Indian interference
Kathmandu , 2 May: The nation requires an interim constitution for the constituent assembly at this point which could only be introduced by the King, but the Indians have already interfered on this process, writes Charcha weekly.
As the seven parties are busy rejoicing their victory of restoration of parliament by disrespecting King and breaking the regulation of parliament, they are also overlooking the fact that India is trying to persuade Nepal to be like Bhutan through the election of constituent assembly.
If this trouble is not avoided in time then Nepal would go through a dire situation of losing its national sovereignty or even worse the nation itself.

7-member govt announced (Breaking News)

Kathmandu, 2 May: A seven-member council of ministers was announced Tuesday amid concessions by the NC to the CPN-UML which Monday evening decided to stay away from government if it didn't get the post of deputy prime minister and important government ministries.
KP Sharma Oli of the CPN_UML was appointed deputy prime minister and foreign minister. Oli is the only person from CPN_UML in government.
Krishna Shitaula of the NC has been appointed home minister. Dr Ram Sharan Mahat has been appointed finance minister and Mahanta Thakur, both from the NC, has been appointed minister for agriculture and cooperatives.
Gopal Man Shrestha of NC(D) has been appointed minister for physical planning and construction.
Prabhu Narayan Chaudhari of the United Left Front, who is not a member of parliament, has been appointed minister for land reforms and management.
Prime Minister Girija Prasad Koirala holds other ministries as seven parties earlier decided to form a 21-member council of ministers.

CPN-UML decides not to join government
Kathmandu, 2 May: Barely one week after the success of the movement, NC has demonstrated its power lust, Dhristi reports.
Because of this character, there has been delay in forming the government.
CPN-UML has decided not to join the government if the NC demonstrates a status quo character by going against the spirit of the movement.
NC hasl taken a unilateral decision to keep the post of deputy prime minister and ministries of home, defence, communications, finance and foreign affairs.
A standing committee meeting of the CPN-UML yesterday criticized the status quo attitude of the NC and decided to support the government from the floor of the parliament until Prime Minister Koirala pushed the roadmap of seven parties and the 12-point agreement with Maoists.
The party informed Prime Minister Koirala of the decision yesterday.
NC also rejected a CPN-UML request for cabinet members to take their oath of office in parliament and not at the Narayanhiti Royal Palace.
NC also wants its candidate to be speaker of parliament also.

Cabinet formation delayed, other details

Kathmandu, 1 May: The formation of an all-party government of seven parties has been delayed Monday.
The formation of the government is not expected Monday night, a party source said.
A government was not announced until eight in the evening although the seven parties met Monday morning and decided to announce a government in the evening.
The NC is not willing to give either the defence or the home portfolio to the CPN-UML, one party source said.
The communist party which has adopted a republican agenda is demanding one of the ministries, the source said.
Prime Minister Girija Prasad Koirala Sunday took the oath of office under the 1990 constitution even as the parliament later decided to opt for a constituent assembly demanded by Maoists.
The NC Monday gave a concession to NC (D) by agreeing to give it a status of a parliamentary party.
The NC(D) which split from the NC in 2002 does not have the required 46 seats to form a separate parliamentary party.
The exact NC (D) strength is not known. Former Kathmandu mayor P L Singh, who joined NC (D) after the split, has gone missing.
Without Singh, the NC (D) has 39 seats in parliament.
NC (D) is not seeking a post of deputy prime minister in the coming government, the same source said

Kathmandu , 30 April: A dispute has been created within Janamorcha Nepal party about electing the new leader for the parliament, writes Vimarsh weekly.

Maoists had been pressing the demand.
Ailing Koirala attended Sunday's session of parliament after being sworn in by the King.
Koirala Friday presented the proposal for election from his sick bed Friday.
Koirala asked Maoists to join talks to resolve a crisis without reciprocating a Maoist unilateral ceasefire.
Koirala asked the so-called international community to help.
Koirala formally assumed office Sunday afternoon where chief secretary Lokman Singh Karki was not present.

Kathmandu, 30 April: Mahanta Thakur, Dr Ram Sharan Mahat, Krishna Shitaula and Baldeb Majgaiya will be inducted in government from the NC quota, Deshantar reports.
Either Binaya Dhoj Chand or Dhilendra Badu will also join the government from the NC.
KP Oli will lead the CPN-UML team in government.
Rajendra Pandey, Pradip Geywali, Urmila Aryal and Pradip Nepal will join the government from the CPN-UML.
Ministries have not been allotted.
Pradip Nepal will not join the government if he doesn't get the ministry of communications.
The names of Gopal Man Shrestha, NP Saud and Purna Bahadur Khadka have almost been finalized from NC(D).
Hridesh Tripathi's name has been recommended from NSP(D).
Either CP Mainali or Bishnu Bahadur Manandhar will join the government from the Left front. The front could lend support to the government without joining it.
Former justice Laxman Aryal could be inducted from the civil society.
From the NC, Ram Chandra Paudel, Dr Ram Sharan Mahat, Mahesh Acharya, Krishna Shitaula, Mahanta Thakur, Dhilendra Badu or Binaya Dhoj Chand may join the government.
CPN-UML general secretary Madhav Kumar Nepal rejected the request of Prime Minister Koirala to join the government as deputy prime minister.
KP Oli is leading the CPN-UML team in government as deputy prime minister.

