So who's going to be the next governor of Nepal Rastra (Central) Bank?

UML and others had proposed and agreed on these three people as nominees:

1) Dr. Yuba Raj Khatiwoda
2) Dr. Parthi Timilsina
3) Mr. Bhattarai, a Rastra Bank insider and the present Deputy Governor.

BUT

Deuba, being Deuba, rejected all these names and is now pushing for Dr. Bimal Koirala (who, like most people in Nepal, writes poetry on the side) -- the present Cabinet Secretary and former Finance Secretary.

Interestingly, Koirala, a civil servant, has long been an investor in a private business college (Kathmandu College of Management) along with PM's wife, Mrs. Arzu Deuba.

Questions:

1) GENERAL: When civil servants, who are supposed to be regulators, serve as directors in private sector for-profit businesses (such as private colleges, etc), how does one define that phrase 'conflict of interest' in Nepal?

2) SPECIFIC: When Dr. Koirala is a business partner of the PM's wife, why wouldn't
the PM push to make Dr. Koirala the next governor of Nepal's Rastra Bank no matter what others say?

The remarks here sound like the height of racism. Oh well, I am just like any other peepers here. A Nepali in me says I should condemn outright it but I don't have the energy and gut to do so. Like most quiet peepers, I will give it a pass since the sad truth is out in open.

Well I'm not a Magar but how on earth and why should be Magar people be ashamed just because Ram Bahadur or whoever was (if not, would have been) a Magar.

Whatever Ram Bahadur might have had done (good or bad) that does not demonize the entire race he beloned to. No matter god or bad, he is solely responsible and therefore pay for the consequences (if he acted alone on his own) for his actions. I dont see any reason to demonize the entire race that he belonged to .

There is no reason that the entire race be ashamed for anything for which any race is not collectively responsible for. Why should the entire race pay for action of any individual associated with any particular race when the entire didnt collectively endorsed his/her act.

Just because George Bush is an ass**ole doesnt mean all Americans should be demonized and regarded as bullies and ass**oles.

Well well well, netaazi I am magar thapa. I am not ashamed of being a magar but i do think he is kalanka but not only him even Prof. Suresh Aale magar too.
they drag all magars into this mess. Now magars are known as maobaadi terrorist. Go to any get together or any kinda nepali bhoj, bhater or bhela we are known as nepal ma danga phasad garaune jaat(in terms of maobaadi). Even univesities like Cornell, harvard and Oxfor have tried to link the armed rebel and magars. I know everyppl have their own ideologies but what is use of that ideologies if it doesn;t benifits ppl. Their wholesome idea is to wipe out who differs them. ke magar ko bikaas chettri ra bahuna lai kaatera samadhan huncha ta? ho ma manchu hami mathi thulo annaya ra aatyachaar bhako cha nepal sarkar bata. we were not allowed to speak magar bhasa and lots of other things. like we were froced to go and join as mercinery soldiers just for royalty its another thing that it become tradition later. I know tyo royalty ko paisa magar jaat ko laagi expend gariyena(not only magar sabai matwaali) ma maanchu tara magar matra nepali hoina ni. We know there are still some elitist ppl who do discriminatory things. for example i can take Retd. IGP Achyut K. Kharel, this incident happen some years ago when he was IGP. We all know every year FBI trains a officer from Nepal Police. The adjutent who chooose the officer he was given a name by Mr. kharel to be selected. But he refused to do so and Mr. Kharel wasn't happy to send the officer choosen by rep from FBI. Nepal nearly lost that quata due to that finally the person who was selected was allowed to go for training in Quantico, Va. It happens but tyahi nahunda dina ko laagi sabaile kaam garnu paryo ni ta mero tero bhanna chadnu paryo ni ta hoina ta.

I also belong to one the races which has great number of individuals participating in the revolt both at the leadership as well as foot soldier level. I didnt participated in the revolt in any way at any level so I dont see myself bothered in anyway just for belonging that perticular race and in no way I have any reason to be ashamed for belong to that perticular race. I personally didnt force any individuals of my race to join the Maoist then why should I take the fire from anyone ?

Why should I. If anyone thinks so, he/she is a loser and that doesnt change my opinion about myself. He/she should dare not and forget about even demonizing my personal image just because I belong so and so race.

"Belonging to a perticular race is a very weak argument for demonizng the entire or any particular individual."

If anyone has any contention about the actions of Maoists, they should go, talk and let know about their disagreement with the individual Maoist, not to me.

If anyone tries to hold me responsible for the danga and fassad (death & distruction) in Nepal just because I belong to so and so race, I have say that they have gotten the wrong person.

When I was still in university in the US, I openly discussed about this with my friends and often with the college dean. They seemed interested and I dont find that they were ever bothered at all by this fact. In fact it became a really great way to GUFF SUFF dine tarika and to have a great conversation with anyone.

When I started my life in Canada about one and half years ago, I didnt find anyone bothered about this , they dont even care about this because it doesnt affect their life in anyway. Though it became a great way to continue conversations with stranger at social gathering.

In my experience, even if it is true of not, even being remotely and vaugely associated with any political rebel group is like being "cool" in social gatherings in Canada.

