as an Obama museum.

In addition to erasing the contributions of long-dead liberals, B.J.P. leaders are busy promoting violent Hindu nationalists. Sakshi Maharaj, a B.J.P. member of Parliament, described Nathuram Godse, the man who assassinated Mahatma Gandhi, as a “patriot.” Although Mr. Maharaj later retracted his statement, his opinion is shared by many of his party colleagues. Gandhi’s assassin was a former member of the Rashtriya Swayamsevak Sangh, an armed Hindu group, with which Mr. Modi has been associated since he was 8 years old.

The B.J.P.’s efforts to reshape institutions that embody secular values — values they dismiss as “Western” — was certainly anticipated. It came as no surprise when the culture and tourism minister, Mahesh Sharma, recentlypromised to “cleanse every area of public discourse that had been westernized.” Mr. Sharma is well aware of the connotations of the word he used.

It’s also not surprising that Hindu fundamentalists would feel empowered in the shadow of a Hindu nationalist government. Still, few expected that freedom of speech would become a contestable commodity and that some who exercised it would lose their lives.

The realization has made for decisions that were once unthinkable.

Last December, the acclaimed author Perumal Murugan informed the police that he’d received threats from Hindu groups angered by a novel he wrote in 2010. Extremists staged burnings of his book and demanded a public apology from him. The police suggested he go into exile. Realizing he was on his own, in January Mr. Murugan announced the withdrawal of his entire literary canon. On Facebook, he swore to give up writing, in essence apologizing for his life’s work out of fear for his family’s safety.

It’s hard to accept what is happening in India. It is easier to ignore or dismiss the attacks and the threats as a liberal persecution complex or a phase that will last only as long as the B.J.P. is in power. But the country is undergoing a tectonic shift that will have long-term repercussions.

The attacks in India should not be seen as a problem limited to secular writers or liberal thinkers. They should be recognized as an attack on the heart of what constitutes a democracy — and that concerns everyone who values the idea of India as it was conceived and as it is beloved, rather than an India imagined through the eyes of religious zealots. Indians must protest these attacks and demand accountability from people in power. We must call for all voices to be protected, before we lose our own.

I didn't know you are such a bull-headed communist from your school days though it appear sometimes on your comments. Do you still follow communism? You sure do, that's why you hate anyone who don't believe your faith. I never liked communism; is that the reason you were so irked by my posts?

India always wanted Nepal to be a Hindu nation. No doubt about it, watch these people say it. They want any new Indian to come to Nepal and run for the office, unlike what we think is not a good idea. Think before you support Hindu nation.

Gorkhe: no offense, taking your own words, it's not worth arguing with you when you follow communism wholeheartedly in every step: "followers of communist party : they were not open to others id and what ever logic they hear that does not match what they were love to hear , never got into their head and it was not worth.

You didn't answer any of my questions and kept banging your head on the wall with the same prejudice and you never want to hear the truth/facts.
You are exactly the same as you described yourself. You are not open to others id and anything not matching your views never got into your head. I don't want to get personal, but you keep bringing your personal stories here.

Listen, if you don't understand english, I will translate it for you. In the above news story, it IS NOT PROVED yet that the muslim guy's meat in the refrigerator is BEEF. Fanatics need the excuse to offend anyone opposed to their views. Your example of PROVOKE doesn't make any sense here.

@nepalilaure , तपाई लाइ चित्त नबुजे को मा माफ़ी चाहन्छु मैले भन्न खोजेको चै यती हो की अरु लाइ चिडाउन मात्र केइ गरेर हुदैन । जून जाती लाइ पनि मंदिर जान छूट छ । कोई कोई ले तल्लो जाट न जा भनेर भन्छन तर तेस्ता लाइ नचिडाइ मंदिर जान पनि सकिन्छ नी हैन र । तेइ मात्र भन्न खोजेको ।

