Parties close to deal on political standoff   [ 2007-12-14 ]

Kathmandu, Dec. 13: The major political parties have said that they were very close to striking a deal to find a way out of the protracted political standoff and hold the constituent assembly elections soon.

We (the seven political parties) will come up with an agreement by tomorrow," UML leader Jhalanath Khanal told reporters following bilateral consultations between the top leaders of his party and the Communist Party of Nepal-Maoist. There are minor differences which will be resolved through bilateral and multilateral discussions of senior leaders Friday."

He said today's discussions between Nepali Congress, UML CPN-M and People's Front Nepal had deepened the understanding between the political parties. The discussion centred on declaring the country a republic at the earliest and increasing the ratio of proportional representation in the constituent assembly elections."

Khanal said the major parties had reached an understanding to declare the country a republic before long. However the declaration would be formalised only after the elections to the constituent assembly.

Asked about the ratio of proportional and first-past-the-post representation in the constituent assembly elections, Khanal said the issue would be settled in the meeting of top leaders on Friday. It's likely to be a 60/40 ratio."

He informed the parties also discussed the need to review the implementation of comprehensive peace agreement, cantonment management and cabinet reshuffle. All these issues will be discussed and sorted out tomorrow."

Khanal and party general secretary Madhav Kumar Nepal represented UML in the meeting, while the CPN-M was represented by chairman Prachanda and Dr. Baburam Bhattarai.

Earlier, a meeting of Nepali Congress, UML, CPN-Maoist and People's Front held negotiations and prepared the initial draft of the agreement.

The rift among the political parties has widened with the Maoists withdrawing from the government and division of vote on the issues of declaring the nation a republic and adoption of a fully proportional electoral system in the CA elections during the special session of the legislature parliament last month.

Dispute over cabinet portfolio allocations mar seven-party agreement

Big three parties who claimed to have reached consensus on major political issues failed to ink the agreement, late evening Friday, due to differences over the allocations of cabinet portfolio in the council of ministers, which is to be reconstituted to pave the way for the Maoists rejoining it.

The seven party-meeting scheduled this afternoon at Baluwatar ended without even formally starting. According to C. P. Mainali, general secretary of CPN (ML), the big three parties postponed the seen-party till Saturday morning.

Krishna Bahadur Mahara, leader of the Maoists, told reporters that denial of the Nepali Congress to agree on some technical issues was the cause of parties failing to ink the agreement on Friday. He even blamed that NC did not wish to hold the meeting of the seven parties.

However, other leaders emerging out from the meeting refused to reveal the cause of the failure to sign the pact.

It is learnt that Nepali Congress has refused re-distributing the ministries. NC has proposed that the parties must take charge of the same ministries they are holding at present.

Maoists have been demanding the portfolio of deputy prime minister and one of the three plum ministries among Home, Defense and Finance. UML has proposed that it should be given the Ministry of Home.

After failing to arrive at an agreement on redistribution of the ministries, the leaders of four smaller parties who had reached Baluwatar as invitees, were informed that the seven party meeting had been suspended until Saturday.

Earlier, the top three parties had arrived at consensus on major political issues. The meeting of the top brass of the Nepali Congress, UML and the Maoists held in the morning at Baluwatar had finalised the points of consensus.

According to the leaders, the top three parties have agreed to state republic in the interim constitution on the condition that it is endorsed by the first sitting of the constituent assembly.

Similarly, the parties have agreed on election system with 60 percent members of the constituent assembly to be elected through proportional system and 40 percent through first-past-the-post system.

The cabinet meeting scheduled for this morning was postponed until the seven parties take final decision. The cabinet meeting is to endorse the seven-party agreement.

