विशेष सम्पादकीयः विदेशी हस्तक्षेपको खुला आह्वान बुधवार, 23 डिसेम्बर 2009 09:43 सम्पादकीय सत्ताबाट बाहिरिएको सात महिनापछि एकीकृत माओवादीले हतोत्साहित मनस्थितिवशः नेपालको आन्तरिक मामिलामा छिमेकी भारतको हस्तक्षेपको खुला माग गरेको छ। राष्ट्रिय शक्तिहरूसँग संवादप्रति विरक्त माओवादीको भारतसँगै वार्ता गर्ने उद्घोषले नेपाली नागरिकहरूको स्वाभिमानमा गहिरो चोट पुर्याएको छ। नेपाली राष्ट्रियताको अवमूल्यन गरेको छ। संक्रमणकालीन राष्ट्रिय राजनीतिको तरलतालाई थप बिथोलेको छ। लोकतान्त्रिक संविधान बनाउने प्रमुख दायित्वबाट पन्छिएर विदेशीलाई नै नेपालको सम्प्रभु बनाउने नियत उदांग पारेको छ। माओवादी अध्यक्ष पुष्पकमल दाहालले तीन दिने आम हड्ताल समापन गर्दै मंगलबार राजधानीको भव्य जनसभामा गरेको सम्बोधन नेपालको आन्तरिक मामिलामा विदेशी हस्तक्षेप निम्त्याउने खुला ऐतिहासिक आह्वान हो। समयानुकुल नेपाली राष्ट्रियता परिभाषित गरी स्वाधिनताको विकास गर्ने संविधानसभाको अभूतपूर्व अवसरको उनले पूर्णतः वेवास्ता गरेका छन्। त्यस्तो गुरूत्तर जनअभिभारा निर्ममतापूर्वक विर्सेर उनले नेपाली जनताको राष्ट्रियताप्रतिको चेतना र जागरणलाई भारतविरोधी उग्रलहरमा परिणत गर्ने चेष्टा गरेका छन्। छिमेकीलाई आन्तरिक राजनीति मिलाइदिन औपचारिकरूपमा खुला जनसभाबाट आह्वान गर्ने दाहालको अभिव्यक्ति आधुनिक नेपालमा कुनै पनि जिम्मेवार दलका नेताले कहिल्यै गर्न नसकेको दुस्साहस हो। स्वाधिन देशका स्वाभिमानी जनताबाट दुई-दुई निर्वाचन क्षेत्रमार्फत निर्वाचित नेताले प्रदर्शन गरेको यो पराधिन मानसिकता हो। मुलुकको सार्वभौमसत्ता देशभित्रै र जनतामा निहीत रहेको बकाइदा उल्लेख भएको अन्तरिम संविधान बनाएर त्यसैको धारा-धारामा यो लेखिएको छ, ऊ लेखिएको छ भन्ने नेताले आफ्नो परनिर्भरता सीमापारि रहेको प्रष्ट गरेका छन्। आफूलाई जिम्मेवार नेता भन्ने दावी गर्दै दाहालले नयाँ बानेश्वरको उल्लासमय जनसभामा उपस्थित हजारौं हजार समर्थक/कार्यकर्ता तथा त्यसको प्रत्यक्ष प्रसारण हेरिरहेका आम नागरिकमा नेपाली राष्ट्रियताको धज्जी उडाएका छन्। भारतलाई नेपालको 'मालिक' भनेर नेपाली नागरिकको शिर निहुरो पारिदिएका छन्। उनको दल र त्यसका क्रान्तिकारी कार्यसूचिप्रति समर्पित र आशावादी लाखौं नेपालीले सम्भवतः यो घोषणाबाट आफ्नो नेतृत्व गर्ने राजनीतिक पंक्तिको राष्ट्रभक्तिको खोक्रोपन महसूस गरेको हुनुपर्छ। माओवादीको चर्को राष्ट्रभक्तिको नारा अन्ततः विदेशी राजधानीमा समर्पण हुने रहेछ भन्ने तिनलाई यसबाट बुझ्न सजिलो भएको छ। भारतसँग आफ्नो वार्ता त्यहीँ जनसभाबाट सुरू भएको घोषणासमेत दाहालले सगौरव गरेका छन्। कुनै पनि सार्वभौमसत्तासम्पन्न मुलुकको अर्को देशसँगको संवाद सडकको