राष्ट्रपति बोले, मोदी चुपचाप

आश्विन २१, २०७२- भारतको राजधानी नयाँदिल्लीसँग जोडिएको नोएडानजिक उत्तरप्रदेशको दादरीमा भएको मुसलमान समुदायका मोहम्मद अखलाकको हत्याबारे प्रधानमन्त्री नरेन्द्र मोदीले एक शब्द बोलेका छैनन्। उनको रहस्यमय मौनताकै बीच राष्ट्रपति प्रणव मुखर्जीले बुधबार सहिष्णुता प्रदर्शन गर्न भारतीय नागरिकहरूलाई आग्रह गरेका छन्। 

‘विविधता र सहिष्णुता भारतका महत्त्वपूर्ण मूल्य हुन् र यी मूल्यको अवमूल्यन सहय हुने छैन,’ राष्ट्रपति मुखर्जीले भने, ‘हामीले यसलाई कहिल्यै बिर्सिनु हुँदैन।’ धार्मिक सहिष्णुता भंग गरेको आरोपमा गत १८ सेप्टेम्बरमा बिसहडा गाउँमा एक उग्र भीडले ५० वर्षीय अखलाकको हत्या गरेको थियो। भीडको निर्घात कुटपिटबाट उनका छोरा दानिश पनि गम्भीर घाइते छन्। 

‘धेरै प्राचीन सभ्यताहरू पतन भएका छन्। आक्रामकताका बाबजुद पनि भारतीय सभ्यता जीवित छ। त्यसको मूल कारण सभ्यताको मूल्यलाई हामीले शिरमा राखेका छौं,’ राष्ट्रपति मुखर्जीले भने। 

अखलाकको हत्याविरुद्ध भारतभर आवाज उठेको थियो। वरिष्ठ पत्रकार र लेखकहरूले समेत घटनाको कडा आलोचना गरिरहेका छन् । आलोचकको सुचीमा राजनीतिज्ञहरू समेत छन् । प्रधानमन्त्री मोदीले भने घटनाको दसौं दिनमा पनि मौनता तोडेका छैनन्। केन्द्रीय मन्त्री महेश शर्मा र भारतीय जनता पार्टी (भाजपा) का केही सांसदले विवादास्पद भनाइ सार्वजनिक गरेका छन्। उत्तर प्रदेशका मुख्यमन्त्री अखिलेश यादव सरकारका मन्त्री आजम खानले त उक्त घटनालाई संयुक्त राष्ट्रसंघमा पुर्‍याइने सार्वजनिक अभिव्यक्ति नै दिए। गृहमन्त्री राजनाथ सिंहले उनीमाथि कडा कारबाही माग गरेका छन्। ‘केन्द्र होस् या राज्य सरकार, साम्प्रदायिक हिंसा फैलाउने प्रयास कसैले गर्छ या सोही प्रकारका अपराधमा संलग्न हुन्छ भने कडा कारबाही गरिनेछ,’ मन्त्री सिंहले भनेका छन्। 

बुधबारको आफ्नो १५ मिनेट लामो मन्तव्यमा राष्ट्रपति मुखर्जीले सांसद्देखि राष्ट्रपतिसम्मको आफ्नो लामो राजनीतिक यात्राको पृष्ठभूमि खोतले। र, अन्त्यमा सहनशीलता नै औचित्यपूर्ण हुने सम्झाए। उक्त घटनामा प्रधानमन्त्री मोदीको मौनतामाथि विपक्षी दलले प्रश्न उठाएका छन्। उत्तरप्रदेशमा सत्तामा रहेका भाजपा र समाजवादी पार्टीका नेताहरूमाथि समेत ध्रुवीकरणको आरोप लागेको छ। 

यसैबीच, भारतीय गृह मन्त्रालयले बुधबार प्रधानमन्त्री कार्यालयमा घटनासम्बन्धमा ‘ब्रिफिङ’ गरेको छ। देशव्यापी आलोचना भइरहँदा प्रधानमन्त्री कार्यालयको यो पहिलो संलग्नता हो। विपक्षी कंग्रेस आईले मौनता तोडेर घटनाको आलोचना गर्न प्रधानमन्त्री मोदीलाई पटक–पटक आग्रह गरिसकेको छ। तर, उनले सुनेको नसुन्यै गरिरहेका छन्। बरु अर्थमन्त्री अरुण जेटलीले यस्ता घटनाले भारतको बदनाम गराएको बताएका छन्, मोदीले एक शब्द खर्चेका छैनन्। 

