Nepal Maoists fear rise of boy king after Gyanendra’s India visit


Kathmandu, March 2 (IANS) Nepal’s ruling Maoist party, who last year won their war against the country’s revered royal dynasty, has now developed cold feet over ousted king Gyanendra’s visit to India, fearing it could lead to the rise of a boy king in the former Hindu kingdom.



The misgivings have been expressed mostly vocally by Nepal’s Maoist Finance Minister Baburam Bhattarai, who is suggesting that the deposed king’s nearly three-week-long private visit to India has a sinister ulterior motive.


Bhattarai Sunday told a public meeting in Sindhupalchowk district in northern Nepal that Gyanendra is trying to meet Indian Prime Minister Manmohan Singh and other political leaders in a bid to enlist their support for the resurrection of monarchy in Nepal.


Maoist supremo and current Prime Minister Pushpa Kamal Dahal Prachanda, whose guerrilla army triggered a revolt that led to the abolition of the crown last year, is also expressing the same fears, though not so openly.


In 2006, after King Gyanendra had to hand over the power he had usurped through a military-supported coup and there was mounting public demand for the abolition of monarchy, the then prime minister Girija Prasad Koirala had mooted the concept of a boy king.


Koirala, whose Nepali Congress party had been supporters of a constitutional monarchy, had asked the unpopular king to abdicate in favour of his grandson Hridayendra so that Nepal’s centuries-old monarchy could be saved.


However, the king had rejected the suggestion, leading to his ouster as head of state and then, to a historic election last year, which overwhelmingly voted to scrap the crown.


Now the Maoists are apprehensive that the deposed king would make a last-ditch effort in India to have his dynasty reinstated on the throne.


Hridayendra, the son of former crown prince Paras, turns seven this July and the Maoists feel New Delhi could heed the proposal to have him installed as a ceremonial king.


A Nepali weekly Monday suggested that the Maoist jitters stem from the party’s growing proximity to China while turning an increasingly cold shoulder to India.


Prachanda is poised to visit China again this summer when he is expected to finalise a new peace and friendship treaty with Beijing. At the same time, the ruling Maoist party is clamouring for the abrogation of the peace and friendship treaty signed with India in 1950, calling it unequal.


The Tarun weekly also suggested that it was the fear of the political repercussions of Gyanendra’s India visit and his forging closer ties with New Delhi that last week prompted Prachanda to announce that his government would begin a fresh investigation into the massacre in the royal palace eight years ago.


Ten royals, including then king Birendra and queen Aishwarya, were killed in the carnage in June 2001 that enabled Gyanendra to ascend the throne.


However, aides of former king Gyanendra, who is in Bhopal, say that it is a purely private visit to attend a wedding and go on a pilgrimage of Hindu temples.

Maoist suspicion deepens about ex-king's India trip













KATHMANDU: As the Indian media continued to lavish attention on Nepal’s last king Gyanendra even almost a year after he was stripped of his



ancestral crown, there was growing suspicion in Nepal’s ruling Maoist party about the actual motive behind the deposed king’s India visit and its impact on Nepal’s turbulent politics.

On Sunday, for the third day in a row, a top Maoist leader expressed wariness about the ex-king’s nearly three-week India visit, saying it was a bid to gather support for the restoration of monarchy in Nepal.

Maoist Finance Minister Dr Baburam Bhattarai Sunday told a public gathering at Sindhupalchowk district in north Nepal that Gyanendra was meeting Indian Prime Minister Dr Manmohan Singh and other Indian leaders with the intention of obtaining their support for the restoration of his crown.

On Thursday, Maoist Prime Minister Pushpa Kamal Dahal Prachanda too had expressed misgivings about Gyanendra’s first foray abroad after stepping down as head of government three years ago.

Though the 62-year-old former king’s private visit to India is apparently to attend a family wedding in Bhopal, followed by a pilgrimage of Hindu shrines in India, including the Somnath temple in Dwarka, the Maoists are not buying it.

While the former guerrillas, who caused Nepal’s 239-year-old monarchy to topple, allowed Gyanendra, his wife Komal and sister Shobha Shahi to leave Nepal for India, saying he was free to go wherever he wanted in his new status as an ordinary citizen, their wariness stems from two reasons.

