अमेरिकी काउन्सल मेम्मरको उम्मेदवारमा नेपाली

जनकपुर नगरमा जन्मनुभएका ४७ वषिर्य रोजर अधिकारी अमेरिकी राजनीतिमा सक्रिय रहन थाल्नुभएको छ ।
अधिकारीले आउँदो नोभेम्बर ७ तारिखमा हुने स्थानीय निर्वाचनमा नर्थन क्यालिफोर्नियास्थित ट्रेसी शहरको काउन्सल मेम्मरको उम्मेदवारी दिनुभएको छ ।
उहाँले जनकपुरको धुलेस्कुलबाट आफ्नो प्रारम्भिक शिक्षा थाल्नर्ुभई हाइस्कुलस्तरको कक्षा जनकपुरकै सरस्वती हाइस्कुलबाट सक्नुभएको हो ।
काठमाडौंस्थित थापाथलीमा रहेको इन्जिनियर कलेजबाट मेकानिक्स ओभरसियर बन्नुभएका अधिकारीले नेपाल बायु सेवा निगममा रही केही वर्षसेवा समेत गर्नुभएको थियो ।
नेपाल ओभरसियर एसोसिएसनका फाउण्डर सदस्यमध्येका एक अधिकारी आफू त्यो बेला पनि मजदुरहरुका हकहितका लागि आन्दोलनमा उत्रिने गरेको बताउनुहुन्छ ।
सन् १९८१ मा पाइलट कोर्षगर्न वायु सेवा निगमबाटै अमेरिका आइपुग्नुभएका अधिकारी सन् १९८५ पाइलट बन्नुभएको थियो ।
उहाँले पाइलटिड. कोर्षगरेपश्चात् एरोनोटिकल इन्जिनियरिड. पनि पुरा गर्नुभयो ।
अधिकारीले सन् १९८९ देखि २००० सम्म युनाइटेड एयरलाइन्समा एरोनोटिक इन्जिनियर भई काम गर्नुभयो । उहाँ अर्कोतिर फ्याइट इन्स्ट्रक्टरदेखि लिएर ओक्लोन इन्टरनेशनल एयरपोर्ट क्यालिफोर्नियामा चारवर्षम्म आफ्नै फ्याइट स्कुल पनि उहाँले चलाउनुभयो ।
अमेरिका आएर पढ्नु त्यति सजिलो छैन । त्यसैले आफ्नो पढाइलाई अगाडि बढाउन न्युयोर्कमा अण्डरग्य्राजेएट गरुन्जेल विभिन्न रेष्टुरेन्टहरुमा काम गर्दै आफ्नो पढाइलाई पूरा गर्नुभएका अधिकारीले युनाइटेड एयरलाइन्समा काम गर्दा गर्दै फाइनान्समा एमवीए गरेपश्चात् फेरी सोही एयरलाइन्समै रही एयरलाइन्सको फाइनान्स हर्ेर्ने जिम्मेवारी पाउनुभयो । र, उहाँले हाल क्यालिफोर्नियास्थित सिल्कनभ्यालीमा रहेका विभिन्न कम्पनीहरुको फाइनान्स कन्स्ल्लट्यान्ट बनी काम गर्दै आउनुभएको छ । उहाँको अहिलेको मुख्य काम कर्पोरेट फाइनान्सिड. कन्स्ल्ट्यान्ट हो ।
हाल बसोबास गरिरहेको क्षेत्रमा अधिकारी बसेको १३ वर्षभयो । आफू बसेको समाजमा आफूले पनि केही गर्नुपर्छ भन्ने लागेर नै अहिले काउन्सल मेम्मरमा उम्मेदवारी दिएको बताउनुहुन्छ ।
आफ्नो समूहका मेयर सहित तीन जनाले एउटै एजेण्डा लिएर उठ्नाका कारण पनि उहाँहरुको प्यानल हाल सो क्षेत्रका बासिन्दाहरुका अगाडि निक्कै अगाडि आएको कुरा स्थानीय पत्रपत्रिकाहरुले उल्लेख गरेका छन् ।