भाषणबाजीबाट हुन सक्दैन भन्ने एक्काइसौं शताब्दीको पहिलो दशकका सचेत नेपाली नागरिकले बुझेका छैनन्? आमसभामा औंला ठड्याएर गरेको उत्तेजक र अराजक भाषणलाई अर्को देशले कूटनीतिकरूपमा सम्मान गर्दैन र त्यसलाई गम्भीरतापूर्वक लिँदैन भन्ने गणतन्त्र नेपालका जनताले बुझ्न सक्दैनन्? देश-देशको सम्बन्ध दीर्घकालीन राष्ट्रिय नीति तथा प्राथमिकताहरूबाट निर्देशित हुन्छ र त्यसका लागि लामो तथा गहन गृहकार्यसहितको कूटनीतिक कौशलसहितको अभ्यास आवश्यक पर्छ भन्ने के नयाँ नेपालका नागरिकलाई थाहा छैन? दाहालको गैर कूटनीतिक भाषण राजनीतिक प्रचारबाजी हो जसले सडकमा तत्काल उत्तेजना प्रवाह गर्छ। त्यसले राष्ट्रलाई थप विभाजित गर्छ। राष्ट्रिय शक्तिहरूबीचको एकता र विश्वास धमिल्याउँछ। राष्ट्रिय शक्ति र संस्थाहरूको तेजोबध गरेर राजनीतिक ध्रुविकरण बढाउने यो भाषणबाजीले समग्रमा नेपाल राष्ट्रलाई कमजोर तुल्याएको छ। कमजोर अवस्थाको राष्ट्रले अर्को राष्ट्रसँग वार्ता गर्दा के घुँडा टेकिन्न? नेपाललाई भारतसामू घुँडा टेक्न विवश पार्ने यो चालबाजी होइन भन्ने कसरी विश्वास गर्ने? छ दशकअघिदेखि स्वतन्त्र भारतले दीगो लोकतान्त्रिक अभ्यास र सुदीर्घ आर्थिक उदारिकरणको नीतिमार्फत आफूलाई जिम्मेवार विश्व शक्तिका रूपमा स्थापित गर्दै लगेको छ। हो, छरछिमेकमा भारतका समस्याहरू छन्। नेपालसँगकै सम्बन्धमा पनि भारतको व्यवहार बढी मित्रवत् र सहयोगी हुनसक्नुपर्छ भन्नेमा नेपालमा प्रायः आम सहमति पाइन्छ। नेपालले भारतबाट धेरै आवश्यक सहयोग हासिल गर्न सकेको छैन। भारत र चीनजस्ता उदियमान आर्थिक शक्तिहरूको बृद्धिदरबाट नेपालले अपेक्षित सहयोग हासिल गर्न सकेको छैन। नेपाल र भारतबीच सीमादेखि सन्धि सम्झौतासम्मका समस्याहरू छन्। तर के ती समस्या विपक्षी नेताको सडक भाषणबाट सुरू भएको भनिएको वार्ताबाट समाधान हुनसक्छ भनेर नेपाली जनताले पत्याउँछन्? भारतले नेपालको एउटा राजनीतिक दललाई वार्ताका लागि कसरी बोलाउन सक्छ? के नेपालको राजधानी नयाँ दिल्ली हो र? भारतले नेपालसँग सरकारीस्तरमा व्यवहार गर्छ। द्धिदेशीय सम्बन्धबारे औपचारिक तहमा सरकार-सरकारमात्र वार्ता हुनसक्छ। नेपालको हीतमा भारतसँग सम्बन्ध विकास गर्ने राजकीय र राजनीतिक दायित्व सरकारको हो, 'छायाँ सरकार' वा 'जनसरकार'को होइन। त किन माओवादीले भारतलाई नेपालको आन्तरिक समस्या समाधानमा वार्ता गर्न आह्वान गरेको छ? प्रधानमन्त्रीबाट राजिनामा गर्दा 'विदेशी प्रभु' भनेर आरोप लगाउने दाहालले यतिका महिनापछि सोझै भारतलाई आफ्नो पनि प्रभुका रूपमा चिनाउन खोजेका छन्। अहिल्यै भारतको आलोचना गर्दा विवेकी र जानकार नेपाली जनताले विश्वास गरिहाल्दैनन् भन्ने उनले नबुझेको प्रष्ट छ। अर्का नेता बाबुराम भट्टराईले संसदीय