Nepal's minorities raise the stakes:

Burnt-out buses, shattered glass, blaring curfew orders, jittery looking security forces, burning tyres, trees felled across the highway and angry demonstrators.

Until Thursday this was how south-eastern Nepal looked.

Part of the extensive flatlands or Terai, it was ablaze with the anger of Madheshis, or southern Nepalese, complaining that the state discriminates against them.

Violence, leaving over 25 dead, has cast a shadow over a country at a time when the United Nations has been rolling out its new peace mission to consolidate the end of the Maoist insurgency.


And the agitation is not over yet, it is merely suspended for 10 days, insists the chairman of the Madheshi Janadhikar Forum (MJF), Upendra Yadav.

He refuses even to talk to the government unless Home Minister Krishna Sitaula is sacked and the deaths are investigated at the highest level.



Real grievances

He told the BBC there would be "strict action" if the 10 days passed without results.

In future he wants an autonomous Terai state within a federal system.


The recent troubles have brought to the forefront issues of regional and ethnic identity never before aired so prominently.


There are problems in defining the Madheshis, but they have very real grievances.


They are peoples speaking languages also spoken across the border in India, such as Maithili.

"From west [Nepal] to east, we have linguistic links and the same food habits and livelihoods," says Madheshi academic Bijay Karna.



Most of Nepal's small Muslim minority is also Madheshi.

But there is disagreement on whether the category also includes Tharus, an indigenous ethnic group living throughout the Terai.


There are some senior Madheshi politicians, such as the deputy speaker, and one of the seven ruling parties is a Madheshi party.

But, considering more than one in three Nepalese is a Madheshi, they are under-represented in power.

Their campaigners say there is not a single one employed at the Royal Palace; that only one of the 75 district chiefs is a Madheshi; and there are very few in the army.

They say they are not trusted by the establishment but are used and exploited.


'Excessive force'

Many do not even have Nepalese citizenship.


Most of the victims of the recent violence were Madheshi and were killed in what the UN has called excessive use of force by the police.


Many of their demonstrations have been non-violent. In the troubled town of Inaruwa we were escorted into a meeting of the Madheshi Intellectuals' Forum, whose leaders addressed us with great courtesy.


But there has also been brutality among the Madheshi demonstrators, including the MJF which professes to be non-violent.


Demonstrators have attacked police and others with swords and bows and arrows.

Last Wednesday, after at least two protesters were killed by police in the city of Biratnagar, a crowd locked non-Madheshi local residents inside their houses and set fire to them. Prompt action by the fire services prevented casualties.


Certainly not all the violence has come from the MJF. Reports say criminal elements have entered from India to take advantage of the trouble.

The government and the Maoists have both accused "royalists" and Hindu activists of involvement - three royalist former ministers have been arrested and locked up without charge for three months.

Madheshi academic Bijay Karna believes there has been some such infiltration, "but not large-scale".

Notably, Wednesday's violence began when the crowd tried to storm a prison in which one of the former ministers and an Indian gang-leader are being held.




There are also two avowedly militant Madheshi groups involved - the two factions of the Janatantrik Terai Mukti Morcha (JTMM) which are waging an insurgency and have radical demands including the seizing of Terai land owned by non-Madheshis (Pahadis, or hill people).


Resulting from all this violence, a stream of non-Madheshis have now fled the Terai or moved from villages to towns.


They include ordinary people warned to get out at dead of night; people whose houses were burned; journalists threatened with their lives because activists disliked their reporting.


Nepal's politicians, most of whom are indeed people of hill origin, have struggled to respond to all this.


Confused


The ruling parties, keen to have credibility with the Madheshi lobby, have mostly said they support their demands.

Prime Minister GP Koirala says the widely criticised new constitution will be changed to give the Terai the number of constituencies proportionate to its population and make the country federal.


The Maoists seem confused.


The protesters bracket them together with the government.

For the first time, the Maoists have seen effigies of their leader, Prachanda, burned in public.



Prachanda's initial reaction to the Madheshi violence was that he would "not negotiate with criminals and gangsters" - ironically echoing King Gyanendra's description of the Maoists.


