I guess ...they want to make sure that you are't just carrying some illegal stuffs like drugs, gun in an empty laptop case. I have seen couple of time they even ask you to turn your laptop on coz it's easy to hide something and it may be hard for their scanning system to make the difference between the real internal components of a notebook and whatever you might hide in it instead.
