No Chineese is not required anywhere in US. As far as I know.

Not compulsory but because of the Chinese global economy, Chinese language is coming up as an alternative to French and Spanish languages kids have to take in the school. Americans are so fascinated by Chinese language that it'd not be surprise if it becomes compulsory. eh... Heard the biggest problem with the expansion of chinese language in US has to do with the instructors... There are very few. :D

For languages in US:

Spanish is as useful as Hindi in Nepal ko terai.
And Chinese is required as much as French in Nepal. ;)

But China gobbling lion's share of global economy, it would not hurt to learn the most spoken language on the plant. With so much hatred in this world, could Chinese be the most spoken language, more so than language of heart. Re kya ajai ;). Hahaha

No language is compulsory in US. English is preferred but the primary education centers will admit you regardless of proficiency in any language. You need to be in the region where the preferred language program is available. English is required in all secondary institutions, this is an institutional policy rather than state as the question indicates.
