This is a direct abuse of Google adsense program policy which clearly states

"Site may not include - Excessive, repetitive, or irrelevant keywords in the content or code of web pages. ... and Deceptive or manipulative content or construction to improve your site's search engine ranking, e.g., your site's PageRank

Do not load pages with irrelevant or excessive key words.
Avoid hidden text or hidden links"


A national site such as Nepalnews.com is doing illegal activity by illegally abusing the Google program policy.

Google is helping out many webmasters make few dollars on the side but sites like above want to exploit and abuse it by not following program policies.

I don't think nepalnews.com is a national site, it is a business run website so I am sure they just want to make some extra money through adsense. I thought mercantile was a big business, I am surprised they have to do this kind of illegal activity to make some extra money.