लेखिका र कविले फिर्ता गरे सम्मान घटनाको आलोचनासम्म नगर्ने प्रधानमन्त्री मोदीको कार्यशैलीप्रति विरोध जनाउँदै लेखिका नयनतारा सेहेगल र कवि अशोक वाजपेयीले आफूलाई दिइएको साहित्य एकेडेमी सम्मान फिर्ता गरेका छन्। भारतको विविधतामाथि आक्रमण भएको उनीहरूको भनाइ छ। ‘प्रधानमन्त्रीले मौनता साधेका छन्। उनी वाक्पटु प्रधानमन्त्री हुन्, जसले लाखौं व्यक्तिलाई सम्बोधन गर्न सक्छन्,’ वाजपेयीले एनडीटीभीसँग भने, ‘तर, यहाँ लेखकहरूको हत्या भइरहेको छ, निर्दोष व्यक्तिहरू मारिइरहेका छन्। उनका मन्त्रीहरू आपत्तिजनक वक्तव्यवाजी गरिरहेका छन्। किन उनीहरूलाई मोदी चुप लगाउँदैनन्?’

लेखिका सेहेगल भारतका प्रथम प्रधानमन्त्री जवाहरलाल नेहरूकी भान्जी हुन्। ‘सरकार देशको सांस्कृतिक विविधताको रक्षा गर्नमा असफल भएको छ,’ उनले भनेकी छन्, ‘त्यही भएर मैले यो सम्मान फिर्ता गर्ने निर्णय लिएकी हुँ।’ उनलाई सन् १९८६ मा साहित्य एकेडेमी पुरस्कार दिइएको थियो। 

पछिल्ला दिनका केही हिंस्रक घटना उल्लेख गर्दै सेहेगलले ती सबैमा प्रधानमन्त्री मोदीको मौनतामाथि समेत प्रश्न उठाएकी छन्। ‘जो बुद्धिजीवी अन्धविश्वासमाथि प्रश्न उठाउँछन्, जो हिन्दुवादका खतरनाक र विकृत स्वरूपलाई हिन्दुत्व भन्छन्, त्यसलाई सीमान्तकृतमाथि लाद्न थालिएको छ। त्रसित बनाउने र हत्या गर्ने गरिएको छ,’ उनले भनेकी छन्, ‘मानिसका खानपानका आदत र उनीहरूका जीवनशैलीलाई आफ्नो हिसाबबाट प्रभावित गर्ने प्रयास भइरहेको छ।’

साहित्य एकेडेमीद्वारा सम्मानित प्रख्यात कन्नड लेखक एमएम कलबुर्गी, सामाजिक कार्यकर्ता नरेन्द्र दाबोलकर र गोविन्द पान्सरेको हत्या गरिएको उनले उल्लेख गरेकी छन्। उनका अनुसार अन्य सामाजिक कार्यकर्ता र विचारकहरूमाथि धम्की आइरहेको छ। ‘दादरी घटनासम्म आइपुग्दा न्यायको हार भएको छ,’ सेहेगलले लेखेकी छन्, ‘यो भयानक अवस्थामा प्रधानमन्त्री चुपचाप बस्छन्। 

यस्तो अवस्थामा हामीले मान्नैपर्छ कि यस्ता राक्षसी काम गर्नेहरू मोदीजीका विचारका समर्थक हुन्।’ हत्या गरिएका भारतीय नागरिक, त्यसको विरोध गर्ने बहादुरी प्रदर्शन गरिरहेकाहरू र आतंकको यस माहौलमा चिन्ता र भयपूर्वक बाँचिरहेकाहरूको समर्थनमा आफूले साहित्य एकेडेमी पुरस्कार फिर्ता गरेको उनले उल्लेख गरेकी छन्।

India Writers Return Awards to Protest Government Silence on Violence



In the last month, 35 leading Indian authors and poets have returned coveted awards from the National Academy of Letters in a collective revolt against what Salman Rushdie this week called the “thuggish violence” creeping into Indian life under the Hindu nationalist government of Prime Minister Narendra Modi.