The underground Maoists, who were united with the mainstream parties by the Indian government, have begun to distrust their former ally. Since New Delhi has close ties with opposition leader Girija Prasad Koirala, they are wary of a new alliance between New Delhi and Koirala’s Nepali Congress, which could lead to their ouster.

But perhaps the main reason for the wariness is their own failure to provide good governance almost six months after coming to power. Besides growing lawlessness, Nepal is also racked by the most severe power crisis in its history with the nation currently heading towards a 20-hour daily blackout, a lethal combination that is eroding their popularity and could lead to the party’s defeat in the April by-elections.

‘Gyanendra roots for baby king’

SINDHUPALCHOWK, March 2 - Finance Minister Baburam Bhattarai said on Sunday that former King Gyanendra Shah's India visit was aimed at making way for his grandson Hridayendra's ascension to the throne.

“The king has gone to India to seek support from the Indian Prime Minister and other leaders for Hridayendra's ascension,” Bhattarai claimed at Unified CPN (Maoist)'s mass meeting at Chautara.

The former king had said he was to attend his relatives' marriage in India. Bhattarai spent most of his time chastising Nepali Congress President Girija Prasad Koirala and CPN-UML leader Madhav Kumar Nepal.

Nepal's Maoist govt may restrict Gyanendra's movement: Report

Kathmandu, March 02: Nepal Government may restrict the movement of deposed king Gyanendra in the country, with growing concern among the Maoist leadership that the former ruler was seeking support to restore the monarchy by pushing the case of his grandson as the “baby king”, a news report said on Monday.

The 62-year-old Gyanendra is on a week-long trip to India where he attended the wedding of his relatives in Bhopal, Madhya Pradesh. The former monarch, who was deposed last May, is likely to meet India's top leaders including Prime Minister Manmohan Singh, Congress president Sonia Gandhi as well as BJP leader Lal Krishna Advani during his visit.

Nepal's Finance Minister Baburam Bhattarai yesterday claimed for the third day in a row that Gyanendra had gone to India with a plan to make his grandson Hridayendra the “baby King” so as to restore the 240-year-old monarchy, which was abolished last May.

According to a Telegraph Nepal online report, which quoted the vernacular Sanghu Weekly, the Maoist-led government may be planning to put Gyanendra behind the bars the moment he lands in Kathmandu from the Indian tour.

The Nepali tabloid, quoting sources close to the Prime Minister's official residence, stated that the government will summon the former monarch, who has been at the centre of many conspiracy theories linking him to the massacre on June 1, 2001, as soon as he returns home after his private trip to India.

The Prachanda-led government has decided to form a high-level panel to re-investigate the 2001 massacre of the then king Birendra and his family at Narayanhiti Palace.

"The Government is planning to summon the last king over his decisions to demolish the Tribhuwan Sadan in the Narayanhiti Royal Place where the members of royalties were brutally murdered on that fateful evening," the report said.

A probe panel set up by the then government of Prime Minister Girija Prasad Koirala had blamed the then crown prince Dipendra, who was allegedly fuelled by a cocktail of drugs and alcohol, for the killings on June 1, 2001.

However, the validity of the report has been widely questioned as no post-mortem of the massacre was carried out at that time. Gyanendra was at the centre of many conspiracy theories linking him to the massacre in which his popular older brother Birendra was slaughtered. That massacre was what led Gyanendra to ascend the throne.

Accusing Gyanendra of "destroying the proofs" of the royal massacre, Prime Minister Prachanda on Thursday had pledged to probe the entire episode to unearth the "inside story".

'Ex-King awaits arrest upon his Nepal return'

Last monarch GyanendraA vernacular weekly in Kathmandu dated March 2, 2009, quotes sources close to the Prime Minister's official residence in Kathmandu that the Government is planning to put Nepal's last monarch Gyanendra Shah behind the bars the moment he lands in Kathmandu from his India sojourn.


The Sanghu Weekly further states that as the last monarch returns home after his private trip to India, the government will officially summon the former monarch over his presumed involvement in the Royal Palace massacre that took place on June 1, 2001.


The weekly further states, "currently in India, Gyanendra, during the day-time is visiting several Hindu Temples whereas in the night, the former King, is continuing political parleys with the Indian leaders who count in Indian politics".


"An annoyed India, with Nepal's excessive hobnob with the northern neighbor, China, could well use Gyanendra to destabilize the country" the report states adding, "The Government is planning to summon the last king over his decisions to demolish the Tribhuwan Sadan in the Narayanhiti Royal Place where the members of royalties were brutally murdered on that fateful evening".


