The draft proposes Rs. 200,000 fine or five-year jail term or both if anyone is found guilty of violating legal provisions. Whereas, anyone found guilty of encouraging others to go against the law will be slapped Rs. 100,000 fine and one year jail term.
The draft has proposed amendment of Clause 14 sub-clause (2) of the existing law delegating rights to the government and concerned authority to ban the movement of any citizen who has been allegedly involved in serious criminal offence or whom the government deems a threat to the nation's security because of his/her entry or departure.
It also gives legal teeth to the Director General at the Immigration Office, who can slap Rs. 50,000 fine on those who try to obstruct immigration officials while carrying out their duties.
It has also proposed to delegate rights to the concerned authorities to impose restriction on the entry or departure of any foreigner if his/her entry, presence or departure poses threat to national interest or breaches public policy.