The writers’ revolt, which began in September after a 76-year-old critic of Hindu idolatry was gunned down in his home, rapidly gained strength this month when Mr. Modi failed to promptly condemn the killing of a Muslim manMohammed Ikhlaq, by a Hindu mob because they suspected he had killed a cow and eaten its meat.

Is he a Twitter-savvy technocrat obsessed with boosting development for all India by slashing red tape, wooing foreign investors and building a modern digital economy? Or is he a canny ideologue intent on imposing a strict Hindu code of values on a nation that prides itself on tolerance, diversity and pluralism?

One of Mr. Modi’s favorite modes of communicating is Twitter, where he has 15 million followers and more than 9,500 posts. On Twitter, Mr. Modi presents himself as cheerleader in chief for all things India, celebrating achievements, sending birthday greetings and offering condolences. Yet, as many commentators have pointed out, not one of his Twitter posts has offered condolences to the Ikhlaq family, which was brutally attacked by a Hindu mob last month in a village 30 miles east of Delhi.

Uday Prakash, a renowned Hindi writer, was the first author to renounce his award from the academy, in September. “I have never seen such hostility before,” he said.

In interviews this week, the writers returned to the same refrain: That Mr. Modi’s failure to confront intolerance by fellow Hindu nationalists is giving tacit permission for more intolerance. “The tide of violence against freedom of speech is rising every day,” Ms. Sahgal said.

It is the kind of encounter that has become more common under Mr. Modi, in part because his ascendancy to prime minister has been accompanied by growing activism from conservative Hindu nationalists who seek to suppress forms of expression they view as offensive to their religion. They have pressured publishers to withdraw books, pushed universities to remove texts from syllabuses and filed criminal complaints against those they deem to have insulted Hinduism.

Few writers have drawn more criticism than M.M. Kalburgi, a noted rationalist scholar who enraged far-right Hindu nationalists through his criticism of idol worship and superstition. Mr. Kalburgi said he received multiple death threats, and on Aug. 30 was shot dead at point-blank range in his home in Karnataka, a state in southern India. No arrests have been made.

[सम्झाना] गहन बहसकर्ता, सटीक विश्लेषक संवैधानिक कानुनको ज्ञान र व्यक्तिगत एवं पेसागत जीवनमा ईमानका खानी गणेशराज शर्माजीका अरू पनि धेरै राजनीतिक विश्लेषण समयक्रममा अचूक साबित भएका छन् ।
प्रधानमन्त्री जवाहरलाल नेहरूको बेलादेखि नै निकै प्रतिभाशाली र क्षमतावान मानिने विपक्षी नेता अटलविहारी वाजपेयी प्रधानमन्त्री बन्ने चर्चा चलिरहँदा हिन्दुवादी दलको सरकार संसारको एक मात्र हिन्दु राष्ट्र नेपालका लागि पनि राम्रो हुने अड्कल गर्नेहरू पनि थिए । त्यस्तो अड्कलका बीच गणेशराजजीले भन्नुभयो, “भारतमा हिन्दु फ्यानाटिकको सरकार नेपालका लागि उदारवादी बेलायती प्रजातन्त्रको बढी प्रभाव परेको कांग्रेसको सरकारभन्दा खराब हुन सक्छ ।”

उहाँको त्यो विश्लेषणले हामी धेरैलाई उदेक तुल्याएको थियो । तर, झन्डै दुई दशकपछि आज उहाँको त्यो विश्लेषणको कटु यथार्थ त्यतिबेला उहाँलाई सुन्ने हामीले मात्र होइन, सारा नेपाल र संसारले देखिरहेको छ । संयोगवश, नेपालका ‘धर्मनिरपेक्षवादी, वामपन्थी, क्रान्तिकारी शक्ति’ले सुरु गरेको सशस्त्र संघर्षले पनि नेपालको आन्तरिक राजनीतिमा सबभन्दा धेरै प्रभाव राख्ने बाह्य शक्ति, भारतमा दक्षिणपन्थी हिन्दुवादी वाजपेयीले शासन सत्ताको बागडोर सम्हालेकै बेला ठूलो छलाङ मार्न पुगेको थियो । र, त्यतिबेला नेपाल–भारत दुवैले आतंककारी घोषित गरेको त्यो ‘शक्ति’, नेकपा माओवादी, को भारतमा पहिलो राजनीतिक सम्पर्क राष्ट्रिय सुरक्षा सल्लाहकार ब्रजेश मिश्र हुँदै प्रधानमन्त्री वाजपेयीसम्म पुगेको भारतीय लेखकहरूले नै सार्वजनिक गरेका छन् ।