चार जना सिटी काउन्सल र एक जना मेयर रहने उक्त पदका लागि हाल दर्ुइ जना काउन्सल र एक जना मेयर पद खाली रहेको र यो तीन पदका लागि तिनै जनाको शहर बनाउने एउटै उद्देश्यका साथ चुनावी प्रतिस्पर्धा हुन गइरहेको छ ।
तीन जनाको पदपर्ूर्तीका लागि दश जना उम्मेदवारहरु छन् । अधिकारी त्यसो त रजिष्र्टड डेमोक्रयाट पार्टर्ीीदस्य हुनुहुन्छ । यसअघि पनि उहाँले राष्ट्रपतिय उम्मेदवारदेखि स्थानीय विभिन्न डेमोक्रयाट उम्मेदवारहरुको पक्षमा सक्रिय रुपले हिड्दै आउनुभएका कारणले पनि सो क्षेत्रका बासिन्दबीच उहाँ परिचित हुनुहुन्छ ।
कुनै पनि शहरमा जनसंख्या हृवातै बढ्नुहुँदैन भन्ने मान्यता राख्ने उहाँहरुको समुहको मुख्य उद्देश्य जमीनलाई मास्न नहुने, चारैतिर घरमात्र बनाउन नहुने र शहर भित्र भएको जमीनलाई नै प्रयोग गरौं बाहिर बाहिर नजाउँ भन्ने रहेकोे छ । उहाँ अगाडि भन्नुहुन्छ, हामीपछिको पुस्ताले पनि अर्थात् हजारांै वर्षपछि आउने सन्ततीका लागि आफूहरुले सुविधा दिनर्ुपर्छ भन्ने हाम्रो मान्यता हो ।
आफू बसेको शहरमा गएको २० वर्षा जनसंख्या झण्डै २० गुणा बढेर गएको भएपनि यहाँ जुन रुपले शहरको विकास हुनुपर्ने हो त्यो भने नभएको उहाँको धारणा छ । त्यो सन्तुलित विकासका लागि पनि हाम्रो उम्मेदवारी हो ।
आफूहरुले अन्य शहरसँग जोड्नका लागि स्थानीय र्सार्वजनिक यातायातका लागि काम गर्ने, आउँदो १ सय २० दिनभित्र स्थानीय नागरिकहरुको एक कार्यदलमार्फ् शहरमा कस्ता कस्ता व्यापार, व्यवसाय ल्याउन सकिन्छ त्यसको लागि काम गर्ने भन्ने पनि उहाँहरुको उद्देश्यभित्र रहेको छ ।
तपाईंलाई राजनीतितर्फके ले आकर्षा गर्यो त्यो पनि अमेरिकामा - भन्ने प्रश्नको जवाफमा अधिकारी भन्नुहुन्छ, राजनीति भनेको आम नागरिकहरुको विकासका लागि गर्ने हो । नेपालमा पनि आफू १६ सत्र वर्षउमेरदेखि नै मजदूर आन्दोलनमा उत्रिएको र अरुलाई पनि मद्दत गर्नुपर्छ भन्दै आएको हुँ ।
आफू आर्थिक अवस्थाले पनि सक्षम भएपछि अब अरुका लागि पनि काम गर्नुपर्यो भनेर राजनीतिमा लागेको हुँ । आफू जस्तो मान्छेको सद्भावना र वुद्धिविवेक यहाँ पनि चाहिदो रहेछ भन्ने उहाँले महसुस गर्नुभएको छ ।
उहाँको धारणा छ, बुद्धि विवेक भएको मान्छेले अरुलाई पनि मद्दत गर्नुपर्ने र नेपालमा आफ्ना बुवाहरु समेत सात सालको क्रान्तिमा जेल गएको व्यक्ति भएर पनि हुनसक्छ त्यो रगत आफूमा आएको ।
