Forgotten people, forgotten peace!

 

Ask any Nepali today whether they think the peace process and the writing of the new constitution will be completed on time, and their answer will undoubtedly be a big NO. There are those who might argue that it is better to postpone the deadline than to have a half baked constitution.

 

The argument is acceptable but the question then remains for how long will the transition last? When can the Nepali people expect to get back to a normal routine from this “political transition” and have a regular government that works under a “completed constitution”?

 

In the past few days leaders of big parties have hinted at “breakthroughs” in the peace process. They have played these words before as well stressing on how they are about to come to an agreement on the integration process, the modality, numbers, etc. What few in the media and the civil society have asked is whether resolving the integration and “rehabilitation” of “unqualified” combatants of the Maoist army will alone complete the peace process.

 

By refusing to talk about the proposed commission for people disappeared during theconflict and the Peace and Reconciliation Commission, political party leaders are attempting to brush the issue under the carpet, hoping the people do not notice. The current model of the peace process is attempting to exchange justice for peace but this cannot ensure sustainable peace.

 

The Maoists may have started the conflict with the objective of political and regime change, but it was the injustices suffered at the hands of the state that caused the people to join the rebel side. It was not because they understood the complex ideological dogmas propagated by the party that people amassed in thousands during the second people’s movement. For the normal everyday citizen, it is her right to live a normal life without having to suffer injustices that motivates her to go forward.

 

What is even worse is that every party that has come to power since the CA election has attempted to grant general amnesty to perpetrators of human rights violations, whether they were from the state, the rebel or any other individual who has links with a party or person in power.

 

Instead of focusing on completing the peace process and the writing of the new constitution, politicians continue to sell dreams hoping the people will forget about it all and they can continue with their “power sharing” games. Even after the deadline has been postponed thrice Pushpa Kamal Dahal has to go to the US to “develop Lumbini”,Prime Minister and Vice Chairman of the UCPN-Maoist Dr. Baburam Bhattarai had to go off to the US and then India to sign a hugely controversial Bilateral Investment Promotion and Protection Agreement (BIPPA).

 

At a time when the peace process has been delayed constantly and the deadline for the new constitution has already been extended twice, should it even be in Prachanda’s priority to try and secure funds for the development of Lumbini? Here too Prachanda has questions galore to answer, beginning with how and why he was in the board of a dubious fund, and that too one where the former crown prince had been given the same position he was. Prime Minister Bhattarai has a dual role to play but does he, as the head of a government in transition, have the right to make decisions that will ultimately affect the policies of future governments?

 

The peace process and the new constitution have long been sidelined by these politicians. It seems as though the war was only staged so politicians could have all the power in their hands. The people meanwhile remain forgotten, as we were before.