By the way I personally knew Prof. Suresh Ale Magar for more than 5 years until he went into exile in 1999. I dont think any individuals should be ashamed of for any actions for which they are not personelly responsible.

he he he its not about magar. Its about nepal. My dear its not only Mr. Khapangi its Mr. Suresh AAle magar too. In my opinion aale magar and ram b. thapa have done more damage than khapangi. The only person who can really help preventing magar male and females joining maoist militia is Mr. Barman Budha magar. Eventhough he himself is maoist, i find him reasonable and whom u can talk about and relate ur opinion relating magars relation for armed movement cuz magars from western or eastern nepal may not know him but he have become cultural icon for magars from Kham magar area(remind u this is the hardest hit insurgency areas). PPL here in kham magar remembers him how he turned up at the first sessions of the national assembly dressed as a magar peasent: a short peice of cloth made of woven hemp around his thighs, which left his legs naked, was held up by a long woolen belt wound around his waitst, in which was stuck a khukhuri. An upper garment that crossed over his chest and formed a pocketon his backwas distinctive sign of magar dress. He is consideres in equivalent of modern day Lakhan Thapa to magars.

well thats nice to hear that u know ale magar personally so do i. Eventhough i am way younger generation but i have my fair share with him while working for Magar samaj.




i dont think any individuals should be ashamed of for any actions for which they are not personelly responsible.
can u clearify this one plz? how is suresh aale magar not responsible for magar ppls involvement in maoist insurgency?

I dont care about his political beliefs but from my experience , Prof. Suresh Ale Magar is a very fine gentleman, a decent person and a visionairy like Pierre Elliot Trudeau. www.cbc.ca/news/indepth/trudeau/

I guess Mr. Kaphangi is a looser. He still doesnt know where he stands on political spectrum. Is he a Loyalist or a Democrat or an Ethnic Nationalist ? What is his political platform ?

Prof. Aale magar = Pierre Elliot Trudeau
Aale magar a visionary re yeah if u think he u want gantantra than yeah he is. I also want gantantra but that doesn't makes him visionary. He is just like a fox for whom grapes is sour. He was memeber of Communist party headed by Madan bhandari.He have worked with them. alongside. He was hoping to be politbeaureau member of UML(once they merged) but he didn't get his chance for whatever reason. He, Khapangi, Jay B. hitang, Major Narayan sing pun formed some ethinic nationalist party which didn't work. So when he see his deem future he joined Maoist movement.
BTW let me tell u BBB is able to recruit lots of magar peasent to his movement by saying "ma laahure ko birta le padhna paayeko nepali ko chora hun". Just by saying this if BBB is able to recruit all those uneducated and underpreveileged magar peasents than what is the difference between those and Mr. AAle magar.

I dont care even if my guesses are wrong but as far as I know, Suresh Ale Mager is an ethnic nationalist from his heart and probably you didnt see the undercurrent.

Look, very marginalized in political and social participation how do such groups rise to the equal levels in Nepali society ?

That is by aiding or being associated to the powerful and well organized political force that has some prospect of bringing some changes in matters of race relations in Nepal.
There are no political parties other than leftists that seems to be more friendly and have more promising record with the particular "lagged behind" racial groups in Nepal. I believe Suresh Ale Magar did acknowledge this reality and moved up with his strategy.

There is much larger picture over the horizon than just being aiming for some position in any perticular political party.

That said, as a matter of amateur pyschology research, I do remain morbidly fascinated by the way some Nepalis continue to hold bitterest grudges against others till the day they die. :-)

RATHER THAN BRINGING SOME POLITICAL PERSON IN FAVOR OR UML OR NCP(D), THEY DID THE RIGHT THING BY BRINGING IN THE DEPUTY GOVERNOR MR. BHATTARAI. I THINK HE KNOWS THE STATE OF NRB BETTER THAN THE OTHER POTENTIAL CANDIDATES.

Bhattarai appointed new NRB governor



Newly appointed governor of Nepal Rastra Bank Bijayanath Bhattarai assumes his office on Monday.

KATHMANDU, Jan 31 - Deputy governor Bijayanath Bhattarai has been appointed the new governor of Nepal Rastra Bank (NRB) on Monday.

The cabinet meeting this morning decided to appoint Bhattarai as the new governor of the country's central bank.

Bhattarai is one of the three candidates recommended by a committee headed Deputy Prime Minister Bharat Mohan Adhikari.

The other two candidates recommended for the governor were Dr Yuba Raj Khatiwada, member of National Planning Commission and Professor Parthiveshwor Timilsina, an economist.

Earlier, the issue of appointing governor of the country's central bank plunged into uncertainty after differences surfaced among the coalition partners over a consensus candidate as Prime Minster Sher Bahadur Deuba put reservations on the recommended names.

Dissatisfied PM Deuba even sought for the advice of Office of Attorney General for appointing the governor.

As per the clause 25 of the NRB Act 2002, the government is required to announce the name of new governor one month before the retirement of the sitting governor.

The five-year term of the present governor Dr. Tilak Rawal came to an end on January 29, 2005. (dds)