पालो हामी त्यतिबेलाका अबुझहरूको थियो, जब ‘गरिबी, बेरोजगारी, सामन्ती शोषण, दमन र उत्पीडनबाट मुक्ति दिलाउन र राष्ट्रिय स्वाधीनताको रक्षा गर्न’ रोल्पा–रुकुमलगायत आधा दर्जन जिल्लाबाट लासको खेती र रगतको खोलो बग्ने शृंखला सुरु भयो । संयोगवश, त्यसको १० वर्षपछि ‘वामपन्थी क्रान्तिकारी’ हिंसाको यो शृंखलाको अन्त्य छिमेकी भारतमा दक्षिणपन्थी बीजेपीको वाजपेयी सरकार बाहिरिएको अर्को वर्ष भयो ।

कुरो ०४८/४९ सालतिरकै हो र भारतसँग गरिएको टनकपुर समझदारी/सन्धिको विवाद सडक, संसद्, अदालत हुँदै देशभरि चर्किंदै जाँदा प्रधानमन्त्री गिरिजाप्रसाद कोइरालाको एउटा अन्तर्वार्ता छापियो भारतीय दैनिक दी हिन्दूमा । चौतर्फी आलोचनाको तारो बन्नुभएका कोइरालाले अन्तर्वार्तामा आफ्ना विरोधी र विपक्षीलाई तह लगाउन संसद् विघटन गरी मध्यावधि चुनाव घोषणा गर्ने स्पष्ट चेतावनीयुक्त संकेत दिनुभएको थियो । र, यसरी नेपालमा खास चर्चा नभएको विषय विदेशी पत्रिकाको माध्यमबाट प्रधानमन्त्रीले सार्वजनिक गरे पनि धेरैको नजरमा परेन या उनीहरूले त्यसलाई गम्भीर रूपमा लिन जरुरी ठानेनन् ।

तर, कोइरालाका भनाइलाई निकै गम्भीरतापूर्वक लिएर ‘अन्डरलाइन’ गरेर राख्नुभएको थियो गणेशराजजीले । त्यो अन्तर्वार्ताको फोटोकपी एक प्रति दिँदै निकै चिन्तित भएर उहाँले भन्नुभएको कुरा अझै पनि झलझली सम्झना छ, “नेपाल अब लम्बे अस्थिरताको गहिरो दलदलमा फस्दैछ ।” उहाँको त्यो भनाइलाई आधार बनाएर अंग्रेजी साप्ताहिक स्पटलाइटमा ‘अपरेसन डिस्टेबलाइजेसन’ शीर्षकमा यो पंक्तिकारको विश्लेषण छापिएको थियो । संसद्मा सुविधाजनक बहुमत प्राप्त सरकारका प्रधानमन्त्री कोइरालाले पाँचवर्षे कार्यकालको संसद् तीन वर्ष बित्दा नबित्दै विघटन गरेपछिको अस्थिरताको दुश्चक्र सुरु भएयता धेरै सरकार फेरिए, धेरै प्रधानमन्त्री बदलिए । हुँदा हुँदा शासन व्यवस्थानै बदलियो, अढाई सय वर्ष पुरानो राजतन्त्र ढल्यो, गणतन्त्रको उदय भयो । तर, नेपाल झन्डै २० वर्षअघि नै संविधानविद् गणेशराजजीले चिन्ता जनाउनुभएको अस्थिरताको भुमरीबाट अझै उम्किन सकेको छैन । न त आफ्नो संविधान आफैँ बनाउने ‘जनताको ६५ वर्षदेखिको सपना’ पूरा भइसक्दा पनि उहाँले देख्नुभएको अस्थिरताको दुस्वप्न गलत हुने कुनै संकेत नै देखिएको छ ।

Indian Muslim, Accused of Stealing a Cow, Is Beaten to Death by a Hindu Mob



NEW DELHI — Amid a politically charged national debate over religious intolerance, a Muslim man was beaten to death on Monday by a mob of Hindus who suspected him of stealing a cow, a revered symbol in the Hindu religion. It was the fourth time in six weeks that Hindus had killed Muslims they suspected of slaughtering, stealing or smuggling cows.

