The issue to be highlighted is the suffering of these animals that the society does not want. These animals search for food in streets, most of them are under nutritioned, they are diseased, full of bite marks, parasites, etc.
There does not seem to be much attempt at neutering these animals as these animals are everywhere.
The point that I am trying to make is that if the sell of dogs, cats, etc. are incetivized then breeders will breed more of them. As the population of these unwanted animals are already high, having more of dogs and cats will in turn add to the woe as some of them end up in the streets. In Nepal people do not adopt animals off of shelters, and these street dogs and cats are left to live in the streets until they die and suffer until then. There has to be more energized effort at neutering street dogs and cats and also perhaps establishing some sort of shelter for these unfortunate animals, especially in the winter.
However, even small step matters. So if breeders are not incetivized by having an easy avenue at making quick bucks then at least it will be a relief in this effort.
You can message the admin of Hamrobazaar.com and ask them to remove the sell of animals. In turn such website can have a pet adoption section, where people can give dogs and cats for adoption with no money involved so any unwanted animals do not end up in streets.
