Burial denied for Kirati man in Hindu forest

KATHMANDU: Tension ran high in the Pashupati area after the temple administration prevented a non-Hindu community from burying the body of one of their members in Sleshmantak Forest for the second day.


The Kirati community had taken the body of Jasram Rai of Sankhuwasabha to the forested area of the Hindu shrine for burial at around 8 am, but was not allowed to bury it.

Pashupati Area Development Trust (PADT), which administers the affairs of Pashupatinath Temple, backed by riot police, refused to let them bury the body. Yesterday, PADT had refused to let the community bury the body of Oshin Rai of Udayapur.

Mourners chanted anti-government slogans as the body was left stranded in Sleshmantak Forest for more than 12 hours. They also staged a protest along with the body in Tilganga for two hours. Clashes were not reported, though.

Sushil Nahata, PADT General Secretary, defended his position, and said he would not give in to public pressure and allow the bodies of non-Hindu people burial in the restricted zone. “We should abide by the government decision to this effect,” he stated.

Prabin, the deceased’s grieving brother, lamented the obstruction created by the government in performing the final rites. “We waited for more than 12 hours hoping to bury the deceased. The government added to our misery and treated us as non-Nepali citizens, instead. We are really devastated,” he lamented. “It mocked our grief in the hour of mourning.” Finally, Jasram’s body was taken to TU Teaching Hospital.

Mekh Bahadur Kulung, a Kirati religious leader said their community had been burying their deceased kin in the area for the past 12 years. “We do not agree with the decision the government has come up with out of the blue without creating options and providing us new burial grounds.”

On December 29 last year, the government had decided not to allow non-Hindus to bury their dead in the area, saying it was a part of the clean up and conservation drive in the area, which is enlisted in UNESCO’s World Heritage List.

Meanwhile, Kirat Yakhkhha Chhumma, Sunuwar Sewa Samaj, Kirat Yakthum Chumlung, Kirat Rai Yayokkha, Kirat Rai Journalists Association, Kirati National Liberation Front flayed the PADT move, and sought public apology from the government for what happened to the body of their deceased. It also warned that it would take to the streets if the government failed to provide an option for the burial ground or continued to prevent bodies from being buried in Sleshmantak Forest.

KATHMANDU: Minister for Culture Minendra Rijal today said the government decision to prevent non-Hindus from burying their dead in Pashupati area was intact, and warned he would not bow to pressure from anyone.


His remark follows an outcry from non-Hindu communities, including Christians and Kiratis, over the government move to restrict non-Hindu burial in Pashupati area.

Speaking at an interaction, he said, “No one should hurt the sentiments of tens of millions of Hindus living at home and abroad. I will not let any one do this. I will continue to stick to my stance during my tenure.”

Minister Rijal also persisted on not holding talks with anyone.

“Christian communities living around the world procure their own land to lay their deceased to rest. It is time Nepal followed the same practice,” he explained.

Earlier, the minority Christian community in Nepal had threatened to parade its dead outside the CA building if the government failed to provide them new burial grounds.

Minister Rijal, however, tried to come clean saying the government was ready to hold talks with the communities concerned to find out options for burying the bodies of non-Hindus, following the restriction.

“I will strongly enforce the decision made by Pashupati Area Development Trust (PADT),” argued Rijal, who is also Chairman of PADT.

Non-Hindu people have been left with no option but to carry their dead outside the Valley ever since PADT decided to remove the already constructed tombstones of non-Hindus, and ban all burials in Pashupati area on December 29 last year.

As per the decision, only Hindus from Giri, Puri and Dashanami societies and children of Hindus can be buried.

PADT has also alerted security forces in Pashupati and surrounding areas to prevent non-Hindu communities from burying their dead.

 Hindu priests from another country can come and loot openly of all the treasures of Pashupatinath but the fellow country men of own country is discriminated upon. They should not allow the newer communities, but if it is happening from the past, why they do have to stop now. Why're their priorities so wrong? Why do they always turn deaf to demands for transparency in earnings of Pashupatinath but have time to do these things?

This one is iffy.

First of all, why, among all places, do the family want to bury the deceased in Pashupati area? Maybe that was the deceased wish, maybe that's what their priest says; so we are talking about sentiments here. Then shouldn't we respect the sentiments of the Pashupati chhetra?

But then again shouldn't we curb any religious practice that fosters discrimination by creed, race, religion etc?

Religion is one confusing but strong mystery.

That is bullshit from the authority. It is purely discrimination.  Let me ask a question, does any one's face say he or she is a Hindu or Buddhist or Christian or Islam? No it does not. The other thing is if they do not want to give the burial right then they should not let enter anybody with (चिम्सा आँखा ) magnolia  to Pasupati or surrounding areas?
Burial is just a burial and according to the religious epic anything burn by fire is pure as it was. Anything is behold by fire is as pure as gold. 
So how the burial administration will determine who is Hindu or not? Let's say how about a Newa who is Buddhist but brought for burial is he or she has been denied? How about a race that is untouchable?  How about a me, I am Christian but my last name is still RIJAL? Who is going to find out?