"The Government is all set to institute a high-level committee to investigate the Royal massacre” the report further reveals".


"Including the former monarch, the then prime minister Girija Prasad Koirala will also be summoned by the committee".


Nepal's Prime Minister Pushpa Kamal Dahal had recently said that the former monarch was conspiring against the nascent republican order while being in India. The PM had said so quoting his sources in India.

लोडशेडिंग थप लम्बिने प्राधिकरणको चेतावनी

 








 

दिनहुँ १६ घण्टा लामो लोडशेडिंग यही फागुनको मध्येदेखि आधा घट्ने भनिएको भएपनि बिजुलीको संकट अझै लम्बिने भएको छ।

नेपाल विद्युत प्राधिकरणका अनुसार भारतबाट भनेजति बिजुली ल्याउन नसकिएको तथा बिजुली निकाल्ने खोलानाला सुक्दै गएकाले लोडशेडिंग लम्ब्याउनु परेको हो।


भारतबाट १०० मेगावाट बिजुली किनेर अन्धकार कम गर्ने आशा गरेर बसेको प्राधिकरणलाई यतिबेला भारतबाट केवल ३५ मेगावाट मात्र बिजुली आएकोमा धक्का लागेको छ।


प्रतिक्षा


कोशी डुबानका कारण भत्किएका प्रसारण लाइन भारततर्फ पूर्ण मर्मत हुन नसकेपछि अब प्राधिकरणको आँखा देशभित्रकै खोलानालामा फर्कीएको छ।


अहिले हिउँ पग्लेर खोलानालामा पानीको बहाव बढेपछि लोडशेडिंग घटाउन सकिएला की भनेर प्रतिक्षा भैरहेको छ।


चैत महिनाको मध्येबाट हिउँ पग्लिने क्रम शुरु हुने तर त्यही महिना पर्याप्त हिउँ पग्लिएको नहुने बताउंदै प्राधिकरणका प्रवक्ता दण्डपाणि बस्यालले वैशाखपछि बल्ल लोडशेडिंगमा केही सुधार आउला भन्ने आशा गरिरहेको बताए।


आम मानिसहरु भने गएका केही दिनमा लोडशेडिंगको समय पूर्वजानकारी विना नै १६ घण्टाभन्दा पनि बढ्न थालेकोमा आक्रोशित छन्।


“भन्न चाहिं प्राधिकरणले लोडशेडिंग घटिरहेको छ भन्छ तर हाम्रो अनुभवमा त त्यो झनै बढेको छ,” एकजना सर्वसाधारण चन्द्रमान बिजुक्छेले भने।


गडबडि


प्रवक्ता बस्याल लोडशेडिंगको समय नबढाएको दावी गर्छन तर उनी आपूर्तिमा गडबडि भएको चाहीं स्वीकार्छन्।


लोडशेडिंग बढाउन हामी कदापि चाहँदैनौं तर कहिलेकाहीं उत्पादन वा वितरणमा गडबडि उत्पन्न भएपछि आपूर्तिमा असन्तुलन आउँछ भन्दै उनले त्यसबाट आम मानिसहरुलाई लोडशेडिंग बढेको हो कि भन्ने पर्ने बताए।।


उसै त पर्याप्त आपूर्ति गर्न नसकेर आजित बनेको प्राधिकरण जहाँ गाह्रो त्यहीं साह्रो भनेको जस्तै, चलिराखेका केही जलविद्युत आयोजनाका मेशीन विग्रेर थप अप्ठेरोमा परेको छ।


३६ मेगावाट बिजुली उत्पादन गरिरहेको भोटेकोशीको मेशीन यहिबेला विग्रेको छ भने कुलेखानीको एउटा मेशीनपनि बन्द भएको छ।


नदीको पानीको बहावमा भर परेर चल्ने अन्य आयोजनाहरुभन्दा भिन्न आफ्नै छुट्टै जलाशय भएको ६० मेगावाटको कुलेखानीले समेत जेनतेन ४६ मेगावाट मात्र बिजुली उत्पादन गरिरहेको छ।


त्योपनि अब १० मीटरमात्र पानी बाँकी रहेकोले २०/२५ दिनमा जलाशय रित्तिने खतरा रहेको अधिकारीहरुको भनाई छ।