आफ्नो नेपालप्रति पनि उत्तिकै माया छ जुन मुलुकबाट मैले हाइस्कुल सिध्याएर आएँ र अमेरिका प्रति पनि मेरो माया पनि छ र उत्तरदायित्व पनि । अब म यही मुलुकबासी भइसकेको छु । सारो गारोपर्दा यहाँकै छरछिमेकीहरुले आफूलाई मद्दत गर्दै आएका छन् भने मैले पनि आफू बसेको ठाउँमा केही गर्नुपर्छ भन्ने लागेर नै काउन्सलमा उम्मेदवारी दिएको हुँ । उहाँ यो निर्वाचनमा आफू निर्वाचित भएमा एक अवधिभरमात्र रहने बताउँदै शहरका लागि राम्रो काम गर्न राजनीतिमा लागेको हँु भन्नुहुन्छ ।
नेपालका लागि हामीले प्रवासमा रहेर के गर्नुपर्छ जस्तो लाग्छ यहाँलाई - भन्ने प्रश्नमा अधिकारी भन्नुहुन्छ, नेपालका लागि हामीले गर्न सक्ने कुरा सीमित छन् ।
जस्तो हामीले अब त्यहाँ गएर व्यापार व्यवसाय गर्न सक्दैनौं । किनकी त्यहाँको प्रशासनिक यन्त्रसँग हामी प्रत्यक्ष रुपले चल्नै सक्दैनौ । यसैले हामीले यताबाट कुनै नाफामूलक व्यापार व्यवसायमा लगानी गर्न सक्छौं । जुन काम उपेन्द्र महतोहरुले गरिरहनुभएको छ त्यस्ता कार्यक्रमहरुमा शेयर लगानी गरी हामीले नेपालको विकासमा सहयोग पुर्याउन सक्ने उहाँको धारणा छ ।
उहाँ अगाडि भन्नुहुन्छ, हामीले मुख्य गरेर बाहिर आफूले जानेका र सिकेका ज्ञानलाई नेपालमा उपयोग गर्न सके त्यो राम्रो हुन्छ ।
नेपालको वर्तमान राजनीतिक अवस्था राम्रो बाटोतिर गइरहेको उहाँ ठान्नुहुन्छ । उपल्लास्तरका सबै नेताहरु मुलुकमा शान्तिको पक्षमा अगाडि बढिरहेको कारणले राजनीतिक राम्रो बाटोतिर गएको उहाँको अनुमान छ ।
तर जिल्लास्तरमा भने अझै स्पष्ट हुन नसकेको कारण नेपालमा शान्ति स्थापना हुन अझै कति समय लाग्छ यसै भन्न नसकिने उहाँको विचार छ । जे भएपनि माथिल्लोस्तरमा सबै शान्तिको पक्षमा रहनुले उहाँ जन्ममुलुकको राजनीतिक भविष्य नराम्रो देख्नुहुन्न ।
राजा राख्ने र नराख्ने निर्ण्र्ाानेपाली जनताको हातमा भएको ठान्नुहुने अधिकारी आफूले लोकतान्त्रिक मुलुकमा रहेका कारणले पनि राजाको आवश्यकता नभएको बताउनुहुन्छ ।
हामी बाहिर बस्ने नेपालीहरुले राजा राख्ने र नराख्ने कुरा गर्नु कुनै सान्दर्भिकता छैन ।
छोरी समान्ता, छोरा क्रिस र मनोविज्ञान विषयमा विद्यावारिधी गर्नुभएकी श्रीमती साधनाका साथ रहँदै आउनुभएका अधिकारी नेपालको पछिल्लो जनआन्दोलनताका अमेरिकामा रहेर सक्रिय रुपले आफ्ना विभिन्न लेखहरुमार्फ् तथा स्थानीय सिनेटर र कंग्रेसम्यानहरुलाई पत्र लेख्दै नेपालको आन्दोलनप्रति सहयोग पुर्याउँदै आउनुभएको व्यक्ति हुनुहुन्छ ।

