If you transfer from the very first you will be OUT OF STATUS this law came in picture after 9-11. So you have to stay atleast for a semester in that college where your Visa is Stamped in your passport by US embassy in Kathmandu

."If you transfer from the very first you will be OUT OF STATUS this law came in picture after 9-11" :
I don't believe there is any law as such, it is upto the international office of the university. In general they require at least a semester enrollment before allowing transfer, so don't expect to change college in the first semester.

But in one rare case, where the student was asked to take 4-pre requisites, which was not mentioned in his initial admission letter, he was allowed to transfer to another university in the very first month.

If your International Advisor lets you to and another school accepts you, you can.

Prakash Ji,
now the law requires you to report to the school you stamped your visa. I hope you remember last year when 18 of thise folks didn;t report to their respective school in University of Montana and the school informed them to INS and INS along with law enforcement hunt them and caught them.

Mike,
You are right that the student should report to the school. But after that, if the Intl advisor allows and another school accepts, the student can transfer.

U think getting an I-20 for that same semester is like buying a piece of candy from "Maila ko dokan". How do you expect to transfer withhout I-20 and talking to your advisor from both schools and so on. Plus how early do you expect to get here before school starts. looking at all these you will not get transfer and if you don't report to the same school expect you be on CNN the next day (if your International advisor is as ass like some school in Oklahoma ) that started a thread last month on sajha.

There are no rules regarding transfer in first semester. It depends on the University itself. But there are organisations of Universities which have agreed not to let students transfer the very first semester.
There are few states where you are allowed to transfer the very first semester. Talk to your University Intl advisor and ask him if he will let you transfer. If he lets you transfer and you have the I20 of another University, then you are good to go.