But to a large extent the Maoists have encouraged the growth of regional sentiment.


To attract support while rebels, they formed ethnically based fronts for their party and drew up a map in which Nepal was divided into regions named after ethnic groups.

The JTMM originally broke away from one such front in 2004, much to the Maoists' anger - and now its two factions, under different leaders, have taken up the Maoists' old role as insurgents.


Even though some commentators now favour regionally-based federalism, many criticise the Maoists' ethnic model.

Nepal has more than 100 ethnic groups and castes, but they are very mixed up with each other.

There are signs that the Maoist leadership may feel they made a mistake in carving up the country on a map. On Friday deputy leader Baburam Bhattarai said it was essential to advance "politics based on class ideology, while integrating ethnic concerns".


Yet regional and ethnic sentiments are now growing, not only among Madheshis. Countless others also feel marginalised and impoverished.


In the past few weeks, there have been strikes by the Tharus of the Terai, western hill people, eastern hill people, and an umbrella body - the Nepal Federation of Indigenous Nationalities (NEFIN).

On Sunday, more than 15 people were injured when yet another group, wanting autonomy for one south-eastern district, tried to enforce a strike.

NEFIN told the BBC it wants to discuss an ethnic federal system with the government.


To many, these developments are not surprising, given Nepal's pro-democracy uprising last year and people's desire for concrete, radical changes.


"We are now coming into a new arena of politics where the various ethnic, linguistic, cultural, geographical groups in Nepal are clamouring for identity," says Nepali Times chief editor Kunda Dixit.


"We need a political system that gives them a voice."


The current unrest has put the grievances of minority groups on the agenda.

The question is whether the government - which will soon include the Maoists - has the vision to accommodate them in some way without allowing a flare-up of communal sentiment - something Nepal has avoided in the past.

S Nepal strike enters second day
An indefinite general strike called by a regional group in Nepal has crippled life across the southern Terai plains for the second straight day.
In Biratnagar town, protesters damaged a truck and an ambulance even as many people have vowed to defy the strike.

The strike by members of the Madheshi community is in support of their demand for a federal system of government.

The government has vowed to meet the Madheshi demands, but protesters say they have not been consulted yet.

The Madheshi started their protests in mid-January and the agitation has claimed more than two dozen lives.

Their main campaigning group, the Madheshi People's Rights Forum, wants greater rights for its people and an end to what it calls upper-caste discrimination.

Opposing strike

But as the indefinite strike entered its second day, many farmers, industrialists and transporters have come out in defiance of the strike.

The government has assured them that they would be compensated for any damages sustained while defying the strike.

But reports say most public transport has remained off the roads and the effects of the strike have been felt in most of the 22 Terai districts.

Madheshi campaigners say provincial governments based on language and caste need to be introduced.

Talks between the government and representatives of the Nepal Federation of Indigenous Nationalities failed to make progress last week.

The Madheshi are made up mainly of Hindus and Muslims and many prefer speaking one of a number of local languages rather than Nepali.

Madheshis make up 33-45% of Nepal's population of 27 million but are vastly under-represented in government and the army, which tend to be dominated by hill-dwellers.

नेपाल आदिवासी जनजाति महासंघ, आदिवासी जनजाति संयुक्त संघर्ष समिति, नेपाल आदिवासी जनजाति राष्ट्रिय महिला महासंघ र नेपाल आदिवासी जनजाति विद्यार्थी महासंघको प्रमुख आयोजकत्वमा आन्दोलनको अन्तिम कार्यक्रम सम्पन्न भएको छ । बन्दपश्चात् निवास फर्किने क्रममा संघीय लोकतान्त्रिक राष्ट्रिय मञ्चका सचिव खगेन्द्र माखिम र चेपाङ संघका महासचिव सन्तबहादुर चेपाङलाई एक दर्जन भिजिलान्तेहरुले सांघातिक आक्रमण गरेको आयोजकले जनाएको छ ।

जनजातिले चाहेको संघीय लोकतान्त्रिक गणतन्त्र:

