it will be real hard for you to get into grad school , let alone TA or GA ship... plus you have civil engeneering which is a challenge if you're in visa. i would suggest working for a year and going to IT shchool if you can't find a good grad school soon.. how are your finances? can anyone support you or are your on your own too? if you're on your own , finding a grad school with TA or GA is going to be extermly hard with your gpa .. 

my advice would be give a GRE over summer.I know of some placewhere you can get GA but i am not sure if they give it or not.Last time i know there was someone who got GA with much less GPA THAN YOURS and GRE score because there were not enough candidate.Try nd make sure you score as high as possible in your GRE.
eVEN IF YOU dont get GAin first semester  there is always a chance that you get GA in second semester because the department gives GA to those who has not got GA in any semesters and who scores high GPA.You can easily score GPA of 3.5 or above if you complete your hmeworks in time.
Fees is low here .3000 dollars per sem if you dont get GA.iF YOU GET ga IT IS 1200.
you can complete ur degree within 3 semesters and there you are with a masters degree.