The police found the bloodied and battered body of the man, Mohammad Hasmat Ali, early Monday morning in the remote village of Uchekon Moiba Thongkhong in Manipur, a state in northeast India. Mr. Ali, 55, married with three sons, was a leader in the neighboring village of Keirao Makting, where he was headmaster of a madrasa. Police officials said Mr. Ali had no criminal record and no known links to the cattle business.

“What is happening here is completely wrong — people taking the law into their hands,” Naba Kanta, the senior police official leading the investigation into Mr. Ali’s death, said in an interview. “We face the problem of mob justice in this area, and we are trying to do our best to contain it.”

The recent killings are occurring against a backdrop of intensifying political conflict over laws and policies aimed at protecting cows from slaughter and consumption. Prime Minister Narendra Modi’s Hindu nationalist Bharatiya Janata Party, or B.J.P., has pushed aggressively to pass state beef bans. The Delhi police, controlled by Mr. Modi’s government, recently descended in force on a canteen after it posted beef on its menu. (It turned out to be buffalo meat.) On Wednesday, the B.J.P. ran campaign ads accusing its opponents of “insulting the holy cow.”

Several recent cases of violence have involved Hindu nationalist vigilante groups dedicated to protecting cows. The groups, including some with ties to the B.J.P., mobilize members to confront those suspected of slaughtering, eating or stealing cows, sometimes with catastrophic results.

These and other recent outbreaks of violence by Hindu nationalists have provoked a vigorous cultural and political backlash across India. Dozens of leading authors returned India’s highest literary award in protest. Hundreds of scientists, academics, actors and filmmakers have signed petitions or spoken out. On Tuesday, Sonia Gandhi, the president of the Congress Party and Mr. Modi’s longtime political opponent, led a march in Delhi to condemn “the atmosphere of fear, intolerance and intimidation in the country.”

Mr. Modi’s party has struggled to formulate a response, at one point urging party leaders to temper their remarks, at another point ridiculing the spreading protests as a manufactured controversy. On Sunday, Mr. Modi’s finance minister, Arun Jaitley, went even further, asserting in a Facebook post that Mr. Modi was “the worst victim of ideological intolerance” enforced by “Congress, left thinkers and activists.”

“Their strategy is twofold,” Mr. Jaitley wrote. “Firstly, obstruct Parliament and do not permit reforms which will bring credit to Modi government. Secondly, create, by structured and organized propaganda, an environment that there is a social strife in India.”

The events leading to Mr. Ali’s death are still being pieced together by investigators. But according to Mr. Kanta, the police official, a Hindu man known by a single name, Brajendra, heard dogs barking outside his home early Monday morning.

“Brajendra decided to go out and check,” Mr. Kanta said. “He found Mr. Ali huddled in one corner of his barn, shivering. Brajendra assumed he had come to steal his calf and raised an alarm. A crowd gathered and they started beating Mr. Ali. In the pushing and pulling, and being beaten up, Mr. Ali died.”

Mr. Brajendra has been arrested, and police officials said he had acknowledged his involvement in Mr. Ali’s death and helped identify others in the mob.

In the village of Keirao Makting, where Mr. Ali’s family lives, angry villagers this week staged protests at the local police station, blocked the main road to the city of Imphal and formed a citizens committee to conduct an independent investigation. “How can a man whose family consisted of engineers and doctors, and himself a respected headmaster, steal a calf?” asked Mohammad Raza-ud-din, leader of the citizens committee.

