Here is a thought about finding a middle ground between the Maoist wish to declare a republic right away, and the rest of the political parties' (and international players') view that such a question should be decided democratically (and not by an appointed parliament):

During the constituent assembly election, hold a concurrent referendum on the future of the monarchy.

Each voter would answer two questions:

(1) Who are you voting for to represent you on the constituent assembly?
--- choice of names/symbols/parties

(2) Would you like a republic or a ceremonial monarchy?

The constituent assembly will then have to write a constitution around the winning answer of (2).

I see several advantages to this:

(1) It would decide the fate of the monarchy clearly, with finality, on one day, saving months of debate in the constituent assembly.

(2) The fate of the monarchy is decided directly by the people.

(3) The constituent assembly election goes ahead as scheduled.

Most likely the final outcome would not be different from either a parliamentary declaration, or long debates in the constituent assembly... but it would save time, keep the procedure democratic, and save the CA election.

I see two problem with this possible solution:

1. Maoists want a Republic BEFORE the CA, so they may still oppose to a concurrent referendum on the fate of the monarchy DURING the CA elections.

2. It may be confusing to many voters to have to decide on two crucial issues on the same election.

I suggest:

Hold a referendum on the fate of the monarchy separately BEFORE the CA elections. This would not only ensure the democratic process of acquiring the Republic status (if it comes to that), but also fulfill Maoists' wish of having a Republic PRIOR to the CA elections.

But then again, what if the people do not opt for a Republic (even though I doubt it)? I mean, what of the Maoists?

Also, do we have time for that with only about 2 months to the proposed CA elections?

After reading the story about Lhendup Dorje, and http://www.mysansar.com/?p=1932, I seriously doubt that all these leaders are just dancing to the tune of Indians. The state is being blind to all these atrocities in Terai, and the majority of Nepalese are in Terai.

CA is must but not by ignoring the lives of people. After reading Lhendup Dorje story http://light.sajha.com/sajha/html/openThread.cfm?forum=2&threadid=51111,I see Indian Conspiracy everywhere.

These are the major problem
