Nothing free as far as I know. I have used debit cards that has low transaction fee. You send the card there and they can withdraw from there...or also use moneytonepal.com they have fee for their service but are really good.

moneygram is the best if you need to send cash in hurry.
they charge about 18 dollars upto 2000 dollars and 24 dollars of 3000 dollars.
which is about the half price of bank transfer.
the exchange rate of moneygram is better than westernunion.
for more information, you can always go to www.moneygram.com or your local walmart store.

online rate and walmart instore rates are different. online rate is higher than instore rate.

other option:

request the additional debit card. activate it only once they receive it back in nepal safely. just tell them to withdraw cash from atm so that you dont need to pay extra charges like international purchase fees of upto3%

or

you can open paypal account, after 60 days, request the debit card.
its exactly like the one u get from any other banks.
you can send that back to nepal.
you can add your desired fund to the debit card anytime u want. can take full 3 days to show up on your paypal account from your checking account.
you can cancel the card anytime or forward the fund back to your checking account anytime.