Mr. Minendra Rijal , that guy should be fired and he has no right to  discriminate against any race.

I was thinking of a electrical burial in Pasupati. Pasupati does not only belong to Hindu but to Mongolian too, this is the place where Shiva was holding the dead corps and her last part YONI falls down.  Shiva is a Mongol but we Hindu took him as part of our god because we are the smarted people in earth and due to his power and his courage we took him as part of our god but we denying Mongol to buried in the pasupati area ?  We are arrogant and selfish.

Damn, where we going to find a land to buried Christian, they can be part of buril or find a place in their OWN land, why we have to  provide land to Christian or muslim or Buddhist? Every body in Nepal is cremated.  We have no land for harvesting why on earh we have to provide land, that is not the duty of State.  That is thier privet thing to do, find out own way or in Christinity they cremate and can be cremated to resolve the issue of burial field.

I see your point, but look at the other side of the coin too.
In an orthodox synagogue, there are two separate sections: Men and Women. If I want to go stay in women section and they deny me, would I cry sexual discrimination? A non-muslim cannot visit certain places in Mecca, do I cry foul here?

The point is, religion is a sensitive concept. For a religious harmony to exist, one should respect each other's belief and not cross over to incite anger. Are you telling me there is no other burying place in Nepal other than Pashupati chhetra? I don't support racial profiling and I won't advocate for it, all I am saying is I can see where they are coming from. Until a sweeping law to ban racial discrimination in religious places (or anywhere else) is passed they do have the right to deny it, there is no ground for (no pun intended) resignation.

Well, human are the most selfish animal in the earth, as I said I took Shiva as part of our god , because our religion teaches nothing but the worship of power. Shiva was mighty and most powerful non aryan, but to cope of his power we took as part of our religion why can we do to the regular Mangolian people? बडाले जो गर्‍यो काम म हुन्छ त्यो सर्ब सम्मत , he fall on that catagory.
We are ready to give away our princes to Mighty Mangolian King too. Hypothetically if she wanted to have a burrial in Pasupati , any one can deny? They would have ruled differently.

As I said , anything gets in to  the fire are purified and pure as gold.

I have no idea what you just posted above.
After reading it thrice I think you are advocating that we "ammend" our religion to "include" non-hindus too, I am okay with that, but that needs to be agreed upon by both parties, one cannot assert the change into other's existing belief.

 I am really surprised by the height of stupidity exposed in this post. First the title, it simply aims at inciting violence. Second, the religious law are tried to be judged from different point of view.

The fact: Due to lots of burial (putting dead body underground) space was taken in pashupati area (Unesco world heritage site) so in order to maintain the status government put ban on the burial in that area. It was done on december 29. Now the problem is where to bury the people whose custom is to bury the dead. This is causing trouble for Kirat community people. They want a proper burial site.

Propaganda: This has been escalated as the to racism. Christianity, I think is very moderate, progressive and tolerant religion. But it does have some neo-conservatives and these are the people who are spoon feeding this religion in Nepal (except few who chose it on their own). So whenever they get chance, they are their to spit their venoms to other religion (hinduism in case of Nepal).

first of all this is so unrealistic for "government" to be involved in region. The end result of such a combination always stirs communal anger. Who is to say that one class is superiotrand have reserved rights in land which is provided by nature.  Esp in burial practices, Hindus Cremate and other religions bury. Its so frusterating  when the extremists dont see the big picture. One life, one earth, 2 meter of land for decomposition of dead body. Cant the share?

Another thing that irks me is this Mangolian Brahmin clash....i have seen throughout my school years how one side loves to put the other side down by namecalling. I believe that modern day enlightment is understanding that religion is manmade and only was developed in society to impart organization and order. People matter not religious propoganda!

Anyhow religion is not REAL, its a social construct. Who is to say that Lord shiva was Hindu or mongol. First of Shiva is just a mythological character in scriptures which is personified by this BlueMan with serpent in his neck who loves weed. I love to visit PAshupatinath Temple as anyone else and may be i do have a internal relationship with my version of "god" but i cannot say that He belongs to only my kinda people!

@ loves to suggest..did u mean title I put or the title of the news in Himalayan times? anyhow my reasoning for this title is that there my cousin said that tension was building in Tilganga, Gaushala and Chabel area and the matter had escalated to riotiing...hence the "?"

I am surprised that religious connotation is NOT sensed by you. Yes, it is a matter of Kirat people's agreement with the government and lack there of land to bury their deceased, but not to sense any religious sensitivitiness in this matter is like turning deaf ears to a big bang. The idea is that we have to diffuse such religious/communal violence as, I hope, the originator is alluding to.