RNA aerial raid on Maoist meet
Butwal, 30 April: - Royal Nepalese Army (RNA) launched an aerial attack on a peaceful mass meet called by the CPN (Maoist) at Sunwal area in Nawalparasi district, Saturday afternoon.
An RNA chopper rained bullets on the mass meet organized in the jungle adjoining a human settlement. Around 10,000 civilians were gathered for the program, which also saw the presence of armed Maoists.
According to eyewitnesses, some people took refuge under a bridge while others cowered down beside uncovered hume pipes as indiscriminate firing continued from the helicopter. A Maoist cadre sustained shrapnel injury on his nose.
The houses of Bhaviswar Pandey, Yagya Prasad Pandey and Hom Prasad Paudel were damaged in the attack.
Protesting the attack, the people of Sunwal burnt tires and disrupted vehicular movement along Mahendra Highway today. The terrified shopkeepers shut their shops.
Earlier on Friday, 15 persons were injured in an aerial attack conducted by the RNA at Parroha VDC in Rupandehi district.
The Maoists have been organizing mass meets openly at various places since they announced unilateral truce on Wednesday. They also organized a mass meet in downtown Kathmandu on Friday.

1,870 industries blacklisted
Kathmandu, 28 April: Altogether 1,870 industries have been blacklisted until 14 January 2006 for not settling their credit with commercial banks and financial institutions this fiscal year, Nepal Samacharpatra reports.

Kathmandu, 28 April: Ailing prime minister designate Girija Prasad Koirala Friday asked parliament to decide on an election for a constituent assembly.
Deputy speaker Chitralekha Yadhav read out a message of Koirala sent from his bed asking parliament to consider the proposal pushed by Maoists.
The House of Representatives met Friday four hours behind schedule. Koirala was not present.
Parliament stood in silence for two minutes to condole the 16 deaths during the 19-day general strike that restored parliament dissolved by then prime minister Sher Bahadur Deuba in 2002.
Parliament was adjourned until Sunday.
A stony silence greeted announcements of royal proclamations read out by Yadav reinstating parliament and appointing Koirala prime minister.
The deputy speaker didn't enter parliament accompanied by the traditional royal scepter.

Kathmandu , 27 April: The King Thursday appointed NC president Girija Prasad Koirala prime minister after he was unanimously elected leader of the party parliamentary party, a royal palace announcement said.
The King appointed Koirala under article 36(1) of the constitution.
Koirala suddenly fell ill at the meeting.
Party spokesman Krishna Prasad Shitaula said Koirala suffered from breathlessness.
Koirala, who is under oxygen administration, will only take the oath of administration after medical tests Friday, Shitaula said.
Koirala could not address a victory mass rally Thursday at the Open Air Theater where hundreds of thousands of people participated.
Koirala did not address a scheduled news conference at his residence where Shitaula read out Koirala's address at the news conference.

Parliament meets later Friday

Kathmandu , 28 April: Parliament assembles at 1 PM (7.15 GMT) to discuss election for a constituent assembly - a main agenda drawn up by the seven party alliance with Maoists.
The King invoked people's power to restore the House of Representatives which was dissolved by then prime minister Sher Bahadur Deuba in 2002 and endorsed by a full bench of the supreme court.
Nineteen days of protests supported by New Delhi, London and Washington forded the King to reinstate parliament.
The King has already appointed NC president Girija Prasad Koirala, 85, prime minister after unanimous selection by the SPA.
Koirala's official swearing-in ceremony at the Narayanhiti Royal Palace by the King was postponed Friday morning after the prime minister designate suddenly fell Thursday.
Koirala, a chain-smoker, developed breathlessness as he was chosen leader of the NC parliamentary party.
Koirala is being examined by doctors Friday morning.
Koirala assumes office for the fifth time in 14 years.
Koirala forged and led the seven party alliance for four years after Deuba dissolved parliament demanding its reinstatement.
The reinstated House of Representatives was elected in 1999 for five years. It's very unusual for parliament to be restored through street politics.
Three of four national parties in parliament-NC, RPP and NSP-are split. The RPP is split in three factions.
The undivided NC had 113 seats in the last parliament. The NC has already expelled Prakash Koirala and Narayan Singh Pun who joined the government headed by the King.
The parliament has also to elect a speaker after Taranath Ranabhatt resigned immediately after restoration of the House of Representatives.
Ranabhatt disregarded NC pressures to resign in the last for years.
Maoists have adopted a strategy of appeasement and threat on the coming government to push their agenda of unconditional election for a constituent assembly to adopt a republic.
Maoists announced a three-month cease-fire and lifted blockades of district headquarters to ease pressures on the government.

Kathmandu, 27 April: NC(D), which split from the NC, has decided to sit in parliament under its own banner, Samakaleen reports.
The party central committee meeting took the decision Wednesday.
The party doesn't have 40 percent seats in parliament.
The party has 40 seats in the House of Representatives, including Krishna Prasad Bhattarai. The party needs 46 seats to from a separate parliamentary party. NC had 113 seats in the dissolved parliament.
NC(D) will be in crisis if NC decides to take action under the anti-defection law. There will be no alternative for NC(D) except to unite with NC.
NC expelled Deuba from the party after a split. Deuba called a party general convention and launched his own party against the expulsion.
The Election Commission gave recognition to the NC(D) and allotted the auspicious jar as an election symbol.
