Stop being dumbfounded. It's not bizarre. This abnormality is called "anencephaly" and it's not rare. One in every 1000 babies is born with this defect.

This baby is what is called a case of "anencephaly". Missing or underdeveloped skull and brain are the major features. The bulging eyes are due to underdeveloped supporting bones.