दलहरू विदेशमा जन्मेर हुर्केको आरोप लगाउँदा दश वर्षे 'जनयुद्व'कालमा आठ वर्ष आफूले पनि भारतमै बसेर नेपालमा सशस्त्र द्धन्द्ध चलाएको विर्सन खोजेका छन्। संसदीय दलहरू नेपालमा राजनीतिक गतिबिधि प्रतिबन्धित हुँदा भारतमा खुलेर संगठित भएको इतिहास हो तर दुनियालाई थाहा छ नेपालमा प्रजातान्त्रिक खुलापन भएकै अवस्थामा माओवादी नेतृत्व बाहिर बसेर भित्र हिंसा मच्चाइरहेका थिए। भारत दाहालले भनेजस्तो गैर जिम्मेवाररूपमा नेपाली मामिलामा सोझै प्रत्यक्ष हस्तक्षेप गर्न आउन सक्दैन। भारतीय सेनापति दीपक कपूरले माओवादी छापामारको समायोजन नेपाली सेनामा हुनसक्दैन भन्ने अभिव्यक्ति दिएबाट मात्र माओवादी उत्तेजित भएका होइनन्। सरकारबाट बाहिरिनुपर्दाको पीडा समय बित्दै जाँदा झन बढेको तिनको अहिलेको व्यवहारबाट छर्लंग भएको छ। प्रधान सेनापति नहटाऊ भनेर भारतले पनि भनेकै हो, त्यसभन्दा बढी संविधानसभामा बहुमत प्रतिनिधित्व गर्ने नेपाली राजनीतिक दलहरूले गरेका हुन्। अनि अब आफ्नो नेतृत्वमा अर्को गठबन्धन सरकार बनाइदिन भारतले सहयोग गर्नुपर्ने कारण के हो? संविधानसभाको बहुमत धारणाविरूद्ध गएर भारतले नेपालमा अर्को सरकार बनाइदिन पहल गर्नुपर्ने कारण के हो? के यो विदेशी हस्तक्षेपको आह्वान होइन? भारतले एक महिनासम्म माओवादीलाई वार्तामा बोलाइदिएन भने के माओवादीले नेपाली जनतालाई अनिश्चितकालीन आम हड्तालको बन्दी बनाइदिने? श्रमजीवी र कर्मशील नेपाली जनतालाई बन्धक बनाएर भारतलाई हस्तक्षेपका लागि उकास्ने यो नीति मुलुकको स्वाधिनता र जनताको स्वाभिमानका विरूद्ध छ भन्ने जसले पनि बुझ्दछ। माओवादीमात्रै नेपाली जनताको प्रतिनिधित्व गर्ने र संविधानसभाको बहुमत चाहिँ भारतको इशारामा चल्ने कठपुतली भन्ने व्याख्याले जनताको शिर निहुर्याउनेमात्र होइन, विदेशमा नेपालको मानमर्दन गर्दै खिल्ली उडाउने प्रष्ट छ। माओवादीले नेपाली जनताको शिर उँचो पार्न तत्काल यस्तो आत्मसमर्पणवादी र राष्ट्रियताविरोधी उग्र घोषणा तत्काल फिर्ता लिनु आवश्यक छ। नेपालको राष्ट्रिय स्वाधिनताको परिभाषा वैधानिक हिसाबले संविधानसभाले नयाँ संविधानमा लिपिबद्ध गर्ने महत्वपूर्ण जिम्मेवारी जनताले उनैलाई दिएका छन्। भारतसँग कस्तो सम्बन्ध राख्नुपर्छ भन्ने दीर्घकालीन परराष्ट्र र छरछिमेक नीति बनाउने वैधानिक थलो त्यही संविधानसभा हो। जननिर्वाचित निकायलाई बलियो पारेर नेपाली जनताको राष्ट्रियताप्रतिको चेतना र जागरणलाई विश्वसामू दह्रो र विश्वसनीय पार्न नयाँ संविधान लेख्नु सर्वाधिक महत्वको विषय हो। संविधान बनाउन छाडेर, बहुमत जनताको सरकारलाई कठपुतली भन्दै विदेशीलाई मालिक मान्दै आन्तरिक मामिलामा हस्तक्षेप निम्त्याउन खुला आह्वान गर्नु नेपाली राष्ट्रियताविरोधी कदम हो।