For others interested in learning more about Roger, here is an educational piece by him on the issue of privatization in Nepal.

I do not know if cases of the failure of privatized domestic companies he cites are accurate. However, the examples he gives about successful semi-private companies in foreign countries are indeed educational to the confused policy makers in Nepal.

Myth of Privatization: Ownership or control?
Effectiveness of privatization has less to do with the ownership in the organisation and more with the control that is vested in the ownership

As Nepal once again embarks on a democratic path and presumably a market driven economy, some of the policies which were cut short due to the Maoist uprising and the royal mischief may soon resurface.

Among such policies, privatization of the government owned business enterprise may once again see the day light soon after the parliament election.

However, hopefully, this time around the path to privatization is different than the path adopted earlier. The ‘90s road map lead to the collapse of almost all of the companies soon after they were sold to private parties. Once famous and profitable companies such as, the Bansbari Shoe Factory, Hari Siddhi Brick Factory and Bhrikuti Paper Factory etc, have either completely demised or taking their last breath. All of this has cost the country in the form of loss of thousands of jobs, a shortfall of millions of rupees in tax revenue and the damage of public confidence in the privatization.

So what went wrong? Should not the companies in private hands be running more efficiently than companies run by the government? Yes indeed, if the value of the sold business operations was higher than the value of the assets of the very business. However, in these instances, the political machine empowered to make privatization decisions awarded the businesses to the private entities at a questionably low price, causing the value of the real estate of the businesses far greater than the actual business operations.

The other reason for the failure was the government’s lack of comprehension of the purpose of privatization. They mistakenly believed that the purpose of privatization was to sell off 100% equity of a government owned business to a private entity, as opposed to the bottom line improvements resulted by the ownership transformation. Further, they were also under the pretense that once the ownership of the business is transferred to a private hand every thing will be hunky-dory.

Contrary to such myth, the effectiveness of privatization has less to do with the ownership in the organization and more to do with control that is vested in the ownership.

The Neptune Orient Line (NOL group) is the largest shipping company in the world. The government of Singapore owns 69% of this company through its investment arms known as the “Temasek Holdings”. The company employs over ten thousand people globally and has earned $1.8 billion in net income between 2004 and 2005. Despite being a majority share holder, Temasek Holdings maintains only one member on the executive board. The company is run by the representatives (board members) of the minority share holders, who are voted independently.

Similarly, yet more significant examples are Fannie Mae and the Freddie Mac. Both of these companies were created and funded by the US government to help more Americans own home. Together, these companies own $3 trillion of the $6 trillion U.S. real estate mortgages and have been credited for 10 percent of Americas Gross Domestic Product (GDP) in 2003. Both Fannie and Freddie are run by the group of people with a very minimal ownership share in the company through proxy support.

The above examples (Singapore and US) are typical of almost all publicly traded companies with corporate structure.

Nepal’s insolvency of the state owned businesses have been the result of the government’s meddling in the business affairs and unwarranted control of the business operations by the people in power. One way to deal with such a predicament is to sell small shares (5% to 10%) of the government owned business to a private entity and let the representatives of the private share holders run the company through proxy support of the government.

Just like the NOL group, the government may appoint one or two of its own board members to ensure honesty and the integrity of the company. The future sale of the additional shares can be tied to the performance of the company. As the company improves its balance sheet, more shares may be sold to the public.

This approach will gradually shift the ownership of the businesses from the public to private domain by maintaining the health and the future viability of the enterprise. The new concept will require a major paradigm shift and change in existing corporate charters for which it must get the approval of the parliament. However, since this formula doesn’t dramatically change the government’s ownership in the business for the foreseeable future, even the Maoists shouldn’t have any problem accepting it.

while i condone and fully appreciate his attempt of being a genuine social contributor, i smell a sheer pessimism, denial and dislike for the present situation of nepal in the above sentence, which at least a person of his caliber and skill should have done away with.

Looteji,

I know Roger is very optimistic about a vibrant and orderly economy emerging out from a fully democratic Nepal in near future. So he did not mean any kind of pessimism in the line you quoted. He simply meant it is not possible to be "physically present in Nepal" all the time. Otherwise he wouldn't say we should go for investing in businesses in Nepal in the following sentence.

त्यहाँको प्रशासनिक यन्त्रसँग हामी प्रत्यक्ष रुपले चल्नै सक्दैनौ । यसैले हामीले यताबाट कुनै नाफामूलक व्यापार व्यवसायमा लगानी गर्न सक्छौं ।

I do NOT know Roger Adhikari personally.

But as a Nepali, I am happy to learn about his candidacy, and wish him well in this endeavor.

On a larger note, it's always gratifying and satisfying to see fellow Nepalis' aiming
high in whatever ways they can in whatever fields they are in.

