KATHMANDU, April 21: Nepal’s conservative army must shed its royalist legacy and prepare to absorb Maoist fighters, a top Maoist leader said on Monday, a move crucial to cementing a peace deal that ended a bloody civil war.  

The Maoists have locked away their weapons under the peace deal, placed their fighters in United Nations-monitored camps and fought an election. They are now set to become the country’s single largest party and leaders of a coalition government, preferably a presidential form with their chief Prachanda at its head.

High on their list of challenges is the integration of their idle fighters into the regular army. It is a highly sensitive issue. Nepal’s army has resisted the idea of integrating its former foes up till now, saying it did not want “politically indoctrinated” people in its ranks.

“We have already decided that the two armies will be integrated and a new security force will be created,” Baburam Bhattarai, seen as a potential prime minister, told Reuters in an interview. He warned the army not to question the elected political leadership and prepare to absorb Maoist fighters.

But the army said it would only go by the official recruitment manual, a comment implying that it might not readily accept many of the Maoist fighters. But for Bhattarai the immediate concern is formation of the government. The final results of a complex direct and proportional representation election are expected this week. The Maoists have won 120 out of 240 directly contested seats so far. They also lead in the proportional representation polls. “The new government will be formed within three weeks to one month,” Bhattarai said.

While a final picture from the elections is still to emerge, the Maoists have begun discussions with possible coalition partners on the nature of the new government.

Nepal follows a prime ministerial form, but the Maoists say they want a executive presidential system, with their chief Prachanda at the helm. “But we have to consult other parties and make suitable amendments in the constitution,” Bhattarai, considered his party’s political ideologue, said.

Wait, Maoist do not have a clear majority in the house, let alone the 2/3rd majority. So they can not force their cadres to army or any national institutes. NC and UML must oppose the integration and save the country from passing over to another, more dangerous dictatorship.

Nepal army is a force to recon and still a very vital threat to the maoists. They want total controll over the country's armed forces to imply a total utopian regime............THE only force in the countryin front of them that can deny and confront them without fear is the NA..........SO they are playing this game. AND the solidarity of the NA was shown in the banquet held by the NA where all the parties were invited and The NA oficials were wearing uniforms with the shreepech the crown of the king and playing patriotic songs that were popular during the kings era. SO TAKE A HINT YA 'ALL....it aint over YET

Big Dreams for the Maoist.. but still Politcally indoctorined personal can't be included in the army. There is no army in the world that has anything like this.. but nepal is first in everything the world think's is not right... so will wait and see.. rukmangad Katwal is no joke, I don't think Prachanda scares him, that is why Maoist are after the army. But be warned nothing is impossible in nepal... anything can happen in that country

Nepali Army should be disbanded...

    From my perspective, we don't need NA or MB's army anyone. Nepal is already slipping deep into poverty, one of the main reasons being a huge increase of the security forces and security spendings. The time has come for the MB leadership to do some reality check and comprehend that no matter how big the size of the army or security forces are, we just can't compete or fight against the two giants of Asia( India, China). If the future govt. would focus primarily on uplifting the lives of poverty-stricken nepalese and do drastic cuts into security spendings, we could generate much needed respect and dignity from the world.

This is going to be very interesting.  Terrorist leader Bhattarai wants to force the army to accept his cadres who killed army and police.  Looks like he's bringing the proverbial knife to a gunfight.  Heh.
