Okay. This was not a question of 'if' but 'when'. SPA and M were already fighting. Now, SPA started fighting among itself. Bunch of terrorists, criminals and corrupt politicians can never be trusted. I am telling you people...come the Monsoon ends and you will see the real side of Nepali politics.
India helped terrorists and America helped India and both will realise how wrong they were.

NC and CPN (UML) lock horns over the spoils of power (Nepalnews special)

- By Pratibedan Baidya

They fought together for nearly one and half years against the direct rule of the king. In power for just two months, Nepali Congress and CPN (UML)-- two major constituents in the Seven Party Alliance have started locking horns over the issue of sharing power.

Misunderstanding between the coalition partners became public when leaders of both the parties started using public forum to express dissatisfaction against each other.

While addressing Bagmati zonal level meeting of the party cadres in Kathmandu on Monday, General Secretary Madhav Kumar Nepal has said that there is lack of regular contact and discussion among the alliance partners. “Deputy Prime Minister and Foreign Minister KP Oli is trying to meet Prime Minister Girija Prasad Koirala for the past five days, but to no avail,” Nepal added.

He also alleged that UML ministers have not been given free hand to run their ministries and many appointments are pending as the Cabinet had failed to hold its meeting

He also alleged that employees of the ministries headed by the UML leaders have been asked to organize strike.

Talking to Nepalnews, standing committee member of the CPN-UML Bam Dev Gautam admitted that some misunderstanding between the Nepali Congress and CPN-UML had appeared due to wrong working procedures of the leaders of NC.

He alleged that some ministers of the NC are acting with ill intention.

He, however, said that such activities would not have any effect to CPN UML. On the Maoists creating obstacles in party activities of UML and trying to sideline UML, Gautam said that was the result of the defeated mentality.

As UML is emerging as a major political force of the country, such attempts are natural but it will not have any effect to the party, he said adding, “As there will not be any effect to the sea while taking some buckets of water, it is same to the UML and will not have any effect from such minor activities.”

He however made it clear that there is not any misunderstanding between the NC and UML and the UML and Maoists despite some reservations.

He further warned that people will discard such elements.

CPN (UML) general secretary Nepal cited instances of the Maoists violating ceasefire code of conduct in the mid and far-western regions, and added that people in the two regions complained that they had to seek permission from the Maoists while leaving and entering their own villages. He added that some people had been sent to Maoist labour camps following orders of the ‘People’s Court.’

However, Maoists are refuting such allegations and saying that they are strictly following the code of conduct.

During his meeting with UML General Secretary and leaders, Maoist supremo Prachanda assured that his party won't repeat such incidents but UML is yet be assured.

UML and Maoists differ on the issues of arms management, dissolution of the parliament restored through the people’s power and dissolving parallel "people’s governments" formed by the rebels in their strongholds..

Leaders of Nepali Congress however refute such claims. They said that Prime Minister might have not met the DPM due to his ill-health.

They said that such charges of the UML are baseless, adding there was no misunderstanding between the UML and NC.

Senior leader of Nepali Congress, Arjun Narsingh KC, told Nepalnews that there was no misunderstanding within the seven party alliance. He further said that though there might be some minor disputes in the working procedure, which is natural in the democratic culture but there was not major misunderstanding.

He added that the SPA are working to establish a task force to remove such misunderstanding and to work after finding consensus among all alliance partners.

Earlier, there was dispute between the two major coalition partners regarding the division of portfolios in the council of ministers and also regarding the revival of the local bodies.

Analysts say it is natural in the coalition government to attempt to minimize the influence of other political parties. Noted political commentator, C K Lal, however, said such practice should be within limitation.

"It is natural for the UML to think that NC and Maoists could be trying to sideline it. On the other hand, NC could also think that both the parties are left parties so they could be trying to sideline democratic forces, which is natural in coalition politics," said Lal.

Lal believes that there was nothing to fear from present situation and such differences were likely to crop up due to differences in working procedures of the coalition partners.
When the reinstated House of Representatives made some delays in curtailing royal powers, people took to the street—with sticks in their hands—cautioning the lawmakers. If the NC and UML start fighting in the public, Nepalis may lose no time to caution them once again. nepalnews.com July 06 06
