I am not Immigration exports but .....

Can she apply H4 visa?
      Yes, I don't see any relation between I130 filing and H4(dependent visa) ...also H1/H4 is dual intend visa

Is there any other way for her to come here.
           yes, she can try for F1, B1, EB5  and so no............

better to consult  with immigration lawyer
