Govt rules out possibility of Maoists buying weapons from India

KATHMANDU, Jan 20 - The government Saturday ruled out any possibility that the Maoists have acquired any weapons from India and retained their modern weapons.
The government reaction comes a day after US Ambassador to Nepal James F Moriarty accused the Communist Party of Nepal (Maoist) of trying to acquire "crummy weapons" from the Indian state of Bihar for locking up in cantonments.
Talking to journalists at a press conference in the capital today, Home Minister Krishna Prasad Sitaula said, "I cannot believe that the Maoists have acquired weapons from India."
He said that the Maoists will handover all their weapons to the UN team. "The Maoists will not use any weapons (after they are locked up)."
On Friday, the US envoy told a press meeting that the Maoists were "trying to buy primitive, hand-made weapons down in Bihar so that they can put crummy weapons into the containers instead of the modern weapons."
Home Minister Sitaula also said that the Maoist arms management would be completed within the next three weeks and the former rebels would then be joining the interim government.
“The arms management will be done by the end of Magh, according to Nepali calendar (February 12) and that the government will be formed within the same date,†said Sitaula.
Hinting at Friday’s incident at Lahan, where a Maoist cadre shot dead a protester demonstrating against the arrest of Madhesi People's Rights Forum leaders, Home Minister Sitaula said that the Maoist cadre was under government arrest and that the investigation into the incident had begun.
"The government is investigating the incident and will soon make public the report on the shooting and violence in Lahan," the minister said.
He said, "The government appeals to the general public not to be influenced by the anti-democratic elements, who are engaged in creating terror and violence in the country," adding, "The government has sensed some conspiracies being hatched against the planned constituent assembly (CA) elections slated to be held by mid-June. Any such attempts will be foiled."
As the government has already begun its preparation for the upcoming CA elections, the Election Commission will start updating the voters' list from Tuesday, the minister informed.

Maoists want more resources and better management of cantonments

Maoist spokesperson and its leader of the parliamentary party Krishna Bahadur Mahara has asked the government to provide more resources and ensure better management of its People's Liberation Army (PLA) who are living in different cantonments.
Mahara made these demands during his meeting with Home Minister Krishna Prasad Sitaula on Friday. The meeting took place at the Home Ministry.
Mahara is learnt to have complained about lack of facilities and proper management in the cantonments where the Maoists have placed 35,000 of their PLA.
The meeting also focused on the agenda of arms management and registration of arms and combatants.
The government has already allocated Rs 280 million to the Maoists for the management of their PLA. The government has also released further Rs 50 million to construct basic infrastructures like roads, water supply, communication and electricity connection to the seven major and 21 satellite cantonments located across the country. Just last week, the cabinet had decided to provide additional Rs 70 million to be spent on food and other logistics for the PLA.
Meanwhile, Maoists are now going to train their leaders and cadres about the latest political situation in the country. Maoist chairman Prachanda, and other senior leaders including Dr. Baburam Bhattarai have left for Chitwan where over 1000 leaders and cadres will be gathered for the purpose.
