It is your right to not do tests and sign a waiver. However, when there is epidemic or the symptoms of these disease occur in college, you have to stay out of college premise for some days or may be weeks.
If you can not sign a waiver (coz u r international student), do that test at college health center, sometimes it is free. TB costs less than 60 dollars. If you have insurance, it might cover too.

i got all of those done in less than $10 about a year back but i had my health insurence then..and you might wanna check with your college health center