The parties have the critical deadline of one day left to find a solution to avoid constitutional void. In the interim constitution, the parties had mentioned to hold the constituent assembly by mid December. सरकार पर्ुनर्गठन गरी महत्त्वपर्ूण्ा मन्त्रालयको समान बा“डफा“ड गर्न एमाले र माओवादीले गरेको प्रस्ताव कांग्रेसले अस्वीकार गरेपछि गतिरोध देखिएको हो । कांग्रेस, एमाले, माओवादी र जनमोर्चाबीच द्विपक्षीय र बहुपक्षीय वार्तामा सहमति नजुटेका कारण शुक्रबार सात दलको औपचारिक बैठक बस्न सकेन ।

प्रधानमन्त्री कोइरालास“ग कुरा गर्न बालुवाटारको माथिल्लो तलामा गएका एमाले महासचिव नेपाल र माओवादी अध्यक्ष प्रचण्ड बिनासहमति बाहिरिएपछि सात दलको बैठक शनिबार बिहानसम्म स्थगित भएको जानकारी अरू नेताहरूलाई दिइएको थियो ।

कांग्रेस महामन्त्री विमलेन्द्र निधिले 'मन्त्रालय बा“डफा“ड मात्रै बा“की रहेको' बताए । 'एमाले र माओवादीबाट नया“खाले प्रस्ताव आएपछि सहमतिमा पुग्न सकिएन,' उनले कान्तिपुरस“ग भने ।

स्रोतहरूका अनुसार एमाले र माओवादीले गृह, अर्थ र रक्षा मन्त्रालय तीन दलमा विभाजन गरी सरकारलाई र्'र्सवदलीय स्वरूपको' बनाउनुपर्ने प्रस्ताव राखेका छन् । त्यसलाई कोइरालाले अस्वीकार गरेका छन् । उनले पुरानै बा“डफा“ड कायम राख्नर्ुपर्ने अडान राखेपछि नेपाल र प्रचण्ड बाहिरिएको स्रोतको भनाइ छ ।

'नेपाल र प्रचण्ड प्रधानमन्त्रीलाई भेटेर बोलाएपछि आउ“छौं भन्दै बाहिरिनुभयो,' एक नेताले भने- 'साना दलस“ग कुरै भएन ।'

कांग्रेसले भने नया“ मुद्दा ल्याएर एमाले र माओवादीले निकास अवरुद्ध पार्न खोजेको आरोप लगाएको छ । माओवादीले भने कांग्रेस गम्भीर नभएको आरोप लगाएको छ । 'कांग्रेसमा गम्भीरताको अभावले अन्य सबै दललाई गम्भीर बनाएको छ,' माओवादी नेता डा. बाबुराम भट्टर्राईले भने- 'हामीले कसैस“ग मागेको -मन्त्रालय) होइन । सरकार कसैको बपौती होइन ।'

गृह, रक्षा र अर्थ मन्त्रालय एकै दलस“ग हु“दा सरकार र्सवदलीय स्वरूपको नभएको उल्लेख गर्दै उनले कांग्रेसको एकाधिकार तोड्न सरकार पर्ुनर्गठनको अडान लिएको बताए ।

एमाले र माओवादीले चैतमा चुनाव नभए त्यसको नैतिक जिम्मेवारी लिन प्रधानमन्त्री तयार हुनुपर्ने बु“दा सहमतिमा पार्नुपर्ने प्रस्ताव राखेका छन् । कांग्रेसले भने यसलाई प्रधानमन्त्री फर्ेने प्रयासका रूपमा लिएको छ । 'हामी जसरी पनि चैतमा चुनाव गराउन चाहन्छौं,' कांग्रेसका एक नेताले भने- 'सहमतिमा प्रधानमन्त्री फर्ेने बु“दा छिराएर एमालेले अप्ठ्यारो पार्न खोजेको छ ।'

एमाले स्थायी कमिटी सदस्य अमृत बोहराले सरकारको प्रभावकारी सञ्चालन र निर्वाचन गराउने विषयको सुनिश्चितता आफूहरूले खोजेको बताए । 'निर्वाचन गराउने जिम्मेवारी लिएपछि जस-अपजसको जिम्मा लिने नैतिक हिम्मत हुनर्ुपर्छ,' उनले भने ।

PM says parties hammering out agreement

KATHMANDU, Dec 16 - Prime Minister Girija Prasad Koirala Sunday said that the political parties were close to hammering out an agreement soon.

Interacting with pro-left student leaders at his official Baluwatar residence, the PM assured that the parties were close to a meeting point.