Very good article. Yes as written by the editor, Maoists always look for cheap popularity. Instead of giving all troubles to Nepalese people with all these nonsense bandhs, if they could go at border and fight with Indian SSB team then I would believe they are real country lover. Calling Nepal bandhs and dancing on road do not make a country.

Yeah you must listen to BBC news today of prachanda's interview. They have talk about this editorial. Prachanda has accused nagarik for yellow journalism.

Why nagariknews does not speak a single word against PM Madhav Nepal who recently told - maobadile asahayog garera sarkar dhalna khoje malai sidhai phone garnu bhanera bharatiye PM le bhannubhayo - What does this mean? That accepts that the Nepalese PM is protected by the foreign force India.
Where was the nagariknews editor when the leaders were rallying to Delhi to solve every petty conflicts?
Where was the nagariknews editor when Upendra Yadav clearly stated Delhi as Mecca of Nepalese politics?
Why the nagariknews editor does not write anything against open access provided to Indian ambassador to PM's residence anytime (there were news of more than 4-times visit in a day)?
Prachanda's assertion is just the acceptance of what is happening in Nepal. No need to make it a big issue.

Prachanda is the biggest shit ever produced in Nepal. Maoists are the viruses; elimination of them is perhaps the only solution.
Prachanda is crying and asking the safelanding from his master India. There's no doubt nepali politics are influenced by India, but the links of maoists with India is much beyond what we've ever seen. It is actually good for Nepal that we're seeing this rift between maoists looters and India. I liked the above editorial by nagariknews. How dare Prachande chor calling for direct intervention by india?
Regarding chanaa_tarkari's responses, here is what I think:
Prachanda, this time, is honest and has dared to accept the strong influence of India, which is not new to us. How can you easily forget his video scandals. You must be joking when you say he's honest. Their only agenda is to deny (lie), hide the truth, and eventually if everything else fails, they say that our party's policy is not in accordance with what happened. Don't you see all the murderers of many journalists and others are still being protected and blessed by him? Did you read what did Prachande's followers did to Tika Bista for writing an article?

Did you read it through maoist's newspaper? I'm not trying to defend nagariknews. Why do they need to say more about it? We all hated MAKUNE for this, and that's what Nagariknews said by not saying a single word. By the way, did you see the cartoon of Makune on nagariknews?

If you have followed my opinions, I have never supported maoist party for their ultra left line and their terrors.
Although you have mentioned that you are not defending nagariknews, you are just defending it.
I never said Prachand is an all-time honest leader, but this particular statement, in which he had exposed the degree of control and influence of India in nepalese politics, is definitely an honest assertion - not exaggerated, not twisted. We all know this. I am talking only about this - note "this time" that I have mentioned.
The word "Direct intervention" is the interpretation of nagariknews editor. Prachanda and his aides have already u-turned their position making such interpretation invalid. But my question was that Nagariknews did not fairly respond to all previous activities which has made Indian stronger and consequently making the ground for direct intervention.
The makune's statement about calling direct to Indian PM was in media after his return from Copenhagen. I do not have a count who made more trips to Delhi or Indian embassy, but for a sovereign nation, no foreign ambassader should have direct access to the head of the state so frequent. If you or nagariknews editor do not think this noteworthy, then all your words on patriotism is nothing but propaganda.
Just for record - even if I consider a few of issues maoists talk are genuine, I have never supported them, nor would I think I would ever support their autocratic activities.

Yo kura chahi kaha lekhya cha herna maan cha. As far as I read Makune said his government has support of both India and Chinese government. Tara Phone garnu bhanne chahi ali has uthdai bho.

The news was in weeklynepal.com, if you have access to their archives, you may still find it. The news was reporting what Madhav Nepal said after his copenhagen visit. It covered about the talks Madhav Nepal did with Obama, Chinese premier and Indian PM. Madhav Nepal told that Obama complained him telling that Obama has still not got the his gift - the Khukuri. Madhav Nepal promised to resend it. Talk with Chinese leader was about his forthcoming visit to China. The Indian PM told him to call him if Maoist continue to create trouble against his government.

I'm glad that KUKUR Maoists didn't send their bhedas to burn the newspaper's office or send to kill the editor, and just used their propagandist words.

