 बोलीमा मितव्ययी, व्यवहारमा अपव्ययी
 
विडम्बना त के भने दोस्रो जनआन्दोलनको सफलतापछिका चार जना प्रधानमन्त्रीलाई समेत उछिन्दै छन् प्रधानमन्त्री भट्टराई राज्यकोषको दुरूपयोगमा । उनको सचिवालयमा गरएिका नियुक्ति र नियुक्तहरूलाई दिइएको तलबभत्ता तथा पारश्रिमिकले यस्तै तथ्य देखाउँछ । भट्टराईले आफ्नो सचिवालयमा पार्टी कार्यकर्ताको ठूलै हूल भर्ती गरेका छन् । माथिल्लो पदमा समेत गरी जम्मा वितरण हुने तलब उनका पूर्ववर्ती प्रधानमन्त्रीहरूको भन्दा चार गुणा बढी छ । 
 
उनको सचिवालयमा भर्ना गरएिकाहरूको तलबभत्तामा मात्रै लोकतन्त्रपछिको पहिलो सरकारको भन्दा वाषिर्क ७५ लाख रुपियाँ बढी बेहोर्नुपरेको प्रधानमन्त्री कार्यालयको लेखा तथ्यांकले देखाएको छ । तत्कालीन प्रधानमन्त्री गिरजिाप्रसाद कोइरालाले आफ्नो सचिवालयका लागि एक वर्षमा २७ लाख ३५ हजार ९ सय ८० रुपियाँ खर्च गरेका थिए । भट्टराईको सचिवालयको वाषिर्क खर्च करबाहेक नै १ करोड ९ लाख ८० हजार देखिएको छ ।
 
प्रधानमन्त्रीको निजी सचिवालयका एक अधिकृतका अनुसार सचिवालयमा नियुक्तिको क्रम अन्त्य भइसकेको छैन । अरू प्रधानमन्त्रीहरूजस्तो जनसम्पर्क सल्लाहकार र वरष्िठ विज्ञजस्ता पदहरूमा पनि नियुक्ति हुन बाँकी नै छ ।

 I think back in Girija days government offices did not have to pay bills( electricity, communication etc). Now they have to. Yes, the salaries have increased. It should. I would rather each official gets 50K a month rather than costing the government 500K in bribes.
27 lakhs in expenses for the whole secretariat for a whole year. U kidding me. Its like 1 lakh a person  per year assuming 27 staffers. Meaning Rs. 8500 per month per person. Can anyone believe that Secretary level staffers can make do with Rs. 8500 per month and save enough to buy a house in Kathmandu since all of the staffers now seem to have a house there. It will take 1.5Crore / 8500 = more than 100 years even if they save 100% of their salary. Go figure.
Praise the transparency.

eastsidaz, I praise Baburam for any good things he has done.

Did you read the news in terms of the NUMBERS of personnels employed in the secretariats of different PMs? 
You compared with Girijo; how about the ones with Jhale or Makune, did the salaries skyrocket after Baburam became PM?

Nepchai, I doubt salaries in Nepal are proportional to the day to day expenses. Baburam knows it. He might have done this so that they be less susceptible to bribery. If you make pay 40K a month per police, he/she might stop asking for Rs.200 bribes. But the current salaries make it impossible to survive without taking bribes.

Well it,s not possible for Nepal govt to pay $40K per police but it will certainly give them some impetus(courage) to nab those wrongdoers since they wont have to rely on those bribes from wrongdoers anymore. The compulsion to rely on bribes to make ends meet doesn't allow for any change to be made to the system lest the privilege(easiness) of taking bribe be lost due to the change. That's one of the reasons Nepalese process has been stalled for a long time because some people are making zillions during this impasse while the poors have no way out but beg for money from the haves( by sending letters if you know what i mean). 

As far as the comparison is to be made, Baburam is nothing like Girija, Jhale or Makune. Personal Opinion. Not even Prachande. Somehow I think Baburam really cares about Nepal. Thats why he is so vocal on Taxation and Economy. Myopically,  he might seem uneconomic looking at this extension, but in the long run the money saved due to the stoppage of leakage will pay for it.

Girijo had 23 staffs, Prachande had 25, Makune had 26, Jhale had 29. Baburam already have 45 staffs and is still going to recruit few more. What has doubling the number of staff to do with efficiency and transparency and being better than previous PMs? Can you elaborate more on that? Even Baburam or his representatives are admitting they had to increase the staff just to appease their party members or to make representatives of their self-declared autonomous states? Can't you see any absurdity in these? 

I don't get it why you're bringing the math of salaries.

He's making some populist moves which appear to be the right thing at the moment. The good deeds he does need to be praised; but at the same time he needs to be criticized for his bad moves. Are you saying that it is justified because he made some other good moves?

 My response was to your statement about skyrocketing of salaries that you mentioned before, not the expansion. Well as far as expansion is concerned, this is Nepal and it is customary to please your surrounders first. In that regard Baburam is no different. He can not dare to be different because his seat  relies on them. Though people may like him, people don't have a say on whether his government will be sacked, its his surrounders. Jasto desh testai bhesh bhanya yehi ho.
