 Who's Who directory, what is the fact?

A lot of Nepalese people are already included in Who's Who directories. Some people even publish CONGRATULATION message on Kantipur or other local magazines but a large number of them just keep it mentioned in their CVs. Many receive invitation letters, emails, calls to be included in Who's Who of different titles. Some ask money, some do not. Some try to sell books to you congratulating your achievements and mentioning that you are listed in, but you never know until you spend hundreds of dollars to those books. Most of these voluminous Who's Who books are not available in public libraries, and you can't view them online at nominal cost. It is indeed confusing whether these Who's Who directories have some value or they are just traps.

For example, in a thread GP writes:
............. Finally, she gave up. I am not sure whether my name was published or not in the directory, but after that I got so many other offers to publish my name in Who's who in ....I just realized what are these Who's who in ..... When I see Who's who in some young researcher's office or house, I just laugh at these poor fellows who paid $xx to get that plaque where you can publish as many times as you want as long as you are willing to pay $xx for the plaque. One of colleague was publicized that s/he got published for 12 consecutive years. Hahahaha.... what a joke (to me). I don't believe in such paid Who's who in the world stuffs. They are just trapps.

Are all of these Who's Who are SCAM or is there some way of screening these biography directories? What do you say?

You can ask yourself: If a directory is not available in public, a public does not see it, then what does it mean?