The PM also expressed commitment to support the ongoing fight against imperialism.

The PM responded positively towards the students’ demands that include improving the education system and creating employment opportunities in the country.

President of the UML-affiliated All Nepal National Free Students Union Thakur Gairey along with other student leaders from 20 countries had called on the PM this morning to submit a memo and a final report on the four-day Asia-Pacific Regional Conference.

The conference, held at Dhulikhel in Kavre district, concluded yesterday.

Meanwhile, the meeting of the leaders of the Seven Party-Alliance (SPA) due to continue this morning has not resumed yet.

The parties are busy holding internal consultations, sources said.

Yesterday, the top SPA leaders had agreed to hold the Constituent Assembly (CA) elections by the end of the current Nepali year i.e. mid-April, 2008.

However, the leaders have not fixed a new date for the elections yet.

Following the decision of the SPA leaders Saturday evening, a meeting of the cabinet prepared a bill to amend the interim constitution accordingly.

Minister for Peace and Reconstruction Ram Chandra Poudel then tabled the bill in the interim parliament later in the evening.

The leaders were also under pressure to forge an agreement by last evening so that a bill to amend the interim constitution could be tabled in the interim parliament before the deadline expired, triggering a constitutional crisis.

As per the interim constitution, the CA elections were supposed to be announced by December 15 and many argue that there will be a constitutional crisis if a measure to amend the provision is not formulated.

The SPA leaders had agreed to meet Sunday morning to forge an agreement on the remaining outstanding issues.

SPA meet cancelled; parties fail to finalise agreement draft

KATHMANDU, Dec 19 - The high-level meeting of the Seven-Party-Alliance (SPA) top leaders that was scheduled to be held Wednesday afternoon to finalise the agreement draft prepared by the SPA Taskforce formed to find ways to end the political deadlock was postponed.

The high-level meeting of the SPA was postponed after the Maoists refused to attend the meeting at Baluwatar saying that without reaching agreement on some of the issues of the draft of the agreement on the seven-party taskforce, the meeting was meaningless.

Leaders of the major political parties including Nepali Congress (NC), UML and People’s Front Nepal had already reached Baluwatar to attend the meeting when the unexpected move from the top brass of the Maoists came.

The NC and Bam Morcha leaders said that although the parties had agreed to discuss over some of the issues on which agreement is yet to be reached, the Maoists had changed their mind lately.

“The top brass of the Maoists informed that the high-level meeting of the political parties would be effective only after a taskforce level and bilateral/trilateral discussions are held to find consensus over some of the issues,” a source said.

“Some issues were left to be decided by the senior level of the major political parties. However as discussions on those issues are yet to conclude, the high-level meeting could not take place today,” a Maoists source informed.

The source added that the high-level meeting would be held after the major parties find a consensus on the unresolved issues including some of the issues in the 20-point agreement drafted by the seven-party taskforce yesterday.

The SPA meeting was expected to publicise the 20-point agreement draft prepared by the taskforce in three days after revising it.

The SPA taskforce had agreed to make the country a federal democratic republic, although the SPA is still undecided regarding the terms dealing with monarchy.

The top leaders were also expected to decide on the issues of choosing new terms removing all the terms relating to King and monarchy and also increasing the number of seats for the CA elections to make 601.

The taskforce had recommended that the 601-member CA be elected through a mixed electoral system in which 335 members are elected through a proportional electoral system, 240 are elected under a first-past-the-post system and 26 nominated by the prime minister.

The amendment proposal registered at the interim parliament has not been able to move forward as the seven parties have not reached a consensus on the issue of electoral system and number of seats for the CA.

On Tuesday, the SPA taskforce prepared a 20-point agreement draft to be tabled at today’s SPA top leaders’ meeting.

The taskforce includes Dr Baburam Bhattarai from the CPN (Maoist), Bimalendra Nidhi from the NC, Bharat Mohan Adhikari from the CPN-UML, Lilamani Pokharel from the PFN, Sunil Prajapati from the NWPP, C P Mainali from the ULF and Sarita Giri from the NSP (Anandidevi).