उद्योग संकट


लम्बेतान लोडशेडिंगका कारण उद्योगधन्दाको स्थिति चौपट बनेको छ।


पूर्वी नेपालमा उद्योगी व्यवसायीहरुले लोडशेडिंगको विरोधमा तालाबन्दी र सडक प्रदर्शनमा उत्रिंदै उद्योगलाई संकटग्रस्त क्षेत्र घोषणा गरेका छन्।


मोरङ्ग र सुनसरी जिल्लाका सबैजसो उद्योगहरुले उद्योग संकटग्रस्त छ भनेर ब्यानर टाँगेका छन्।


उद्योगीहरुले नेपाल विद्युत प्राधिकरणको कार्यालय तथा मोरङ्ग जिल्ला प्रशासन कार्यालयमा धर्ना समेत दिइरहेका छन्।


उनीहरुले भारतको कटैयाबाट आयात गरिएको बिजुली सम्पूर्ण रुपमा पूर्वाञ्चलभित्रै प्रयोग गर्न माग गरेका छन्।


बिजुली आपूर्ति नियमित नभएसम्म आन्दोलन जारी राख्ने उनीहरुले चेतावनी दिएका छन्।

Maoists remain alert as leaders rush to Delhi


The central secretariat meeting of the Unified CPN (Maoist) held Tuesday morning has concluded with the decision to remain on high alert for possible political shift as leaders from other parties rush to New Delhi.


Taking the Delhi rush as hint of possible political changes with Delhi’s involvement, the party has decided to start greater homework to avert it. As most secretariat members are out of valley for public opinion collection, the meeting has been postponed until afternoon.


KP Oli has recently returned from Delhi visit while Bam Dev Gautam left Kathmandu for Delhi on Monday. Girija Prasad Koirala and Surya Bahadur Thapa are scheduled to fly on Wednesday and former King Gyanendra is currently in Delhi.

Leaders' visit to Delhi kicks off controversy in Kathmandu

KATHMANDU, March 9 - Deputy Prime Minister and Home Minister Bamdev Gautam left for New Delhi on Monday but the government has kept his visit under wraps.

Gautam's son Harish Dev Gautam said the Deputy Prime Minister is on a trip for medical check up. He is suffering from the Bell's Palsy -- facial nerve paralysis -- and needs to undergo physiotherapy regularly. The minister is accompanied by his wife Tulasi Thapa and personal doctor Dr. Kiran Jung Kunwar.

Gautam went to the Apollo Hospital on Monday afternoon for medical check up and is currently staying at the Nepalese Embassy in Delhi, according to Harish.

“There is no political motive behind it and has no specific plans to meet with any Indian leader," he told ekantipur, quashing claims from senior Maoist leaders that a number of top non-Maoist leaders are getting together in New Delhi to engineer the downfall of the current government. Gautam is expected to return to Kathmandu by Wednesday.


Finance Minister Dr. Baburam Bhattarai has recently gone on record to state that plans afoot in the Indian capital to revive "baby king" in Nepal, whose 240-year old monarchy was consigned to oblivion in May 2008.

Nepali Congress (NC) President and former Prime Minister Girija Prasad Koirala, who has had intense parleys with different political parties in the past week, is also leaving for Delhi on Wednesday.

His trip, scheduled two months ago, had to be cancelled “repeatedly owing to different reasons,” said NC's head of International Department Sujata Koirala. She said he will be seeing doctors at the Apollo and is likely to meet the Indian leaders to discuss the "many issues" on Nepal.

Surya Bahadur Thapa, another former prime minister and president of Rastriya Janashakti Party, is also all set to leave for Delhi. Thapa recently urged Koirala to lead a broader democratic alliance to counter the Maoist “authoritarianism.”

Already, the CPN-UML leader and former DPM KP Oli, who got his kidney transplanted last year, is already in New Delhi for a “regular checkup.”

The flurry of high-profile visits are timed with former king Gyanendra's extended stay in Delhi since his departure on Feb. 25 to attend a wedding ceremony in South India. The ex-king is said to be engaged in “political consultations” but details are sketchy about the nature of the discussions. With the credibility of his wayward son Paras in tatters, the ex-king is said to be lobbying leaders in India to revive “baby king” – enthronement of his five-year-old grandson Hridayendra -- in the world's youngest republic.