“He never picked a fight with anyone in the village,” Mr. Raza-ud-din said. “The children in the madrasa love the gentle Ali.”

Indian Hindu activists take down floating cow exhibit

JAIPUR, India (AP) — Right-wing Hindu activists have taken down an exhibit of a Styrofoam cow that was suspended in midair using a balloon, organizers of an art fair in western India and police said Sunday.

R.B. Gauttam, an organizer of the Jaipur Art Summit, said that the exhibit was meant to highlight how cows suffer after ingesting plastic waste at India's many garbage dumps. The activists, however, deemed the exhibit offensive and took it down on Saturday.

Cows are revered by India's majority Hindus, and the slaughter of the animals is banned in several Indian states.

"The activists claimed that the cow in the exhibit looked like it was hanging from a noose and that was disrespectful," Gauttam said. "They argued with us and took the cow down and even put a garland around it."

The cow exhibit continued to be a part of the art fair, but on Sunday it was no longer in midair.

Gauttam said the activists were just "looking for any type of publicity." Mahendra Singh, a police official, said the incident was being investigated.

In recent months, violence based on rumors of beef-eating by India's Muslim minority has spiked. A man was beaten to death by a mob over rumors his family had eaten beef, and two others were killed for allegedly transporting cows for slaughter.

Over the last several weeks, dozens of Indian intellectuals, writers, scientists and filmmakers have blamed Prime Minister Narendra Modi and his Hindu nationalist Bharatiya Janata Party for not speaking out against such brutal religious attacks. They say the government's silence has encouraged hard-line Hindu fringe groups to terrorize minorities and assert Hindu superiority.

India temple makes sari mandatory for foreign women

A temple in northern India has asked female foreign tourists to use a sari to "cover themselves and look decent" before entering the complex.

The Kashi Vishwanath temple in Varanasi city has opened a new counter to provide saris for women who come in "outfits that end before the knee".

The temple authorities said the new measures had been taken to maintain decency in the temple complex.

But they denied that the temple was imposing a formal dress code on women.

"We get complaints that some foreign tourists come to the temple in indecent clothes. We have arranged saris for women and also dhotis [traditional wrap-around clothing] for men to ensure that they can cover themselves decently," the temple's chief executive officer PN Dwivedi told BBC Hindi.

Mr Dwivedi added that tourists "can simply wrap a sari or a dhoti on top of their clothes" before entering the temple.

"They [tourists] will not be charged for this service. If Indians come in indecent clothes, they too will be helped," he said.

He told Times of India that no tourist will be denied entry in the temple.

"No foreign woman is going to be stopped from offering prayer inside the sanctorum, and we are not enforcing any dress code. This is just a way of motivating foreign women, who come to the temple in short Western attire to avoid such dresses," he said.

Some foreign tourists told BBC Hindi that they don't mind the new measures.

India Hindu leader: 'Women in Shani temple will increase rapes'

A Hindu religious leader's comment that allowing women into a shrine devoted to Lord Shani (Saturn) will increase rapes has drawn criticism.

Shankaracharya Swaroopanand's comments came two days after the Shani Shingnapur temple in Maharashtra state let women into the inner sanctum.

For centuries, the temple had been open only to men.

Last month, the high court in Mumbai affirmed the right of women to enter and pray inside all temples.

Women's activists had led protests demanding entry specifically to the Lord Shani shrine.

"Women entered Shani temple's inner sanctum," news agency ANI quoted the 94-year-old as saying on Monday.

"The women are worshipping Shani in the temple. By doing so, Shani's eyes would fall on women and this would result in increase of rape incidents."


Women were kept out of the Shani Shingnapur temple for nearly 400 years and temple officials, in the past, had claimed that the ban was actually "to protect women since Shani emits radiation which can harm them and cause deformity in a foetus if a pregnant woman enters the temple".

Last year, temple priests carried out an elaborate ritual cleansing after a woman managed to gain entry inside and offer prayers.

The temple authorities relented after last month's high court ruling that women had a fundamental right to enter temples, and said those trying to prevent them would be handed a six-month jail term.

Several temples in India preserve the tradition of barring entry to women and in recent months, courts have been considering legal challenges to the policy.