Out of curiosity, two questions to Nepe or to Roger if he's reading this:

a) I assume that he had a name other than Roger when he was in Nepal. What
was that name?

b) I further assume that he changed his given Nepali name to 'Roger' in America,
and that's fine. But in his campaign, given the demographics of Tracy, CA, would not "Roger for City Council" be a better-sounding/more familiar/appealing slogan than "Adhikari for City Council"

I do like his name changed according to the place(hawa pani ra mato suhaudo hunu parcha),,, once you live in US none knows your difficult name, so why not makes easy to pronounce. But, I personally dislike his party. I mean I support Republican party if I have to fight for the election. Democratic police is sucks: they support Gay, kill child, and over liberal to Terrorist Muslim.

Your posting brings much needed respectful and inquisitive atmosphere in the thread. I appreciate it.

Yet I am not dragging Roger here yet. That is because, first I had taken my liberty to post all these stuff without his prior knowledge and consent. Then there still are not any queries, let's say, about his views, which he presumably might love to take.

Re your query about his first name, yes, Roger is his adopted name for convenience.

For the election campaign, he has been using both his first name and the surname as per need. Adhikari, where surname is more appropriate, and elsewhere, Roger.

If you ask me, I am glad to see that he does not fret to use his surname. I do not know if Roger feels that way, however, I feel a sense of respect/pride in one's identity. At least, it shows a degree of self-confidence.

You were probably beckoning to a possible electoral prejudice against immigrants. You probably are right. However, I have this feeling that it is the weak self-confidence of immigrants that would be a factor in the whole thought process that gives rise to the prejudice against them. A weak self-confidence means an unresolved identity, allegiance and patriotism. A strong self-confidence of a given immigrant means his identity, allegiance and patriotism are resolved and therefore he is more trustworthy. Anyway, I think this is a very delicate social psychology and I probably am not seeing all the factors.

Re Republican/Democratic divide, let's put it this way. If we sum up all their pluses and minuses, Republican wouldn't come terribly high in the pedestal, at least. So it wouldn't be appropriate to dismiss one based on his allegiance to one of these parties.

An open letter to Prime Minister Sher Bahadur Deuba

Dear Mr. Prime Minister,

As an observer of Nepali politics with a neutral stance on party politics, I am expressing my humble opinion from 12,000 miles away.

My expression in many ways may be the representation of hundreds of thousands of frustrated Nepali and friends of Nepal living in and outside the country.

As we all know, the on-going violence in the country has not only taken over ten thousand lives, it has also destroyed the social fabric of the country. No one has ever witnessed moral decline of such magnitude in the long history of this country before. If something is not done to stop this madness soon, not only we’re going to loose countless more lives, our existence as a country and our cultural identity-- that of a Nepali-- will be sadly lost for ever.

Therefore, you must act and act now, to bring peace in Nepal.

Great leaders are not born by birth; they are born by the event. There is no bigger event than this in hundreds of years of this country and you’re in a crossroad to be that very great leader. Among many characteristics, great leaders require wisdom and courage; courage to challenge the most powerful and courage to sacrifice personal interest for a worthy cause. I believe you will be able to demonstrate that you have both wisdom and courage and that you will use those attributes for the well being of Nepal and Nepali people.

About a month prior to your appointment as the Prime minister in June this year, you had sent a letter to the “Nepali Diaspora for Peace” supporting your position to UN Assistant Secretary General, Kul Chandra Gautam’s proposal for UN mediated/facilitated trilateral peace negotiation in the country. However, after you assumed the responsibility of the chief executive of the country, you have made clear through news media that you’re not in favor of UN mediation any more. What happened after you became Prime minister that you had to take 180 degree turn on such an important issue?

One of your advisors has explained your new position to be the result of the external pressure. First of all, I must ask you – Is that true? If not then why did you change your position? However, if your answer is yes, I must say your decision was wrong and against Nepal and Nepalis’ interests. Here is why I say that – I understand the political pressure, especially when that is coming from big and strong neighbor(s). As a nation, we must listen to our neighboring countries and accommodate their need as much as possible. However, we can’t afford to risk our own existence as a country and dream and hopes of our own people to keep our neighbors happy.

