I tried visitor insurance few years back for my parents and here is what I think. If you or your parents are health, don't buy health insurance you don't need it. If you or parents are having health issues before travel to USA, non of the health insurance plan will cover pre-existing condition. So, there is no point. I felt I just wasted my money buying these crazy health insurance. Insurance is very tricky business, a business of risk and fear.
However, this is just my thought from my experience, but don't think if you have health insurance then you are covered. These insurance company will do everything to not pay you back. So, be careful.

Do not buy unless it is a reputed carrier like bluecross or aetna or cigna. Doctors don't take small carriers and I have seen small carriers emanding to see i94 before they make payments. Doctors will bill it to you rather than going through all the hassles.

Try www.isoa.org which is specifically for international people either students or visitor. I got very good insurance quote for only $70.

Hope that helps.

@Max Payne: Hmm, you mean to claim for the cost, you mean it's very difficult to deal with. Can you please elaborate why it is very difficult to deal with and what happened? I just bought health insurance from www.isoa.org.

Thanks
