Yes, you dont have to take TOEFL to study MS or PhD in US if you have already studied in US for last two years. GRE is required in almost every cases except when you go from Undergrad-Grad-PhD in the same university and same major. If you do not meet these two criteria, then you will have to take both TOEFL and GRE.

How important is the GRE score in getting admission to Graduate School. With other things being good does the GRE score make any difference in getting admission (if you have low score)??

Sands, GRE scores are as important as your Undergraduate GPA. Different college requires different Minimum GRE scores for admission. With low GRE scores you will get either regular or conditional admission. But it depends whether you get assistantship or not.
