काठमाडौं, पुस ७ (नागरिक)- एकीकृत नेकपा माओवादीका अध्यक्ष पुष्पकमल
दाहालले नेपाली कांग्रेस, नेकपा एमालेसहित सरकारसँगको वार्ता असफल हुँदै
गएकाले अब वार्ता सीधै भारतसँग गरिने बताएका छन्। दलसँगको वार्ता पटक-पटक
दिल्लीको मुख हेरेर रोकिने गरेकाले अब भारतसँग वार्ता गर्नुको विकल्प
नभएको भनाइ अध्यक्ष दाहालले आमसभामा व्यक्त गरे।

'कांग्रेससँग कुरा गर्‍यो, केही आउँदैन। एमालेसँग कुरा गर्‍यो केही
आउँदैन। प्रधानमन्त्रीसँग कुरा गर्‍यो, केही हुँदैन।' अध्यक्ष दाहालले
भने, ' जसरी ज्ञानेन्द्रको शासनकालमा प्रतिगमन आधा सच्चियो भनी सरकारमा
जानेहरुलाई हामीले नोकरसित हैन मालिकसित वार्ता हुन्छ भनेका थियौँ,
त्यसैगरी अब कठपुतलीहरुसँग हैन, भारतसँगै वार्ता हुन्छ। हामी भारतसँग
वार्ता गर्न तयार छौं। '


प्रधानसेनापति प्रकरणमा राजीनामा दिएपछि 'विदेशी प्रभु'को बारेमा उल्लेख गरेका दाहालले भारतको नामै किटेको यो पहिलो अवसर हो। 'विगतमा जस्तो कठपुतली सरकार बनाएर आफूले जे भन्यो त्यही मान्ने बनाउने
कुरा अब टुंगिएको छ' दाहालले थपे - 'हामी वार्ता गर्न तयार छौं तर
भारतसँग। यहाँ वार्ता गर्दा दिल्लीको निर्णयलाई नै कुर्ने प्रयास हुन्छ।' कालापानीबाट भारतीय सेना हट्नु पर्ने, सबै ठाउँका सीमा समस्या समाधान
हुनुपर्ने, अन्तर्राष्ट्रिय मान्यताका अनुसार नयाँ पारवाहन सन्धि
हुनुपर्ने जस्ता माग उनले नयाँ बानेश्वरको आमसभाबाट गरे।

Nepal Maoist's praise for India

The leader of Nepal's Maoist rebels, Prachanda, says neighboring India played a key role in persuading his group to take part in peace talks. He said that it was India who had encouraged him to make common cause with the parties now making up the government in Kathmandu. Prachanda also said the entire population of Nepal should be given five years military training. Both sides clinched a landmark power-sharing deal last week.

Partly pragmatic

India had no official role in last November's talks between the Maoists and what was then Nepal's opposition parties held in Delhi during King Gyanendra's absolute rule. But Prachanda now says India had long been urging the Maoists and parties to do something jointly, and that without this they probably would not have made common cause.


Prachanda was speaking in a wide-ranging magazine interview in which he seemed to show a partly pragmatic, partly hardline view of Nepal's future. He said he did not believe in a parliamentary republic, but did not elaborate on what system of government he would prefer. He also said that all citizens should be made to undergo five years military training, creating a vast militia to keep law and order.

But he also spoke of freeing up new resources for development by cutting the government and Maoist armies right back and by abolishing the monarchy - although, as before, he said the monarchy could remain if the people so voted. The war has encouraged and spread a culture of intimidation and violence

Ironically, Prachanda said Mao Tsung's model for a people's republic could not fulfil modern needs and criticised Stalin for not allowing competition in society. He even said profit-making by capitalists could aid development.

In last week's landmark accord the Maoists and the new government agreed that the rebels would join an interim government here.

Since then the Maoists have said they will not decommission their weapons beforehand, while the government has been implying that they must.

Indian leaders have given mixed reaction on Unified CPN (Maoist) chairman Pushpa Kamal Dahal’s statement that his party is ready to talk with India instead of Nepali leaders for the cause of ‘civilian supremacy’ in Nepal with some dismissing it as contradictory statement
and others welcoming it, according to a report in Kantipur daily.

The report says, the Indian foreign ministry officials refused to comment on Dahal’s statement saying, they don’t want to comment on internal issues of another country.

Former foreign minister Yashwant Sinha dismissed Dahal’s statement terming it contradictory. They blame India for interfering and then say they want to hold talks with India, he said.

However, former Indian ambassador to Nepal KP Rajan expressed a completely different viewpoint. He welcomed Dahal’s statement saying India is always ready to solve Nepal’s problems and that India has always been in touch with the political parties in Nepal. (F@#$ U PRACHANDA)

He further said, the Indian government could think even if Dahal wants to talk directly with the Indian foreign ministry or the Prime Minister’s Office, skipping the Indian Embassy in Kathmandu.

Ashok Mehta, an expert on Nepal affairs in New Delhi, said the Indian government is
ready to talk on the agenda put forward by Dahal with Nepali government and not with a political party on the street.

The Indian government did talk on all these issues with the Maoists when they were
in government, and the trend continues with the present government, Mehta said. nepalnews.com