रविन्द्र थिङ

आरम्भ

नयाँ राज्य संरचनाको स्थापना नेपालको लागि अपरिहार्य छ । एकात्मक राज्य संरचना सामाजिक, राजनैतिक, आर्थिक एवं भौगोलिक एकाधिकार कायम राख्न अझै क्रियाशील छ । आज मुलुकमा जातीय र भौगोलिक विविधता नेपाली सामाजिक संरचनाको वास्तविकता हो भनी छलफल र बहस चलिरहेको छ ।

एकाधिकारवादी राज्यव्यवस्थाको शक्ति केन्द्र काठमाण्डौ स्थापित हुनुले नेपालको पहिचान बनेको होइन । आजभन्दा २३८ वर्षअगावै नेपालमा जातीय स्वायत्तता प्राप्त संघराज्यहरु संघीय व्यवस्थापनमा अभ्यस्त देखिन्थे । गोरखा राज्यको विस्तारले संघीय व्यवस्थापनको अभ्यासलाई अवरोध सिर्जना गर्यो । राष्ट्रिय एकीकरणको नाममा सामाजिक सम्मिलिकरण तीब्र भयो । सामन्ती एकाधिकारवादको पृष्ठभूमिमा राजनैतिक र आर्थिक शक्ति व्यक्तिमा केन्द्रित भयो । एकल संस्कृतिको आधिपत्य सिद्धान्त कायम गराउन एकात्मक राज्य संयन्त्र शासकीय प्रणालीको रुपमा स्थापित भयो ।

सामन्ती एकाधिकारवादका जञ्जीरहरु तोड्न आज नेपालीहरु इतिहासकै गम्भीर मोडमा उभिएका छन्, नेपाली सामाजिक संरचनाका विविधताहरु उठान गर्न मात्रै होइन, व्यवस्थित गर्ने शासकीय अभ्यास सुचारु हुन सकेन भने २३८ वर्षीय एकात्मक नङ्ग्राहरु नेपाली आमाको छातीमा गडिइरहने छन् ।

नेपालको राजनीतिमा आदिवासी/जनजाति

गोरखाको विस्तार हुनुअघि आदिवासी/जनजाति आ-आफ्नै स्वतन्त्र गणराज्यअर्न्तर्गत संघराज्य सञ्चालनमा अभ्यस्त थिए । गोरखाको विस्तारपछि नेपाली विविधता विशेषताको अर्थमा नभई बाधक र बोझको रुपमा परिभाषित हुने परम्पराको थालनी भयो । शासकहरुले आदिवासी/जनजातिलाई भाषिक, धार्मिक, सांस्कृतिक एवं राजनैतिकरुपमा मात्र होइन, उनीहरुको एकमात्र आर्थिक आधार जमीनमाथि नै अतिक्रमण गरे । जंगी तथा निजामती प्रशासनको उच्च पदहरुमा सेवा गरेवापत शासक जातिलाई विर्ता, गुठी र जागीरको नाममा प्रसस्त जमीन बाँडे । र, कसैको हातमा जमीन -किपट) भएपछि पनि त्यसको प्रशासकीय अधिकार शासककै हातमा हुन्थ्यो । राणाकालमा आइपुग्दा आदिवासी/जनजातिको नगन्य प्रभाव पनि समाप्त भयो ।

नेपालको संवैधानिक इतिहासमा पाँचपटक संविधान जारी भयो । २००४ सालमा पद्मशम्सेरद्वारा जारी भएको वैधानिक कानुन नेपालको पहिलो संविधान हो । त्यसपछि २००७ सालमा राजा, कांग्रेस र राणाको सहमतिमा अन्तरिम शासन विधान र २०१५ सालमा कांग्रेसको सहमतिमा राजाबाट संविधान जारी भएको थियो भने २०१९ सालको संविधान पञ्चायती व्यवस्थालाई संस्थागत गर्न राजाबाट जारी भएको थियो । २०४६ सालको जनआन्दोलनको उपलब्धिस्वरुप राजा, कांग्रेस र बाममोर्चाको प्रतिनिधि सम्मिलित संविधान सुझाव आयोगले मस्यौदा गरेको नेपाल अधिराज्यको संविधान २०४७ राजाबाट घोषणा गरिएको थियो ।