You, as a leader must be able to say no to those countries, who rather see their policy kept alive than our people.

If we continue to embark on this vicious path, who is to say how long are we going to last as a country? The issue before you, as a leader of the country, how best to bring peace so that Nepal continue to exist as a country inhabited by your children and grand children and cherished by mine.

Mr. Prime minister, please show your courage and help bring peace in Nepal by inviting third party (UN) mediation, even if that means making India temporarily unhappy. As you know, under the environment of distrust, negotiating peace by parties (Maoist, political parties and the government) themselves if not impossible is very unlikely. Hence, third party mediation is the only hope for peace at this time.

Time is running out; therefore, you must not wait any longer. You must ask every national and international agencies, including UN to help initiate peace process today.

You have an opportunity of life time to change the destiny of the country and bring smile to the millions of Nepali people for generations come.

I assume Nepe's promotion of Roger here has more to do with convincing the Sajha community that he's a well-deserved candidate in need of political campaign funding. Of course, that said voting is probably out of the question since most of us most probably aren't his would-be constituents (unless you happen to come from Tracy).

The posts so far discloses Roger's opinions, not to mention protruded view of him in glossy snaps. Like anything else that needs to be taken seriously (and since you are asking ppl for money) why not post his CV? I (and I'm sure the rest of the Sajha community) would probably like to know what he's done in the past, his formulated opinions about current issues, etc. before giving our hard-earned tax-deductible dollars. In fact, since he's running for a political office post and disclose everything (facts only please) that you can think of, and we'll decide his worthiness ourselves (ultimately sending his campgain a check if decided so).

Note: IMHO, adopting a name for convenience sends a wrong message. Sometimes, you just can't do things b/c it's 'convenient', including changing names. I could've bought it if he had found a new religion, etc. since Roger is a Christian name? Anyway, this is off-topic so I'll leave it at that...

i know Roger Adhikari's real name is Suraj Adhikari...... Do u have any idea why he changed his name to Roger Adhikari ????

What is wrong with you guys?
This Nepali person Roger Adhikari a.k.a Suraj Adhikari is trying to get into a new field unpassed by any Nepali in US and instead of helping/promoting you are stuck here fighting about what alliance he has with Nepali politics and his name change.
Here in PA ,we have Raj Bhakta willing to fight Allison Swatrz in the senate and all desi stores/people are passing the word to elect him irrespective of his lack of fund,experience and expertise.

That's outright discrimination; you don't choose a political candidate just because you admire or you can relate to one's race/heritage/nationality/ethnic group. That's bogus. As a constituent you should be more concerned about your 'causes' (legal ones) that the candidate hopefully can fight for you or represent you in the city hall, state parliament, capitol hill, etc. It doesn't make one bit of difference to me whether the candidate is a first generation Nepalese American or a sixth generation American of Irish heritage.

Think about it this way; in Tracy, CA where Roger is running for a council seat there are less than 10% asian and over 60% caucasian- poulation wise. If the caucasians were to apply your voting formula do you think Roger would have any chance?

JV,
I am not telling people to vote for the candidate based on race .But in reality ,race does play a major role in US elections.
My major concern was the lack of unity and the support we Nepalis have among ourselves.

JB,

Show me your money and I will show Roger's cv.

However, seriously, I was basically replying to Nikunj's original query. And the rest was 'by the way'.

It was not a serious fund raising campaign on my part. Otherwise, I would have done it in a more professional way.

It was a piece of information meant for those who would just be happy to learn that a fellow Nepali is doing something and might want to send him best wishes and some even a pledge without much thinking.

Now that you have suggested more, it does seem to be a better idea. If I can get a few more volunteers, may be we can launch a serious and professional campaign here. Anybody ?

Yes, Suraj is Roger's original name. However, why should it be a big deal ? I am myself tired of spelling out my name over and over over phone. D for Denmark, E for Elephant and so on.

Thank you for sharing the information. I'm not there in CA but let me know if I could help. It is good to hear that a fellow Nepalis is trying to do something. Eventhough, I do not know Mr. Adhikari or had not even heard of him before, I would like to congratulate him for what he is doing and wish him good luck with the election.
