Nepal govt., Maoists reach peace deal
KATHMANDU, Nepal, Nov. 8 (UPI) -- The Nepalese government and Maoist rebels have reached a landmark peace deal that could help end a decade-old insurgency in the Himalayan kingdom.

The agreement, designed to bring the Maoists into political mainstream, would no longer treat them as terrorists but allow them to share power with other political parties.

The agreement between the ruling seven party alliance led by Prime Minister G.P. Koirala and the CPN (Maoist) settled virtually all contentious issues, called for an interim government by next month and elections by next June, reports the Gorkhapatra.

It said the first meeting of the constituent assembly will also decide the fate of the monarchy of King Gyanendra, blamed for much of the troubles in the country.

The agreement said the formation of the interim government will be preceded by management of armies and their arms. The two sides will sign a peace agreement by Nov. 16 and keep their armies and weapons under the supervision of the United Nations. The Maoist army will be confined to 28 cantonments in seven districts.

The agreement said the interim legislature will have 330 members and the Maoists will have proportionate number of seats.

The arms of the Maoist army will be separated and put under single lock system; its key given to Maoists and the cantonments will be monitored by the United Nations through Closed Circuit Television (CCTV) and siren alarm, which will be set off if there is any unauthorized tampering of the lock. "

____ I think this is such a goof up..if the arms is still in their local areas..what is the guarantee that they will not touvh ..and when did Maoist abided any law that they will get scared of the "UN cameras"....????
