Nothing wrong here (they're performing their general civic duties)...They're negotiating with the julus and police in the pics on some sort of a target practice in preparation for the upcoming bandhs and riots due to the elections. They've decided to help the stone pelters and the julus practice for the main event by striking the bulls-eye on their backs! LMFAO