nagariknews does it again, very nice and balanced चर्को भाषण प्रहसनमा सीमित नारायण वाग्ले, काठमाडौं, पुस ९ (टिप्पणी)- एकीकृत माओवादी अध्यक्ष पुष्पकमल दाहाल राष्ट्रिय शक्तिहरूसँग नगरी सोझै नयाँ दिल्लीसँग वार्ता गर्ने र त्यसको सुरूवात् मंगलबार नयाँ बानेश्वरको जनसभाबाट भएको घोषणा गरेको केही घन्टामै आफूलाई सच्याउन बाध्य भएका छन्। उनले विदेशीका 'नोकर, कठपुतली र रोबोट' नामले पुकारेका प्रधानमन्त्रीसँग केही घन्टाभित्रै भेटवार्ता गरेर जनमानससामू गरेको चर्को भाषणलाई आफैं व्यंग्य गरेका छन् र भेटवार्तालाई गोप्य राखेर नागरिक सर्वोच्चताका नाममा नागरिकलाई अन्धकारमा राख्न खोजेका छन्। आफ्नो राष्ट्रियताविरोधी घोषणा जिम्मेवार, सम्मानजनक र आकर्षक रूपमा फिर्ता लिने साहस भने उनले गरेनन्। बरू आफ्नो अभिव्यक्तिलाई गलत तरिकाले बुझिएको टिप्पणी गर्दै उनले भारतसँग वार्ता गर्ने घोषणालाई परोक्षरूमा फिर्ता लिएका छन्। केही घन्टा पनि टिक्न नसक्ने भाषण गर्नु र त्यस्तो भाषण गर्न पार्टीको नेतृत्व पंक्तिबाट भारतविरोधी नीति पारित गर्नु माओवादीको अपरिपक्व र उत्तेजक व्यवहार हो। यसको सिकार माओवादी आफैं भएको छ। बानेश्वर आमसभामा सरिक हजारौंहजार कार्यकर्ता/समर्थक र त्यसको समाचार हेर्ने लाखौं नागरिकले देखे-सुनेको आफ्नो भाषणलाई अध्यक्ष दाहालले एउटा प्रहसनमा सीमित गरिदिएका छन्। नेपालका शक्तिहरूले निर्णय गर्न नसकेको भन्दै भारतसँग वार्ता गर्ने भनेर आफूले गरेको घोषणा व्यंग्यात्मक टिप्पणीमात्र भएको उनले स्पष्टीकरण दिन खोजेका छन्। यसबाट उनी हलुका साबित भएका त छन् नै, संविधानसभाको ठूलो दलका प्रमुख नेताको विश्वसनीयता पनि पिँधमा पुर्याइदिएका छन्। विशाल जनसभा देखेर उनी बहकिएका पनि पक्कै होइनन्। उनको पार्टीले सत्ता समीकरण फेर्न नयाँ दिल्लीलाई दबाव दिनुपर्ने आशयसाथ 'राष्ट्रियता'को मुद्दालाई प्राथमिकता दिने हालैमात्र निर्णय गरेको थियो। नेपाली राष्ट्रियतालाई भारत विरोधका रूपमा विकास गर्न चाहने पञ्चायतकालीन दर्शनसँग मिल्दो धारणा प्रकट गरेर दाहालले जुन वैचारिक दरिद्रता र सचेत तथा जागरूक नेपालीको हुर्मत लिन खोजेका थिए, त्यो बेलुनको हावा खुस्केको मात्र हो।
दिल्ली जाने आकाशे फल पन्छाएर संसदमा फर्किने व्यावहारिक निर्णयमा माओवादी पुग्ने निर्णय जिम्मेवारपूर्ण छ। तिनले अब संविधानसभा र व्यवस्थापिकामार्फत आफूलाई ठूलो दलको दायित्वपूर्ण भूमिकामा समर्पित गर्न सक्नुपर्छ। उत्तेजक सडक भाषणबाट न संविधान बन्छ, न नयाँ नेपाल बन्छ, न नेपाल सार्वभौम हुन सक्छ, न नागरिक स्वतन्त्रता कायम हुनसक्छ।
राष्ट्रपतिको कदमबारे छलफल गर्न नपाउनु माओवादीको प्रमुख समस्या हो भने त्यसका लागि सरकारविरूद्ध संकल्प प्रस्ताव ल्याउने संवैधानिक बाटो खुला छ। अन्य संवैधानिक तथा राजनीतिक उपाय पनि पहिल्याउन सकिन्छ, त्यसका लागि उसले संविधानसभाजस्तो ऐतिहासिक जननिर्वाचित थलोकै आश्रय लिनुपर्छ, विदेशको होइन। आन्तरिक रूपमा बलियो लोकतान्त्रिक देशको मात्र राष्ट्रियता बलियो हुन्छ, त्यस्तो देशको मात्र राष्ट्रिय स्वाधिनता स्थापित हुनसक्छ र त्यस्तो देशमा मात्र नागरिक सर्वोच्चता कायम हुन सक्छ भन्ने ख्याल गर्नु माओवादीका लागि अपरिहार्य छ। संविधानसभाका विषयवस्तुप्रति मात्र जागरण अभियान अहिलेको आवश्यकता हो। संविधानसभाभित्रै सभासद्हरूको कठिन परिश्रमसहितको गृहकार्य र छलफल अर्को आवश्यकता हो, न कि जनताले कष्ट पाउने राष्ट्रिय आम हड्ताल।
माओवादी उत्तेजनाको चरम विन्दुबाट संसदतर्फ फर्किएको छ। यो उसको स्वीकारोक्ति हो भने नेपाली राष्ट्रियता र लोकतन्त्रका लागि यो सुखद् सन्देश हो।
