“I was beaten up and abused so bad at Police Headquarters,” tells Hom Bahadur Bagale, a sub-inspector of Nepal police. He entered the Kantipur Complex bruised and battered all over his body and half his head shaven “forcefully”, in uniform on Tuesday afternoon, seeking refuge.

He showed the media persons, present at the complex, his scars and scratches, which he claimed were signs of police abuse at the headquarters. He also claimed that police forcefully shaved half his head to humiliate him.
“I have been harassed and punished by police authorities for speaking against the irregularities of my seniors,” he said.
He claimed that he was beaten and thrown into a pond inside police headquarters when he went to inquire about his resignation. “Instead, they gave me a dismissal letter stripping me of my pension,” he said.
Immediately, as one of the journalists called police headquarters to inquire about his claims, in a dramatic move that followed, a group of policemen in uniform entered Kantipur Complex.
Hom Bahadur Bagale is arrested by police and forcibly removed from the offices of Kantipur Publications. He was being interviewed by Kantipur journalists about his role as the victim of police brutality, when the police broke into the room, apprehended him, and took him away in a van parked outside Kantipur premises.
Meanwhile, a press release issued by the Secretariat of the Inspector General of Police, same evening, refuted the claims made by sub-inspector Bagale saying that the man is a fraud. It said Bagale had allegedly failed to return gold he had taken from former DSP Khadga Singh Gurung. So, Bagale was subjected to departmental action, it said.

Earlier, Bagale had filed a case at Kathmandu District Court for compensation for torture. He has accused police officers of torturing him while in detention at Hanuman Dhoka Police Office.

Both Police and army think that under the rule of their master gyanendra, they can do whatever they like. All are acting so inhumanely. Few days back we heard of 16th century-style torture by army and now this disgusting act by police. I hope a day will come when all those police and army personnels involved in these acts and their master Gyanendra will be brought to justice.

One thing I find utterly disgusting in our society is the excess of morbid curiosity people possess.
Looking at the pictures above, I cannot help notice so many people, some from the windows of the building gawking on this poor policeman. They seemed to be having one hell of a day. Being concerned is one thing, but to watch and be curious about the plight of someone else just to appease personal need of amusement is sickening. Be it a road accident, or a small argument or discussion, people of our society seem to find utmost pleasure being audiences.

They are not Nepali Police, they are Nepali foolish.

केन्द्रीय प्रहरी बैन्ड गुल्मका सई होमबहादुर बगाले आफूलाई प्रहरी प्रधान कार्यालयमा सजाय दिई यो रूप पारिएको बताउँदै मंगलबार अपराह्न कान्तिपुर कम्प्लेक्समा शरण माग्दै आइपुगेका थिए । आफ्नो परिचय दिंदै उनले संवाददाताहरूसँग भने- मलाई प्रहरी प्रधान कार्यालयमा कुटपिट र दुव्र्यवहार गरियो । प्रहरी हाकिमहरूको हातबाट मर्न नपरोस् भनेर म यहाँ भागेर आएको हुँ । युनिर्फममा रहेका उनका लुगामा पूरै हिलो र धूलो लागेको थियो ।मैले मेरा हाकिमहरूको भ्रष्टाचारविरुद्ध बोलेका कारण हैरानी र यातना पाउँदै आएको छु उनले भने- त्यसपछि मैले राजीनामा दिएँ । त्यसको स्वीकृतिपत्र लिन प्रधान कार्यालय जाँदा संगठनको बदनाम गरेको भन्दै पिट्न थाले । उनी धुरुधुरु रोइरहेका थिए । उनका अनुसार प्रहरीले यातना दिँदा ुमाओवादीु र गद्दारु भनेर गाली गरेका थिए ।

उनले संवाददाताहरूसँग कुरा गरिरहेकै बेला नाटकीय रूपमा वडा प्रहरी वानेश्वरबाट इन्सपेक्टरको नेतृत्वमा एक टोली आएर कठालोमा समातेर लग्यो । पक्राउपछि उनलाई भ्यानमा कोच्दै जवानहरूले अभद्र व्यवहार गरेका थिए । त्यो व्यवहारको प्रतिवाद गर्दै बगालेले भने- यसरी नहान्नुस् न, म पनि तपाईंहरूजस्तै हो । कान्तिपुरको गेटबाट निकालिँदा उनी भनिरहेका थिए- मलाई यिनीहरूले मार्छन् ।

