I went to one friend's friend's house for dinnder somtime ago and had home made newari rakshi and now I want to make it at home. I cant ask that friend cause I only went there once and I dont really talk to them much. Can anyone give me a recepie.

Where is the house you visited? Nepal or abroad?
If it is abroad, check the local laws on producing LIQUER even for personal consumption, before you get the recepie.

I don't think one needs to worry about law when making alcohol at a private place for personal consumption. Lot of people make moonshine at home, especially down South. And there are conventions for DIY beer brewers; can't imagine all of them being in trouble with law. Common sense dictates: just don't sell it or distribute it in large.
I am no afficiando of Newari rakshi, but having tasted it, I think it is somewhat similar to Sake, Japanese rice wine. There are lot of resources in Web on how to make Sake, perhaps you can give it a try.
