TO APPLY OPT AFTER GRADUATION IS NOT POSSIBLE. MOST UNIVERSITY PROCESS OPT AT LEAST 3 MONTHS BEFORE YOU GRADUATE. AND MOST OF THE STUDENT ARE VERY AWARE OF OPT TIME FROM THE BEGINING AS IT IS A GOLDEN CHANCE TO START A CAREER.

Optional Practical Training (OPT)
OPT is one year of eligibility to work in the United Stated in a job that is directly related to your major area of study. OPT can be used while you are still pursuing your course of study and/or after you have finished your degree.
The total amount of time you may spend engaging in OPT is 12 months maximum, (i.e. student may use OPT for 6 months before graduation and 6 months after graduation) but the big majority of international students apply for OPT to be used all 12 months after graduation.

New regulations allow for an additional 12 months of OPT if you move to a higher level of education (i.e. you get 12 months of OPT after a Bachelor's degree, and another 12 months for the Master?s degree).

You may be authorized for pre-graduation optional practical training:

If you have enrolled as a full-time student for a minimum of one academic year (fall & spring semesters), and intend to register for the next semester
While school is in session, OPT does not exceed 20 hours a week
After completion of course requirements and before graduation (during thesis /dissertation) OPT can be full-time
You may be authorized for post-graduation optional practical training:

If you have enrolled as a full-time student for a minimum of one academic year (fall & spring semesters)
You MUST apply for OPT 3 months before graduation
USCIS must receive your application before your graduation date
Eligibility:

You must have been enrolled full-time in an academic program for at least one academic year
To request permission to engage in OPT after graduation, you must apply during your last semester before completing your degree
You must submit your application while you are still in the United States. You are not eligible to apply for OPT if you have already graduated and have left the United States.

Nepal ko lato brought very authentic information.

I want to add one more thing: In bhejaji's present situation, it is very difficult to maintain status. You have 60 days from graduation to voluntarily depart US if OPT hasn't been applied. In order to maintain your status after graduation one of the following things must have been done:

1. Applied for OPT and application received by USCIS before the date of graduation. USCIS may take upto 90 days to process and approve OPT. You can't work until you get your OPT approved. That's why universities encourage students to apply for OPT a minimum of 3 months before graduation.

2. Enrolled to another program within 60 days of graduation. I am not sure but it might be possible to apply for reinstatement (with new admission). Extremely high chances of denial.

3. Applied for H1B. H1B must be approved before your 60 days of voluntary departure expires. [If it hasn't been already applied - no chance to apply for this year]

H1B quota for B.S. degrees - all gone in September, 2005.
H1B quota for US higher degree - all gone on January 17, 2006.
New H1B quota will be available for jobs starting on October 1, 2006 or later. Application will be accepted after April 1, 2006.

Lau hajoor.... yeti maddhe kunai kura garnu bha'chhaina bhane gunta kasam... nepal jam... pheri arko degree apply garera aaam...tyo USCIS ma phasne jhamela nagaram.