२३ वर्ष सेवा गरेका बगाले भन्दै थिए- अरूले अन्याय सहेर बसेका छन् । मैले त्यहाँ हुने गलत क्रियाकलापको विरोध गरेको हुँ । पदीय आचरण नगरी अनुशासनहीन काम गरेको भनी उनलाई प्रधान कार्यालयले मंगलबार भविष्यमा सरकारी नोकरीमा अयोग्य ठहरिने गरी बर्खास्त दियो ।

प्रधान कार्यालयले बगालेलाई पूर्वडीएसपी खड्गसिंह गुरुङले ब्रुनाईबाट ल्याएको २९ तोला सुन बदनियतपूर्वक लिई नदिएको लगायतका अभियोगमा बर्खास्त गरिएको बताएको छ । यी सब झूटा आरोप हुन् । मलाई त्यहाँभित्रका पोल खोलेको भनेर यस्तो कारबाही गरेका हुन् । मसँग सबै प्रमाण छन्, उनले भने ।

यसैबीच प्रहरी प्रवक्ता रमेशचन्द ठकुरीले कान्तिपुरलाई पत्र लेख्दै बगाले प्रधान कार्यालयमा रहँदा कोही कसैबाट कुनै अभद्र अपमानजनक तथा अमानवीय व्यवहार नभएको, अवकाशपत्र बुझाई ट्याक्सीमा पठाउँदाको अवस्थासम्मको भिडियोसमेत प्रधान कार्यालयमा सुरक्षित रहेको जनाएका छन् । सामान्य अवकाश दिइएका व्यक्तिको किन त्यसरी भिडियो खिचियो भन्नेबारे पत्रमा उल्लेख नगरिए पनि ठकुरीले बगालेबाट विगतमा जस्तै पुनः नौटंकी हुन सक्ने भएकाले भिडियोसमेत खिचिएको बताउनुभयो ।

बगालेले उपल्लो तहकाविरुद्ध हालेको मुद्दा अदालतमा विचाराधीन छ । उनका वकिल माधव बस्नेतका अनुसार, करिब ४ वर्षअघि केन्द्रीय प्रहरी ब्यान्ड महाराजगन्जका प्रमुख खड्गसिंह गुरुङले विमानस्थलमा ३५ तोला सुन लिन जानु भनेका थिए । उनले म यस्तो काम गर्दिनँ भनेर नमानेपछि पख् भनेर चेतावनी दिए । त्यसको पाँच दिनपछि एक्कासि उनलाई हनुमानढोका जानु भनियो । त्यहाँका प्रहरी अधिकृतले पिटेर हिरासतमा लिए । उनकी श्रीमतीले पाटन पुनरावेदन अदालतमा मुद्दा हालेपछि उनी अदालतको आदेशले रिहा भएका थिए ।

त्यसपछि उनले यातनाविरुद्ध जिल्ला अदालतमा प्रहरी अधिकृतहरू कुवेरसिंह राना, गंगा पन्त, यज्ञविनोद पोखरेल र खड्गसिंह गुरुङविरुद्ध क्षतिपूर्तिको मुद्दा हालेका थिए । यही फागुन २९ गते उनले राजीनामा दिएका थिए । केन्द्रीय प्रहरी ब्यान्डले राजीनामाको विवरण मनासिब भएको भनेर प्रहरी प्रशिक्षण प्रतिष्ठान महाराजगन्ज र प्रतिष्ठानले प्रहरी प्रधान कार्यालयलाई पत्र पठायो । उनले चैत ४ गतेसम्म हाजिरसमेत गरेका थिए । ५ गते शनिबार परेको र ६ गते कार्यालय जाँदा हाजिर गर्न दिइएन । सोमबार उनी प्रहरी हाकिमकहाँ जाँदा क्षतिपूर्ति मुद्दा फिर्ता ले भनिएको थियो /

There are two things that is required for revolution - 1. Extreme Suffering 2. Extreme Corruption. Nepalis are used to mild suffering all along and they are desensitized with this kind of events. i heard nepali polices take commission from local people and let them free (even the criminals)... once at balkhu prahari chowk, saw this guy givin money to the police and the guy was freed off even though he did pickpocketing...

