I am not sure about parents but I got mine for my spouse while she was in Nepal. you have to file ITIN (who doesn't have SSN) for your parents to add them as depedent during TAX file. google it for more info.

I was thiking, you need US visa stamp as well proof of your residency ( your stay in US) or I-94 to apply for ITIN number. Tuteani: Lucky you.

To file your parents as a dependent, Your parents needt ITIN number and they have to be in US for more than six months.