नेपालका सबै संविधानहरु एकाधिकारवादी शक्तिकेन्द्र राजदरबारबाट जारी भएका छन् । २०४७ सालको बाहेकका अन्य संविधानहरुको खाका कोर्न केन्द्र पनि राजदरबार नै थियो । २००४ सालदेखि हालसम्मका संवैधानिक प्रावधानहरुलाई अध्ययन गर्दा नेपाल अधिराज्यभित्रको भाषिक, धार्मिक, सांस्कृतिक एवं भौगोलिक विविधतालाई सम्बोधन गर्ने र तिनीहरुलाई राज्यस्तरमा समान र न्यायोचित तवरबाट प्रतिनिधित्व दिलाउने कोशिस कहिल्यै भएन ।

एकल संस्कृतिको आधिपत्य सिद्धान्तमा आधारित नेपालको प्रत्येक संविधानले आदिवासी/जनजातिको राजनैतिक अधिकारलाई सुनिश्चित बनाउने सम्भावना नै छैन, र थिएन पनि । यद्यपि, २००७ सालको क्रान्ति र २०४६ सालको जनआन्दोलनमा आदिवासी/जनजातिहरुको योगदान रह्यो । तर, निर्णायक शक्तिको रुपमा आदिवासी/जनजातिको उपस्थिति नरहनाले राजनैतिक परिवर्तनमा तात्विक भिन्नता आउन सकेन । २०४७ सालको संविधान निर्माणको क्रममा लाखौं नेपालीहरुले नेपाली बहुलताको सम्मान गर्न आवाज उठाए । तैपनि, तत्कालीन राज्यसत्ता र संविधान मस्यौदा समितिले आदिवासी/जनजाति या नेपाली यथार्थतालाई बुझेन ।

आदिवासी/जनजातिको वर्तमान राजनैतिक सवाल

२०४७ सालको संविधानसभामा आदिवासी/जनजातिको सहभागिता रहेन । यो संविधानले नेपाली जनताको र्सार्वभौम अधिकार प्रत्याभूत गर्न नसकेको तथ्यलाई २०५९ साल असोज १८ र २०६१ साल माघ १९ गतेको राजनैतिक घटनाले प्रमाणित गर्यो । यस घटनाले २०४६ सालको सीमित उपलब्धिलाई समेत समाप्त गर्ने प्रयत्न गर्यो ।

राज्यसत्ताबाट राजनैतिकरुपमा सधैं बहिष्कृत आदिवासी/जनजातिले निरंकुश राजतन्त्रविरुद्ध जनआन्दोलन-२ लाई सफल बनाउन गहन भूमिका निर्वाह गर्यो । २०६२/६३ को जनआन्दोलन सम्झौतामा गएर टुंगिएपनि आंशिकरुपमा सफल भएको छ । निरंकुश राजा जनशक्तिसामु झुकेका छन् । आज मुलुक संक्रमणकालीन अवस्थामा छ । सामाजिक, राजनैतिक र आर्थिक रुपान्तरणका लागि आदिवासी/जनजातिले आफ्ना सवालहरुलाई विभिन्न कोणबाट सशक्तरुपमा उठाइरहेका छन् ।

राजनैतिक सवालका महत्वपूर्ण बुँदाहरु

१. नयाँ राज्य संरचनार्
वर्तमान राज्य संरचनाले जातीय, भाषिक, सांस्कृतिक एवं भौगोलिक विविधतायुक्त नेपालको विशिष्टतालाई सम्बोधन गर्न सकेन । यो केन्द्रिकृत राज्य संरचनाको औचित्य समाप्त भइसकेको छ । यसर्थ, नेपालको ऐतिहासिकतामा आधारित संघीय व्यवस्थाको अभ्यास पुनः सुचारु हुने नयाँ संरचनाको स्थापना अनिवार्य बनेको छ ।

