can anyone explain what exactly the proportional system is and how does it work?

Simply if there are 335 seats in this system - Total votes from Nepal will be added and percentage of votes gained will be calculated.

For example a party will have 35% of the total votes from Nepal - it will get approximately 117 seats out of 335. In this system if a loose party everywhere (like RPP Nepal) gets altogether 2% votes, it will get 7 seats.

The winner candidate will be declared based on the list each party has submitted for PR system. The senior in rank will get preference for example the first candidate to win will be Girija who is in the first position in list. Also there are provision to allocate for ladies and other janjati etc.

I am more confused about this after I read this one:

समानुपातिकमा पनि माअ‍ोवादीलाई नै फाइदा

तपाईँहरुलाई थाहै छ, यस पटक प्रत्यक्षका २४० निर्वाचन क्षेत्रमा मात्र नभई ३३५ समानुपातिक सिटका लागि पनि निर्वाचन भएको हो। समानुपातिकतर्फको मतगणना प्रत्यक्षतर्फको सकिएपछि मात्र हुने गर्छ। अहिलेसम्ममा इलेक्ट्रोनिक मतदान भएको काठमाडौँ क्षेत्र नम्बर एकको मात्र मतगणनाको अन्तिम परिणाम सार्वजनिक भएको छ। त्यसमा यस्तो स्थिति देखिएको छ-


यो तथ्याङ्कलाई ध्यान दिएर हेर्नुभयो भने तपाईँले स्पष्ट देख्न सक्नुहुन्छ, समानुपातिकमा सबैभन्दा फाइदा माअ‍ोवादीलाई भएको छ भने सबैभन्दा घाटा काँग्रेसलाई भएको छ। तर यो स्थानमा प्रत्यक्षतर्फ जित्‍ने भने काँग्रेसका उम्मेदवार प्रकाशमान सिंह हुन्। माअ‍ोवादी हारेको हो अर्थात् तेस्रोमा रहेको हो, तर समानुपातिकमा सबैभन्दा फाइदा उसैलाई भएको छ। अर्थात् नेपाली जनताले झ्यामझ्याम एकछापमा भोट नहालेर आफ्नो विवेक प्रयोग गरेका छन्। प्रकाशमानलाई प्रत्यक्षमा भोट हाल्नेले पनि समानुपातिकमा माअ‍ोवादीलाई हालेका छन्। जब हारेको स्थानमा नै सबैभन्दा फाइदा माअ‍ोवादीलाई भएको छ भने जितेको स्थानमा माअ‍ोवादीको स्थिति कस्तो होला ? तपाईँ सहज अनुमान लगाउन सक्नुहुन्छ।

Pheri i am confused now. Can anyone explain it how people will vote direct and proportional?? Too confusing.

Mysansar has created confusion - the way he calculated. We should directly forget about "Prataksya" for "PR" system.

The only think concluded here that for PR system congress has 12 thousand votes ( which is lower than Pratksya 14 thousand) and Miost has 6 thousan votes (which is higher than direct votes of 48 hundred). This is not single consituency to decide PR system rather whole country votes will be added.

Still i don't understand how congress got 14,318 directly and 12,625 proportionally. How could this happen?

its not only the mysansar that is creating confusion. it is said that the result of proportional system for kathamndu-1 is released.

there were two ballat papers for each individual.

Some people have given to NC in direct and others in proportional or both to NC.

There will be seperate counting of votes for each type.

yes they have confirmed the votes. Likewise if the results from all over country comes - added and final decision on PR will be made.

so does it mean that now congress has one seat in direct and one seat in proportional altogether 2. i feel that it doesn't make any sense. How could it be proportional then?? getting more confused now.

Congress has own 1 seat on direct (now forget about 14 thousand votes) only and 12 thousand votes for PR system. The PR votes will be added at the end from whole country.

If there are total 10000000 votes allover Nepal in PR, then this will be 0.12% of total Nepalese votes and will be equal to give congress victory for just 0.438 candidates. 0.12% of total 335 constituences.

PR votes are counted on the nation-wide basis and the seats are
divided among the parties using Sainte-Laguë method of the highest
average
.