काठमाडौं, चैत ९ - प्रधान कार्यालयमा शारीरिक एवं मानसिक दुव्र्यहारबाट पीडित केन्द्रीय प्रहरी ब्यान्ड गुल्मका सई होमबहादुर बगालेमाथि प्रहरीले सार्वजनिक अपराधको मुद्दा लगाउने तयारी गरेको छ ।
कान्तिपुर संवाददातालाई आफ्नो दुःखेसो सुनाइरहेको बेला प्रधान कार्यालयका माथिल्ला अधिकारीको निर्देशनमा वडा प्रहरी कार्यालय बानेश्वरका प्रहरीबाट गिरफ्तार गरिएका बगालेलाई बुधबार जिल्ला प्रहरी कार्यालय हनुमान ढोकामा बुझाइएको थियो । कान्तिपुरबाट गिरफ्तार गरेपछि उनलाई शारीरिक यातना दिएर भोकभोकै राखिएको स्रोतले उल्लेख गरेका छन् । डीएसपी गणेश केसीले भने उनलाई कुनै शारीरिक यातना नदिइएको दाबी गरे ।

केसीले कार्यालयका अर्का डीएसपी शरदराज ओलीसँग सम्पर्क गरेर बगालेलाई भेट्न सकिने बताए । तर, भेटका निम्ति पटकपटक प्रयास गर्दा पनि सम्पर्क गर्न दिइएन । 'गाली बेइज्जती र होहल्ला गरेको एवं संगठनलाई अनाहकमा बेइज्जत गर्ने काम गरेकाले उनलाई सार्वजनिक अपराधको मुद्दा चलाइएको हो' ओलिले भने ।

काठमाडौं प्रहरीको मुद्दा शाखाका एक अधिकृतका अनुसार बगालेमाथि अनावश्यक होहल्ला गरेको, जनमानसमा गलत हल्ला फिजाएको र पोसाकको दुरुपयोग गरेको अभियोगमा मुद्दा चलाइन लागेको छ । सरकारी वकिलको कार्यालयमा आवश्यक बयानपछि २५ दिनभित्र अनुसन्धान पूरा गरी जिल्ला प्रशासनमा सार्वजनिक अपराधको मुद्दा दायर गरिनेछ । प्रहरीले उनलाई परिवारसहित कसैलाई भेट्न नदिई राखेको छ । स्थानीय मानव अधिकारकर्मी र उनका कानुन व्यवसायी माधव बस्नेतलाई समेत भेट्न दिइएन । बस्नेतले बगालेका तर्फबाट जिल्ला अदालतमा यातनाबाट भएको घाउको जाँच गराइपाऊ भनी बुधबार काठमाडौं जिल्ला अदालतमा उजुरी दर्ता गरेका छन् ।

बगालेलाई पक्राउ गरिएको भोलिपल्ट बुधबार जिल्ला प्रशासन कार्यालयमा लगी थुनाको म्याद थप गरिएको छ । तर कति दिनको म्याद थप गरिएको हो भनी सोध्दा प्रहरीको मुद्दा शाखाले केही बताउन चाहेन । 'ऊ सेवाबाट बर्खास्त भएकाले प्रहरी ऐनअनुरूप नभई नागरिक कानुनअन्तर्गत उसलाई कारबाही गरिएको हो,' केन्द्रीय प्रहरी प्रवक्ता रमेशचन्द ठकुरीले भने ।

ठकुरीले बगालेविरुद्ध प्रहरी प्रधान कार्यायलमा उजुरी र मिसिलको थुप्रो रहेको दाबी गरे । बर्खास्त भइसकेपछि युनिर्फम लगाएर संगठनलाई बदनाम गर्ने अधिकार बगालेलाई नभएको उनले बताए ।