२. नयाँ राज्य संरचनाका अन्तरवस्तुहरु
क) आदिवासी/जनजातिको आत्मनिर्णयको अधिकारसहित जातीय आधारमा संघ राज्य क्रियाशील हुनु ।
ख) राज्यको शासन प्रणालीमा समानुपातिक प्रतिनिधित्व सुनिश्चित गर्ने संघीय लोकतान्त्रिक गणतन्त्र नेपालको स्थापना हुनु ।
ग) बहुल संस्कृतिको आधिपत्य सिद्धान्तअनुरुप राज्य व्यवस्था सञ्चालन हुनु ।
घ) सामाजिक, राजनैतिक एवं आर्थिक शक्ति बाँडफाँडको सम्बन्धमा संविधानमै प्रष्ट उल्लेख हुनु ।
ङ) प्रशासनिक, राजनैतिक, आर्थिक एवं शैक्षिक स्वायत्तताको ग्यारेन्टी हुनु ।
च) प्राकृतिक स्रोत, साधन एवं भूमिमाथि आदिवासी/जनजातिको नियन्त्रण हुनु ।
छ) व्यवहारिकरुपमा नै नेपाल धर्मनिरपेक्ष राज्य हुनु ।
ज) अल्पसंख्यक एवं महिला, आदिवासी/जनजातिहरुको समान र न्यायोचित प्रतिनिधित्व सुनिश्चित हुनु ।

संविधानसभाको निर्वाचन र आदिवासी/जनजातिको राजनैतिक सवाल

संविधान निर्माण प्रक्रियामा नेपाली बहुलता प्रतिबिम्बित हुन नसक्दा मात्रै पनि छ दशक लामो संवैधानिक इतिहासमा जारी भएका नेपालका पाँचै वटा संविधानहरु असफल भएका छन् । आदिवासी/जनजातिले संविधानसभाको स्वरुप एवं प्रक्रिया तथा राज्यको नयाँ संरचना र संरचनाका अन्तरवस्तुहरु स्पष्ट पारिसकेका छन् ।

राज्य अन्तरिम संविधान जारी गर्ने तयारीमा जुटेको छ । आदिवासी/जनजातिले सर्वपक्षीय राजनैतिक सम्मेलनको माध्यमबाट अन्तरिम संविधानको निर्माण गरी जारी होस् भन्ने चाहेको हो । लोकतन्त्रमा सबै व्यक्ति र समुदाय समान हुन्छन् । व्यक्ति र समुदायको नागरिक एवं राजनैतिक अधिकार संविधानसभाको अल्पमत र बहुमतको विषय होइन । यसर्थ, आदिवासी/जनजातिको सामाजिक, राजनैतिक र आर्थिक अधिकार सुनिश्चित गर्ने सम्बन्धमा अन्तरिम संविधानले किटान गर्न सक्नुपर्दथ्यो । यो सहमतिको विषय हो ।

नेपालको सामाजिक संरचनाको वास्तविक सम्बोधन हुन अन्तरिम संविधानले नयाँ राज्य संरचनाको प्रस्ताव गर्न सक्नु पर्दथ्यो । यसो भएमा संविधानसभाले संघीय व्यवस्थाअर्न्तर्गत संघराज्यहरुबीचको सम्बन्ध बारेमा प्रसस्तै बहस गर्न सक्दछ ।

आदिवासी/जनजातिले समानुपातिक प्रतिनिधित्वको सिद्धान्तमा आधारित संविधानसभा प्रस्ताव गरेको हो, जुन संविधानसभामा राजनैतिक दल र नेपालका हरेक समुदायले समान र न्यायोचित उपस्थिति राख्न सकोस् । नेपालका वर्तमान राज्य व्यवस्था र निर्णायक शक्तिको रुपमा स्थापित राजनैतिक दलहरुको सांस्कृतिक एकरुपतालाई विश्लेषण गर्ने हो भने समुदायगतरुपमा समान प्रतिनिधित्व हुने अवस्था छैन । यस्तो परिस्थितिमा बनेको यस संविधानबाट आदिवासी/जनजातिलाई पुनः न्याय मिल्नै सक्दैन ।

