Parsa CDO suspended

The government has suspended Dharanidhar Khatiwada, chief district officer (CDO) of southern terai district of Parsa, for his alleged misconduct at public places.

The government has also set up a committee led by regional administrator Kumar Poudel to probe into the incident.

The action against Khatiwada came after Kantipur Television, a private sector TV channel, showed Khatiwada consuming alcohol and misbehaving with people.

What does 'misbehaving' mean? Can they be more specific. Drinking is not a crime but getting caught doing stuff while intoxicated is crime.

I don't the law of Nepal regarding the time for alcohol consumption.
When I was working as a teacher in a sarkari university away from Nepal,
my boss used to wait until 5pm and invite me to drink just at 5:01pm
and sometime we used to drink until 3am next morning. .... finish
1 litre scotch whiskey .......... whatever available in the room.
His logic of 5:01pm is that as a sarkari employee, you are not supposed
to drink / consume alcohol until 5:01pm i.e. formal office hours.
I was proud of him for the sensibility and the ethics he taught me
by practicing it in his daily life. Its not 1 or 2 or 3 days, its always
he used to wait until 5:01pm. He was a paper driver for 20years or more,
never drove any car, the reason was he liked drinking.

In another instance, I used to work with other government employees,
and went to site, while going to site in day time / office hours, once
I asked them whether I can borrow a news magazine and look while
seating inside that car, my colleagues told me that while in sarkari
gadi and in sarkari jagir, you are not supposed to read such magazines,
but, if its this report or text book, you can. I liked that idea. The reason
they gave is that its not only because public can raise question, but,
its also unethical.

The lack in Nepal is on teaching on ethics i.e. the officers in Nepal
are just hired by PSC and sent to work at offices without any training
and such misbehaviors are regular.

In Nepal, too, all goverment employees must be asked to join
some seminar / training on ethics regularly e.g. 4 times a year,
so that they know the consequences and retreat from unknowingly
behaving that way. Who is going to give lecture on ethics and listen
to them? When country's leader like Deoba (who amessed huge public
property and claims it as his wife's property obtained by her from her
parents as gifts..... its joke. A close associate of Deoba who visited
my friends around here, told to them that: तपाईहरु पनि त्यहा भाको
भे त्यहि ......................... on their question why such dedicated
man becomes corrupt?). So, this time the CDO was caught as baliko
boko just because Kantiput TV caught him live? Will that Khanal guy
who looted NABIL be punished by police?, because he is younger
brother of Police? I don't think. Was paras caught? Paras will be our
active King if our political leaders continue behave the way they
behaved in last 14 years. See Girija budho? How he interprets
the rule made by himself.

I feel ashamed to hear all these things. K Garne...
Just keep on watching............. what else can we do
as individual? The question was same yesterday too,
and answer is also the same today. I wish the answer
will change some day.

तर कान्तिपुर टी भिले रगैं हात देखाएसि अनि यसो सबैको आँखामा छारो हाल्न यसो सस्पेन्ड गर्या जस्तो गरेको मात्र हो। अब त्यो आयोग छ नि (आयोग-आयो? गयो) त्यसले बढिमा सरुवा मात्र गराउँछ त्यत्ती हो।

I think its bullshit. Since when Kantipur TV start doing this hidden camera journalism? They should go after the big criminals or crime. Not just CDO drinking and making ass out of himself in public. In the meanwhile some police officers are roaming around in the valley drunk and kicking anyone in their sight. Total bullshit on Kantipur's TVs role IMO.

Take it positively from journalism perspective. It might
inspire other young journalists "not the useful idiots"
to try to catch corrupts and show in TV. TV will also become
interesting and TV people might rush to get such news....
unless corrupts get united and try to punish Kantipur
by cancelling its registration. This war should continue.
Even if its an isolated example, I appreciate courage.

Ah!! isn't Kantipur the TV or magazine which didn't say anything when Girija's daughter was bulshitting about her property and wealth..... where was that investigavtive journalism.. When that woman can live in nepal without paying any visa fees for years when she is a foreigner (because she married to one) and not possess nepali passport..........

where is that journilism when gau ko birkhey becomes a mantri and becomes the riches man in his village and has couple of houses in kathmandu...... (I don't think the salary of mantris is that much)......

I think sarkari karmachari's are the most oppressed workers in nepal.... look at their salary can't even raise their family in a decent manner..... there is no goverment inecentives.... and they are always the ones being criticized by everyone..........

if a policeman/customs officer catches a smuggler.... he gets all kinds of political pressure to let him go.. gets threatned to be ousted from his post or sometimes even his job is in jeoperdy.
Untill and unless our leaders for fighting for KURSHI(chair) instead of the goodwill of our country ... it was wrong to suspend that CDO.....
