Hi,

Can a person in tourist visa leave US from a different port other than the port of entry ? Say if I came to US from New York, then can I leave from Virginia ?? ( i am asking this for a person with tourist visa)

Yes you can, You can leave from any state ,any port of entry

Why does he need to "return back" to Nepal? He may just "return" to Nepal from any port of exit.

"Returning back" sounds like to be in the same place where you are now; so you don't need anything to return back..