जनआन्दोलन-२ मा आदिवासी/जनजातिले समुदायगत एवं राजनैतिकरुपमा भूमिका खेलेकै हो । प्रश्न यहाँ भूमिकाको रहेन, परिवर्तनका लागि निर्णायक शक्तिको रुपमा आन्दोलित हुन सक्यो भने आदिवासी/जनजातिको आवाज नेपालको आवाज अवश्य बन्न सक्छ । यद्यपि, आदिवासी/जनजातिलाई संगठित तवरले संविधानसभाको निर्वाचनमा भाग लिने मौका आएको छ ।

संघीय लोकतान्त्रिक गणतन्त्र

आदिवासी/जनजातिहरु नयाँ राज्य संरचनाको पक्षमा छन् । संघीय संरचनाभित्र सहमतीय प्रणालीको अभ्यास हुने भएकोले जातीय एवं क्षेत्रीय साझेदारी कायम रहन्छ । संघ राज्यहरुबीच एकसाथ सामूहिक नेतृत्वको विकास भई राष्ट्रिय एकता सुदृढ बन्छ । सामाजिक, राजनैतिक र आर्थिक शक्ति केन्द्रमा सीमित नहुनाले सामाजिक, राजनैतिक र आर्थिक क्षेत्रमा स्थायित्व आउँछ । बहुल संस्कृतिको आधिपत्य सिद्धान्तअनुरुप समान ढंगले जाति, भाषा, धर्म, संस्कृति एवं भूगोलको विकास हुने भएको हुँदा देशमा विखण्डन र विद्रोहको भावना कहिल्यै उठ्ने छैन । आदिवासी/जनजातिहरुको आत्मनिर्णयको अधिकार सुनिश्चित हुन्छ । राजनैतिक एवं प्रशासनिक क्षेत्रमा आदिवासी/जनजातिहरुको समानुपातिकरुपमा प्रतिनिधित्व रहन्छ ।

आदिवासी/जनजातिहरुको गन्तब्य संघीय लोकतान्त्रिक गणतन्त्र नेपाल हो । जातीय स्वायत्तताको अभ्यास सामन्ती एकाधिकार सम्भव छैन । वि. सं. १८३१ मा भएको गोर्खाली राजा र लिम्बुवानबीचको सन्धिलाई वि. सं. २०२१ सालमा एकपक्षीय ढंगबाट धावा बोल्यो । लालमोहर अनुसार गोर्खाली राजाले जातीय स्वायत्ततालाई अवरुद्ध गर्यो । त्यसैले, संघीय व्यवस्थाअर्न्तर्गत संघ गणराज्यहरुको लोकतान्त्रिक अभ्यास आदिवासी/जनजातिहरुको मुक्तिको लागि जरुरी छ ।

आदिवासी/जनजातिको पृथकीरकण वा अलग राज्यको निर्माण चाहेको होइन । वर्तमान नेपालको सीमाभित्र जातीय एवं क्षेत्रीय साझेदारी खोजेको हो । अन्तरमुखी विकासको पक्षमा होइन अन्तरविकासको पक्षमा आदिवासी/जनजाति सधैं सचेत छ । राज्य सत्तामा समान र न्यायोचित उपस्थितिको लागि राजनैतिक माध्यमको खोजी आदिवासी/जनजातिले गरेको हो । आदिवासी/जनजातिहरुको संघीय लोकतान्त्रिक गणतन्त्र गन्तब्यले जातीय मुक्ति आन्दोलनमा सशक्त एवं संगठित तवरबाट केन्द्रित हुन आदिवासी/जनजातिलाई निर्देशित गर्दछ । इतिहासले कसैलाई पनि सिक्नका लागि बाध्य पार्दैन, तर इतिहासबाट सिक्न नसक्नेलाई कठोर सजाय दिन्छ । सामाजिक सचेतनाको जगमा उभिएको राजनैतिक तुफानले एकदिन सामन्ती एकाधिकारवाद ध्वस्त बनाउने छ ।

Terai out to defy second day of Madhesi strike

KATHMANDU, March 7 - Life in the eastern regions was affected on the second day of the indefinite general strike announced by the agitating Madhesi People's Rights Forum (MPRF).

