It means he is a terrorist in Nepal....and Girija,ed witPrachandaa, Bhaiitari and Makune were paid by the Indian government to get him that position....

I dont think he is a bad person but for sure i want to know the meaning of that phrase. really caught my eyes too.

The guy who edited Ram Baran Yadav's page is from IP address 66.211.11.18. From the history tab on wikipedia, it reveals that this guy deliberately destroyed the page and added that bad content. Can somebody find, if there are any comments from that IP to the Sajha.com.

But he did not Lie..... Nepali congress is a subsidiary of Indian intelligence Raw ( the same terrorist outfit that is responsible for recent bomb blasts in  Pakistan) . There was no miss communication. ...

I would say he has a soft spot in his heart for them.
This person seems quite into jazz as he's made an edit correcting the year 1927, to 1926 in http://en.wikipedia.org/w/index.php?title=Doctor_Jazz&diff=prev&oldid=386972473

It seemeth that the suspect is a practicing engineer as seen by the edits on this page http://en.wikipedia.org/w/index.php?title=T-square&diff=prev&oldid=386758717
Since it involves measuring "stuff", my guess would be a civil engineer.