In various places, however, locals defied the forum's strike which had begun yesterday in 22 Terai districts, demanding home minister Krishna Prasad Sitaula's resignation and the formation of a high level probe commission to investigate into the government crackdown on last month's violent unrest spearheaded by the MPRF.

Vehicles plied the streets in Sunsari's Itahari, Jhumka and Tarahara.

The Police last night escorted a convoy of some 50 long distance bus, trucks and private vehicles up to Koshi barrage.

Likewise, long and short distance vehicles languishing in Itahari and surrounding cities due to the strike would be escorted up to west of the Koshi barrage today, Officer Bishwa Mani Pokhrael of Area Police office, Itahari said.

Passenger and cargo carriers from Itahari bound for eastern hilly districts like Dharan, Kakarbhitta, Dhankuta, Ilam, Panchthar, Taplejung and Terhathum resumed normal operations today.

Itahari Bus Park saw heightened activity today after the police assured of security escort service to vehicles willing to ply during the strike.

Locals in Bardiya today defied the forum's strike announcement with markets remaining open in district headquarters Gulariya, Ghoregaun, Sanoshree and Rajapur. Likewise, education institutions in the area too remained open.

Although short distance vehicles ran normally, long-distance buses and trucks remained grounded because of the barricades put up by the protestors in Banke.

Although effect of the strike was felt in headquarters Gaur of Rauthat, locals in Chandranigahapur defied the strike announcement. Rupandehi too remained free from the effects of the strike.

Meanwhile, life in Nawalparasi and Kapilvastu was affected due to the banda. The police today conducted traffic on the Bardhaghat-Sunwol road by providing security escorting.

Meanwhile, the south western city of Nepalgunj was also affected by the strike with market places shut down and transport services halted in the city centre.

Forum members had begun obstructing traffic since early morning by burning tyres in the Airport Chowk.

Likewise, Bara district too faced the consequences of the strike with market and transport in headquarters Kalaiya closed.

However, vehicles plied normally in Pathlaiya-Neejgadh and Pathlaiya-Hetauda roads. Traffic and markets remained closed in regions with the forum's clout including Sunsari's Inaruwa and Duhabi, Morang's Biratnagar, Rangeli, Mader, Siraha, Lahan, Saptari's Hanumannagar and Rajbiraj.
Forum activists vandalise ambulance, trucks

Forum activists in Morang's Baansbari today vandalized an ambulance belonging to the Rural Women's Awareness Center which was ferrying a patient from Dharan to Biratnagar.

As a result, ambulance drivers today launched an ambulance strike protesting against the vandalism by parking ambulances across the road at Munalpath in Biratnagar's in addition to staging a sit-in at the district administration building.

Likewise, rickshaw pullers have also staged protests in Biratnagar against activities like slashing tires and vandalism of rickshaws by forum members.

Meanwhile, 10 persons were injured in Mahottari's Mahendra chowk after a scuffle ensued between forum members and entrepreneurs defying the strike.

An irate group of entrepreneurs had vandalized furniture inside Jaleshwor office of the MPRF in addition to torching a motorcycle.

Likewise, the activists also torched two trucks in Sunsari's Inaruwa.

However, due to timely intervention by fire fighters the trucks weren't completely damaged.

Previously, the forum had said that it would allow essential services including ambulances, press and others to work unobstructed.

Earlier today, locals in Bargachi chowk of Biratnagar today chased off forum activists enforcing the strike announcement by brandishing swords and sticks.

Meanwhile, a group calling itself members of the MPRF Tuesday night robbed a house at Biratnagar-16.

A group of six who had broken into the house saying that they needed to "search the building" made away with a mobile set, Rs 15,000 in cash and jwellery, victim Urmila Rai said.

Don't be so pessimistic man. Your Nepal, our Nepal, Mother Nepal was sick and now she is healing.

A healthy Nepal is forming where nobody feels alienated, no one is discriminated against based on race and ethnicity.

However she will die if the current powers cant overcome their greed and try to keep their power at all cost. If they dont want equality for all, if they try to hold on to the old sickly ways, then the future is dark.

I hope that doesnt happen.
